We are periodically evaluating the state of play in the implementation of agreements reached in the Brussels dialogue, in order to highlight progress and challenges of this process and share our views on the way forward for better progress in implementation. We believe that commitment on implementation of agreements by all parties is the only way to ensure reliability with what was agreed and signed in the Brussels political and technical dialogue. I hope that this Report (as previous ones) will help to consider further opportunities and incentives for advancing the overall process of implementation of all agreements reached in the technical and political dialogue. A particular focus is placed to the Brussels Agreement on normalization of relations of 19 April 2013. The Report covers period from 1 October 2014 to 20 March 2015, where different from earlier periods, the implementation process did not make any significant progress. The most important development is the Agreement on Justice Implementation reached on 9-10 February 2015 -

Republika e Kosovës Republika Kosova-Republic of Kosovo Qeveria-Vlada-Government BRUSSELS AGREEMENTS IMPLEMENTATION STATE OF PLAY January - September 2014 REPORT SUBMITTED TO THE EUROPEAN UNION /EUROPEAN EXTERNAL ACTION SERVICE BY THE GOVERNMENT OF THE REPUBLIC OF KOSOVA Prishtina, October 10, 2014 FOREWORD The Brussels dialogue between two states, Kosovo and Serbia, facilitated by European Union has produced remarkable results during nearly four years. Started as a technical dialogue in 2011, the Brussels dialogue has been advanced in scope and relevance aiming at normalization of relations of two states since fall 2012. I believe that main goals of this dialogue such as improving lives of citizens, establishing peaceful neighbourly relations between both states, ensuring European integration for both countries as well as helping strengthen peace and stability in the region are in a good path of being achieved. After almost four years of this intensive peace process, and thanks to the consistent facilitation by EU and full support by the United States, relations between two states of hostile past are being transformed into a European model of cooperation. At the same time, the normalization of situation in northern part of Kosovo is progressing through the legal and democratic functioning of four northern municipalities since the local elections in 2013, integration of Serb citizens into the Kosovo institutions and dismantlement of Serb parallel structures, while bringing to an end Serbia’s meddling in the domestic affairs of Kosovo. The Dialogue on normalization of relations between Republic of Kosovo and Republic of Serbia, held between Prime Ministers of both states and facilitated by EU High Representative of the Union for Foreign Affairs and Security Policy Catherine Ashton, since October 2012 resulted in the signed Agreement on Normalization of Relations on 19 April 2013. -

Executive Summary
2 EXECUTIVE SUMMARY Two years after the November 2013 elections, the mayors of the northern municipalities1 have not constituted the municipal executive bodies. The only bodies established after November 2013 elections are the municipal assemblies. The municipal assemblies in the northern municipalities have finalized the municipal statutes, which were regarded as legitimate by the MLGA. None of the statutes includes the logo, stamp or symbols of the municipality. The mayor of North Mitrovica issued two decisions on the basis of the mandate won through the elections of Kosovo. Both of these decisions were regarded as illegitimate by the MLGA: the building of the said “Peace Park” in the Ibar river bridge, and the construction of the “Car Lazar” boulevard. The mayor of North Mitrovica neglected the recommendations issued by the MLGA in both of these cases. The mayors of Leposavic, Zubin Potok and Zvecan exercise dual functions: they were elected mayors during the local elections in Kosovo, are paid from the budget of Kosovo, and at the same time have accepted functions by the Government of Serbia to lead the parallel structures. The parallel municipalities in Northern Kosovo are called “Interim Administrative Bodies”. These organs issue decisions in sectors such as education, administration, health, urbanization, public service, sports and culture. The mayors elected through the local elections in Kosovo reside on the premises of the parallel municipalities, and refuse to be identified with any sign or symbol of the state of Kosovo. The Government of Kosovo has not taken any decision regarding the dissolution or transformation of the Mitrovica North Administrative Office. -

It looks at the overall progress and challenges in the implementation of the Brussels Agreements as well as it screens each of agreement in light of obligations of respective parties assumed under the Brussels Dialogue. The Government of the Republic of Kosovo attaches high relevance to the Brussels dialogue since it contributes to peace and stability in the region, good neighborly relations and regional cooperation, as well as to the advancement of our goals, respectively Euro-Atlantic integration of Kosovo for the benefit of citizens. The Brussels Dialogue has contributed in advancing the Kosovo’s path towards the European integration. Kosovo embarked in the official journey towards the EU integration by establishing contractual relation with EU through signing the Stabilization Association Agreement with EU which entered into force this April. The EU has also taken decision to recommend liberalization of visa for Kosovo citizens fulfilling their dream of enjoying freedom of movement as youngest Europeans. These are great achievements which confirm success of Kosovo in fulfilling required European standards while we assume more responsibility and better motivation to push forward European reforms at home. -

Republika e Kosovës Republika Kosova-Republic of Kosovo Qeveria-Vlada-Government BRUSSELS AGREEMENTS IMPLEMENTATION STATE OF PLAY March – September 2015 REPORT SUBMITTED TO THE EUROPEAN UNION /EUROPEAN EXTERNAL ACTION SERVICE BY THE GOVERNMENT OF THE REPUBLIC OF KOSOVA Prishtina, 6 October 2015 FOREWORD This periodical report presented by the Government of the Republic of Kosovo provides an assessment on the state of play in Brussels Dialogue for the last six months from March to September 2015. In general terms, the Government of Kosovo considers that the Brussels dialogue has made a very good progress in this reporting period because there were number of agreements reached in important topics and, the implementation process has been progressing in some of them. Obviously, the end to an electoral transition in both states Kosovo and Serbia, as well as the new EUHR provided a new momentum for a fresh and energetic resume of dialogue. There have been intensive meetings at political level between Prime ministers of both states and at technical level. The report highlights the progress and challenges of the Brussels dialogue in the reporting period and looks at pending issues while presenting ideas and recommendations for the way out. The agreements reached include topics such as: justice, civil protection closure, association, removal of barricade from Mitrovica Bridge and vehicle insurance. Also, there were two breakthrough deals on energy and telecom in order to start making progress again towards the implementation of the 2013 respective agreements. The only and most important topic that remains to be agreed in this second phase of dialogue is the removal of Serbia’s parallel structures in Kosovo.
