    KEYNOTE ADDRESS BY MINISTER MENTOR LEE KUAN YEW, CHAIRMAN, GIC, AT THE GIC 25th ANNIVERSARY DINNER, 11 JULY 2006, TUESDAY Prime Minister, Senior Minister, GIC colleagues, Ladies and gentlemen, The GIC was set up on 22 May 1981, 25 years ago. In the 1970s, Singapore’s financial reserves grew steadily from public sector surpluses. MAS was investing these funds mainly in short-term assets. I was then Prime Minister. My deputy, Dr Goh Keng Swee, convinced me that we should have a dedicated institution, separate from MAS, to specialize in managing our foreign reserves. This would allow MAS to concentrate on its central banking functions. GIC came into being with me as Chairman, Keng Swee as Deputy Chairman, Hon Sui Sen and other Ministers as Board members. We appointed Yong Pung How as GIC’s first Managing Director to lead the management team. The GIC started in a turbulent international financial market. There had been an eight-fold increase in oil prices since the 1973 oil crisis. Several Latin American countries teetered on the brink of debt default, that threatened the solvency of major international banks, many in the US. Paul Volcker had instituted a tight money policy to wring inflation out of the American economy. Amidst these grave risks to the global economy, my cardinal objective for GIC was not to maximize returns, but to protect the value of our savings and earn a fair return on capital. Over 25 years, GIC has grown in size, breadth and depth. Its fund size in 1981 was several billion Singapore dollars.

    1 November 2012 GIC ANNOUNCES CHANGES TO ITS BOARD 1. GIC today announced that Dr Richard Hu Tsu Tau will retire from the GIC Board with effect from 30 November 2012. 2. Dr Hu’s association with GIC started when he was appointed a director of the GIC Board in1981. He was then Chairman and Chief Executive of Shell Group of companies and his appointment to the GIC Board, the first from the private sector, paved the way for other such appointments. 3. He also succeeded the first GIC Managing Director, Mr Yong Pung How, in 1983. In December 1984, Dr Hu stepped down as Managing Director and in 1985, he was appointed Minister for Finance. He held this cabinet position till 2001. In addition to being on the GIC Board, Dr Hu was also the founding Chairman of GIC Real Estate, the real estate arm of GIC, from 1999 when it was corporatised as a separate entity. Over the 10 years till 2009, under Dr Hu’s stewardship, the real estate group developed from a department investing mainly in US office properties to one of the most globally diversified real estate investors in the world. 4. Attached is a copy of the letter of appreciation from Mr Lee Hsien Loong, Chairman of GIC, to Dr Hu on his retirement from the Board. 5. Mr Lim Siong Guan, Group President, GIC, said, “On behalf of GIC, I would like to thank Dr Richard Hu for his invaluable contributions to GIC over the last 31 years as a Board director. GIC has benefitted tremendously from his keen insights, his steady hand and his ready help which has enabled GIC to hone its investment skills, as well as to develop its perspectives and leadership.

    Working with Markets: Harnessing Market Forces and Private Sector for Development The term “working with markets” captures the fine balance of successful URBAN SYSTEMS STUDIES URBAN SYSTEMS public-private collaboration. The first aspect involves engagement and partnerships with private enterprises through sound regulation and well- structured public-private partnerships. The second involves harnessing market forces, such as competitive pricing and bidding, to set prices for and allocate scarce resources. This study examines four aspects of working with markets in the context of land and infrastructure development in Singapore. The physical development of Singapore has been underpinned by the Government Land Sales programme, through which the government sets clear urban planning guidance and sells land with assured planning permission to reduce risks for private development. The government also used price signals for scarce resources like water to guide efficient resource usage and promote financial sustainability.     Ravi Menon: Monetary Authority of Singapore at forty Welcome address by Mr Ravi Menon, Managing Director of the Monetary Authority of Singapore, at MAS 40th Anniversary Dinner, Singapore, 28 November 2011. * * * Prime Minister, Lee Hsien Loong Deputy Prime Minister and Chairman MAS, Tharman Shanmugaratnam Distinguished guests, ladies and gentlemen, Staff and management of MAS are delighted to welcome you to our 40th anniversary celebrations. 1. An anniversary is a good time to thank all those who made the journey a successful one. First, we thank the past leaders and staff of MAS 2. Economic and financial stability that Singapore has enjoyed over last 40 years is result of tireless efforts of generations of MAS officers. 3. The pioneers, led by our first Chairman, Mr Hon Sui Sen, and first Managing Director, Michael Wong Pak Shong, laid the foundations for an integrated central bank and financial regulator while navigating a turbulent global environment – the collapse of Bretton Woods, global recession, and double-digit inflation. 4. With Dr Goh Keng Swee as Chairman at the start of the 1980s and Mr Lim Kim San and Mr Yong Pung How as Managing Directors, MAS adopted the exchange rate as the principal tool of monetary policy, at a time when the conventional tools were monetary aggregates and interest rates. 5. Under Dr Richard Hu as Chairman, and Mr J Y Pillay and Mr Lee Ek Tieng as Managing Directors, MAS set about establishing the high standards of financial regulation and supervision that Singapore has become known for, while dealing with crises from Pan El to Barings.
