    The Probative Value of the McLaren Report Confirmed by the Court of Arbitration for Sport (CAS) by Robert Neron, SDRCC Arbitrator February 2018 The decisions rendered by the Court of Arbitration for Sport (CAS) in Lausanne over the past 18 months were largely influenced by revelations of Russia's state-run doping scheme and suspension of Russian athletes. An in-depth investigation into the involvement of Russian athletes in doping activities was launched in December 2014 after German radio-television broadcaster ARD revealed a government-sponsored doping program in Russia reminiscent of former practices in the Soviet Union and Eastern Bloc during the Cold War. Following ARD’s broadcast and witness testimony from a former director of the Russian laboratory regarding systematic doping and cover-up attempts involving athletes competing in the 2014 Olympic Winter Games in Sochi,1 the World Anti-Doping Agency (WADA) appointed Richard McLaren, Professor of Law at Western University and member of the SDRCC’s inaugural roster, to chair an independent commission. The first part of McLaren’s findings, submitted in July 2016, provided substantive evidence of the systematic, state-sponsored manipulation of the doping control process2 that occurred before the 2014 Olympic Winter Games and continuing afterward in the run-up to the 2016 Olympic Summer Games in Rio. These findings prompted the International Association of Athletics Federations (IAAF) to indefinitely suspend Russia from world athletics events. In addition, WADA announced that the Russian Anti-Doping Agency (RUSADA) should be considered in violation of WADA rules. WADA further recommended banning Russia entirely from the 2016 Olympic Games.

Design: The English-language based databases PubMed, EMBASE, and Cochrane Central Register of Controlled Trials were searched, and eligible articles were reviewed in accordance with the PRISMA guidelines. Fifty-four potentially relevant articles were retrieved of which 11 were included in this analysis comprising 254 subjects. Results: Administration of GH significantly increased lean body mass (p < 0.01) and decreased fat mass (p < 0.01). In addition, GH increased the exercising levels of glycerol (p = 0.01) and free fatty acids (p < 0.01), but did not alter the respiratory quotient during exercise (p = 0.30).

Hormone abuse in sports: the antidoping perspective Osquel Barroso, Irene Mazzoni, Olivier Rabin Science Department, World Anti-Doping Agency (WADA), Montreal, Quebec H4Z 1B7, Canada Abstract Since ancient times, unethical athletes have attempted to gain an unfair competitive advantage through the use of doping substances. A list of doping substances and methods banned in sports is published yearly by the World Anti- Doping Agency (WADA). A substance or method might be included in the List if it fulfills at least two of the following criteria: enhances sports performance; represents a risk to the athlete’s health; or violates the spirit of sports. This list, constantly updated to reflect new developments in the pharmaceutical industry as well as doping trends, enume- rates the drug types and methods prohibited in and out of competition. Among the substances included are steroidal and peptide hormones and their modulators, stimulants, glucocorticosteroids, β2-agonists, diuretics and masking agents, narcotics, and cannabinoids. Blood doping, tampering, infusions, and gene doping are examples of prohibited methods indicated on the List. From all these, hormones constitute by far the highest number of adverse analytical findings reported by antidoping laboratories. Although to date most are due to anabolic steroids, the advent of molecular biology techniques has made recombinant peptide hormones readily available. These substances are gradu- ally changing the landscape of doping trends. Peptide hormones like erythropoietin (EPO), human growth hormone (hGH), insulin, and insulin-like growth factor I (IGF-I) are presumed to be widely abused for performance enhancement.

In December 2014, Russia was accused of developing a state-organized doping system in the second decade of the twenty-first century. The scandal resulted in many Russian athletes being banned from competing in the Olympics in Rio in 2016 and the IOC’s suspension of the Russian National Olympic Committee prior to the 2018 Winter Olympics in PyeongChang. The research presented in this article aims to answer the research question of whether the doping scandal actually affected the international image of Russia. The research was conducted with the use of frame analysis of public discourse. The hypothesis to be tested states that the Russian doping scandal contributed to the intensification of a negative external image of this state.     EXECUTIVE COUNCIL MEETING Chennai, 28th September– 2nd October 2015 PRESIDENT’S REPORT Dear Friends, Also this year I have to start my report honouring the memory of great friends of us who sadly and in some cases suddenly passed away. Al of you are already aware of the passing of Ernesto d’Orsi and Jean-Claude Beineix and I have already reported at the meetings both of the Officers in New Orleans and of the Management Committee in Lucignano. It seems to me due today remember them that in the last meeting of the Executive Committee, hold in Sanya, were seated with us at this table. Looking at the picture of the Honour Committee members taken in Sanya, it is still very difficult to me to accept that they are no more with us. Consent to me to officially repeat in this report at the Executive Council that Jean-Claude and Ernesto were two pillars of the WBF organisation. Ernesto was one of the most eminent personalities in the history of bridge over the last forty years: an essential point of reference, who represented, with his advice and his suggestions, a sort of “permanent school” for everybody. Jean-Claude was an authoritative member of the Executive Council for ten years up to 2003, but since then has continued to serve the WBF with competence, passion and dedication at the Championships and also as Chairman for the delicate sector of the organisation of the Tournament Directors. Ernesto and Jean-Claude were great friends of us all and their memory will accompany us and all their bridge friends everywhere in the world for the rest of our lives.
