Henry Nevada Bureau of Mines and Geology, University of Nevada, Reno, Nevada, 89557, USA ABSTRACT Since ~30 Ma, western North America has been evolving from an Andean type mar- gin to a dextral transform boundary. Transform growth has been marked by retreat of magmatic arcs, gravitational collapse of orogenic highlands, and periodic inland steps of the San Andreas fault system. In the western Great Basin, a system of dextral faults, known as the Walker Lane (WL) in the north and eastern California shear zone (ECSZ) in the south, currently accommodates ~20% of the Pacific – North America dextral motion. In contrast to the continuous 1100-km-long San Andreas system, discontinuous dextral faults with relatively short lengths (<10-250 km) characterize the WL-ECSZ. Cumulative dextral displacement across the WL-ECSZ generally decreases northward from ≥60 km in southern and east-central California, to ~25 km in northwest Nevada, to negligible in northeast California. GPS geodetic strain rates average ~10 mm/yr across the WL-ECSZ in the western Great Basin but are much less in the eastern WL near Las Vegas (<2 mm/ yr) and along the northwest terminus in northeast California (~2.5 mm/yr). The spatial and temporal evolution of the WL-ECSZ is closely linked to major plate boundary events along the San Andreas fault system. For example, the early Miocene elimination of microplates along the southern California coast, southward steps in the Rivera triple junction at 19-16 Ma and 13 Ma, and an increase in relative plate motions ~12 Ma collectively induced the first major episode of deformation in the WL-ECSZ, which began ~13 Ma along the N60°W-trending Las Vegas Valley shear zone. -

Commerce St. Caesars has a significant presence in Las Vegas with a 63% EBITDA Las Vegas, NV 89141 exposure. Labor contracts for most Las Vegas casino resorts, including all but one of the Caesars properties, expire at the end of May. Last week, 25,000 union members voted to authorize a strike by a 99% margin. Main outstanding issues in CZR negotiations include technology, housekeeping workload study, union security in case of change of ownership, and wages and benefits. The difference between the two sides’ economic proposals is approximately $7.4 million in the first year and $8.9 million in the fifth year. A one-month strike could reduce CZR’s EBITDAR by nearly $120 million. Negotiations are scheduled for May 29 and May 30 Labor contracts for most Las Vegas casino resorts expire at the end of May. Collective bargaining agreements between UNITE HERE’s Culinary Local 226 and Bartenders Local 165 (“the Union”) and most of the casino resorts on the Las Vegas Strip and Downtown Las Vegas are set to expire at the end of this month. All Caesars properties except the Rio have contracts expiring at the end of the month. (See the end of this note for a list of properties at risk.) Caesars has a significant presence in Las Vegas with a 63% EBITDA exposure. Negotiations for a new 5-year deal covering all CZR properties’ approximately 12,000 workers started in March, but major differences remain between the unions and the company. -

These leases include private piers and buoys (Category 1); and upland fill area (Category 2). I have completed the analysis and provided recommendations based on the Scope of Work. I have analyzed market data throughout the State of California in order to prepare the following rent methodology study. This report was prepared for the client, the California State Lands Commission, and authorized representatives, and is intended only for their specified use. The intended use of this appraisal is to assist the Commission in establishing the methodology to determine appropriate rents for those privately-owned piers (berths), buoys, and fill areas on Lake Tahoe. The purpose of the appraisal is to provide recommendations on rent methodology and rates as of July 25, 2019. This rent methodology study was prepared in conformance with the Uniform Standards of Professional Appraisal Practice (U.S.P.A.P.), and the Code of Professional Ethics and Standards of Professional Conduct of the Appraisal Institute. -
