Summary The aim of this deliverable is to describe the different stages in preparation for Living Lab (LL) operation in Enschede, Gothenburg and Leeds. Both, general issues for all SUNSET LLs are described as well as specific issues regarding one of the three LLs. Based on this document, the LL operation in Enschede will start in August 2012 with a test period followed by a ramping up of users towards full LL operation in 2013. The LLs in Gothenburg and Leeds start February 2013 and will benefit from experiences in Enschede. SUNSET uses the LL not only as an evaluation methodology, but aims at introducing a continuously growing and developing initiative in the cities involved, which does not stop when the project ends. The end of the project is just the start of the living lab as a community of citizens, companies and municipalities realising their objectives. Of the three cities, only Enschede has the local authority as important stakeholder involved within the SUNSET consortium. Therefore, Enschede is addressed as the main LL. The LLs in Gothenburg and Leeds are typically a bit smaller in sample size and try to address specific issues, where Enschede has a broader approach. Moreover Enschede functions as the launching place for the Tripzoom app utilising a period of testing before the full LL operation starts. As the three LLs coexist, they have the opportunity to work closely together. Lessons learned in one LL, can be used in the others. But also, this approach gives the opportunity to test whether successful incentives in one LL are just as successful in another geographical area. Having three Living Lab coordinators within the consortium, knowledge transfer is embedded in the project organisation. For a successful LL, users are a critical prerequisite. The strategy to recruit these users consists of two tracks: a purposeful sample to ensure the availability of different subgroups in the LLs and social networking to enlarge the sample. In all three LLs, specific commute origins or destinations are a lead in recruitment. This way, there is a higher chance of a spatially and socially condense sample. Next to recruiting sufficient users, it is also important to have a smooth LL operation. The three LL coordinators will cooperate in this operation. There are three main issues to take care of: incentive management, experience sampling management and user management. The first two are given from a research perspective; incentives and evaluation are core features of the project. The user management (information, feedback, support, user oriented design) is crucial to keep the users active throughout the LL operation. The LL coordinators are in charge of first line support, but are backed up by the technical team to ensure a smooth operation and give the corresponding technical support. After the preparation phase, of which this document is the result, there will be the LL operation. The deliverables 7.2, 7.3 and 7.4 will discuss the operation in the three different cities. NGT will provide a high quality, highly segregated, rapid transit service with high capacity, greater punctuality and faster journey times than bus services. It will significantly improve the quality of public transport in Leeds and provide an attractive alternative to private car travel. NGT is being jointly promoted by the West Yorkshire Passenger Transport Executive (Metro) and Leeds City Council (LCC). It will open to passengers in early 2020. On award of Programme Entry to the NGT Project, DfT committed capital funding of £173.5 million towards the investment cost of the trolleybus solution as specified in the funding approval. The Promoters will contribute further to this. This document fulfils DfT’s requirements for a Business Case submission. It sets out NGT’s: I Strategic Case I Economic Case I Financial Case I Commercial Case I Management Case The Strategic Case sets out the scheme context and includes a description of the problems and issues which NGT will help to resolve.     The case for better transport investment: Agglomeration and growth in the Leeds City Region Adam Marshall and Chris Webber Summary • Trams, commuter rail services, better road junctions, more buses: every city has a long, and mostly unfulfilled, ‘wish list’ of major transport projects. But at a time when financial resources are limited,how can our cities and regions prioritise transport needs – and make intelligent investments that boost their economic competitiveness? • Using case studies in the Leeds City Region, this report shows the scale of the ‘hidden’ economic benefits – known as agglomeration benefits – that transport schemes can deliver in Britain’s major cities. Our new analysis shows that up to 25% of the potential benefits of major transport investments in Leeds currently go un-counted by the Department for Transport. Including these benefits in transport proposals and plans would make the case for investment in the Leeds City Region stronger than ever. • Adding up agglomeration benefits could also radically improve the economic case for transport investment in cities across the UK – especially when new schemes deliver faster and better access to job-rich city centres. The evidence presented in this report suggests that targeted improvements to urban transport networks could add tens of millions of pounds to a city’s economic ‘bottom line’ each year. • In the wake of the Eddington Transport Study, the Comprehensive Spending Review, and the Government’s renewed drive to improve regional economic performance, it is more critical than ever to count these ‘hidden’ benefits – and ensure that cities get the transport investment needed to fulfil their potential.

    TRANSPORT IN LEEDS: JOIN THE CONVERSATION ON THE FUTURE OF TRANSPORT IN OUR CITY #LeedsTransport - Scheme Summary Park and Ride Improvements: Park & Ride is an important element of the emerging Transport Strategy for Leeds. Park & Ride is good for the city economy and the environment as it reduces parking in the city centre and also helps to reduce congestion and improve the city’s air quality by reducing the number of cars entering the city centre. The Elland Road Park and Ride, delivered in partnership with WYCA, is already proving very popular, with a second phase implemented creating a total of 800 spaces and a temporary overflow of an additional 60 spaces and is currently averaging 4000 parked cars per week and considering a further expansion of an additional 250- 300 spaces. Temple Green - A further 1000 spaces has now opened at Temple Green in the Aire Valley Enterprise Zone, this is already seeing success with on average 2500 parked cars per week. Building on the success of these first two Park and rides with nearly 2000 spaces provided, a further 2000 more Park and ride spaces are to be created with a new site opening at Stourton Park and Ride in 2019 and the exploration of a North of City Park and Ride site. Bus network Improvements: A new Leeds High Frequency Bus Network – over 90% of core bus services (on main bus corridors) will run every 10 minutes between 7am and 8pm. 1000 upgraded existing bus stops with real time information (RTI) information displays at bus stops in communities throughout Leeds together with up to the minute travel information on mobile devices and new ways to pay for travel.
