F. LEE ABSTRACT: Most observers argued that press freedom in Hong Kong has been declining continually over the past 15 years. This article examines the problem of press freedom from the perspective of the political economy of the media. According to conventional understanding, the Chinese government has exerted indirect influence over the Hong Kong media through co-opting media owners, most of whom were entrepreneurs with ample business interests in the mainland. At the same time, there were internal tensions within the political economic system. The latter opened up a space of resistance for media practitioners and thus helped the media system as a whole to maintain a degree of relative autonomy from the power centre. However, into the 2010s, the media landscape has undergone several significant changes, especially the worsening media business environment and the growth of digital media technologies. -

Commercial broadcaster, as a proprietary organization, is believed to emphasize on maximizing the profit while the public broadcaster, without commercial considerations, is usually expected to achieve some objectives or goals instead of making profits. Therefore, the contribution by public broadcaster to the society is usually expected to be different from those by commercial broadcaster. However, the public broadcasters are in crisis around the world because of their unclear role in actual practice. Many politicians claim that they cannot find any difference between the public broadcasters and the commercial broadcasters and thus they asserted to cut the budget of public broadcasters or even privatize all public broadcasters. Having this unstable situation of the public broadcasting, the role or performance of the public broadcasters in actual practice has drawn much attention from both policy-makers and scholars. Empirical studies are divergent on whether there is difference between public and commercial broadcaster in actual practice. -

E-Leader Budapest 2010 eLeadership for the 21 st century: coping with new challenges Frank Owarish, PhD Executive Director, International Institute for Strategic Research Training and Keller Graduate School of Management, New York, New York, USA Introduction Leadership has always been a crucial factor in the advancement of society as a whole and of specific segments thereof such as government organizations or business companies. No entities can progress without leadership. Studies have been undertaken over time to capture the essence of leadership and much has been written about the subject which is even taught in several universities. Leadership can be exercised by a single person or by a group (collective leadership such as that of a university senate) depending on the context. There are also different expectations from leaders depending on the particular socio-political context. As society has evolved and become more complex, leadership has become more demanding. Leadership which may have been successful in a prior era may not be suited to a new era. Leadership may also have to be adapted to specific circumstances. While there is much to the credit of the so-called democratic leadership, there may be situations which require a strong hand such as autocratic leadership. Also, leadership which may be suitable for a traditional society may not be suitable for a modern technological society. The so called advanced, developed, societies are facing leadership challenges. The context has changed drastically over th years, yet leaders with style which may have worked in the previous era often do not realize that a new leadership approach may be needed. -

Independent Cinema in the Chinese Film Industry
Independent cinema in the Chinese film industry Tingting Song A thesis submitted in partial fulfilment of the requirements of the degree of Doctor of Philosophy Faculty of Creative Industries Queensland University of Technology 2010 Abstract Chinese independent cinema has developed for more than twenty years. Two sorts of independent cinema exist in China. One is underground cinema, which is produced without official approvals and cannot be circulated in China, and the other are the films which are legally produced by small private film companies and circulated in the domestic film market. This sort of ‘within-system’ independent cinema has played a significant role in the development of Chinese cinema in terms of culture, economics and ideology. In contrast to the amount of comment on underground filmmaking in China, the significance of ‘within-system’ independent cinema has been underestimated by most scholars. This thesis is a study of how political management has determined the development of Chinese independent cinema and how Chinese independent cinema has developed during its various historical trajectories. This study takes media economics as the research approach, and its major methods utilise archive analysis and interviews. The thesis begins with a general review of the definition and business of American independent cinema. Then, after a literature review of Chinese independent cinema, it identifies significant gaps in previous studies and reviews issues of traditional definition and suggests a new definition. i After several case studies on the changes in the most famous Chinese directors’ careers, the thesis shows that state studios and private film companies are two essential domestic backers for filmmaking in China. -
