The author soon found, however, that the edition was insuffi- cient to meet the demand, and he was obliged, with regret, to inform many who desired to possess the book that the issue was exhausted. Private Collection.](1787–1827) Silver; h. 29 1/2 When is it from? © USS Constitution Museum 2010 1813 Physical Characteristics: The urn (known as a vase when it was made)1 is 29.5 inches high, 22 inches wide, and 12 inches deep. It is made entirely of sterling silver. The workmanship exhibits a variety of techniques, including cast, applied, incised, chased, repoussé (hammered from behind), embossed, and engraved decorations.2 Its overall form is that of a Greek ceremonial urn, and it is decorated with various classical motifs, an engraved scene of the battle between the USS Constitution and the HMS Guerriere, and an inscription reading: The Citizens of Philadelphia, at a meeting convened on the 5th of Septr. 1812, voted/ this Urn, to be presented in their name to CAPTAIN ISAAC HULL, Commander of the/ United States Frigate Constitution, as a testimonial of their sense of his distinguished/ gallantry and conduct, in bringing to action, and subduing the British Frigate Guerriere,/ on the 19th day of August 1812, and of the eminent service he has rendered to his/ Country, by achieving, in the first naval conflict of the war, a most signal and decisive/ victory, over a foe that had till then challenged an unrivalled superiority on the/ ocean, and thus establishing the claim of our Navy to the affection and confidence/ of the Nation/ Engraved by W. -

Clothed in the image of God, and animated with the spirit of their departed heroes, they were the public property of the nation." lThus spoke William McCandless on May 12, 1848, as he gave the funeral oration upon the removal to Allegheny Cemetery of the body of Commodore Joshua Barney, renowned naval hero of the American Revolution. Few residents of Pittsburgh are aware that their city is the last resting place of Joshua Barney, a colorful naval officer of the Revolu- tionary War. Barney, whose portrait hangs in Independence Hall in Philadelphia, had several links with the state of Pennsylvania and, although they are far from the sea, it is fitting that his bones rest inPittsburgh. This article willhighlight Barney's career as itpertains to this state and area, and detail the circumstances surrounding his death and burial in Pittsburgh. Barney's naval career was varied and interesting. Born in Maryland in 1759, he followed his boyhood obsession with the sea and was commissioned a navy lieutenant in 1776. He was twice captured by the British and served a year in an English prison but escaped back to America. He served with distinction in the navy until 1784 when he left voluntarily after a dispute over his rank. For the next ten years he engaged in commercial ventures, until in 1794 he bought an estate inKentucky. Barney then entered the merchant service and sailed as a privateer until 1796 when he was appointed a commander in the French navy. -

THE BATTLE OF HAMPDEN AND ITS AFTERMATH BY ROBERT FRASER The successful British attack on the Penobscot Valley in fall 1814 was to annex eastern Maine to Canada, a move taken to protect the important line of communications between Halifax and Quebec. New England merchants had opposed the War of 1812, as it destroyed their interna- tional trade, and most New Englanders tried to remain neutral during the fray. At Hampden, enemy threats brought them out to defend their homes. Although Great Britain returned the area to the United States at war’s end, the occupation of the Penobscot Valley had lasting implica- tions for the District of Maine. Between 1954 and 1984 Robert Fraser was assistant curator at the Cohasset Historical Society and a consultant to other historical societies. He writes historical articles for local newspa- pers and national magazines, and has published two books on light- houses and another on local history. -

As HMS Victorious lay at anchor in Lynnhaven Bay, off Norfolk, in the early morning hours of 10 March 1813, a boat approached from the Chesapeake shore.1 Its occupants, nine American Black men drew the attention of the sailors in the guard boat circling the 74 gun ship. The men were runaway slaves. After a cautious inspection, the guard boat’s crew towed them to the Victorious where the nine Black men climbed up the ship’s side and entered freedom. -

There were several British interests in the area, and an assorted number of Britons established in Spanish America since the beginning of the struggle for Independence. Amongst them, merchants was perhaps the most important and influential group, pressing on their government for protection to their trade. As soon as independence reached the western coast of America, a new space was created for British presence. First Valparaiso and afterwards Callao, British merchants were soon firmly established in that part of South America. As had happened in the Atlantic coast, their claims for protection were attended by the British government through the Pacific Squadron, under the flag of the Commander-in-Chief of the South American Station, until 1837, when it was raised to a separate Station. -

The USS Essex during the War of 1812 The USS Essex was an American naval frigate launched in 1799 and served in the Quasi- War with France and the Barbary Wars. But it was in the War of 1812 where the Essex under the command of Captain David Porter achieved legendary status as a raider wreaking havoc on British whaling ships. The wooden hull ship was built in Salem, Massachusetts, by Enos Briggs, following a design by William Hackett, at a cost of $139, 362. The ship was 138ft 7 in length by 37 ft, 3½ in width with a displacement of 850 tons. The fully-rigged ship was capable of speeds of 12 knots and carried forty 32 pound carronades with a crew, which varied up to over 150 men and boys. Launched on 30 September 1799, the Essex was presented to the fledgling Unites States Navy and placed under the command of Captain Edward Preble. Joining the Congress at sea to provide a convoy for merchant ships, the Essex became the first American war ship to cross the equator and sailed around the Cape of Good Hope in both March and August 1800. After the initial voyage, Captain William Bainbridge assumed command in 1801, sailing to the Mediterranean to provide protection for American shipping against the Barbary pirates. For the next five years the Essex patrolled the Mediterranean until 1806 when hostilities between the Barbary States ceased. The American Navy was small when the war broke out—seven frigates, nine other crafts suited for sea duty (brigs, sloops, and corvettes), and some 200 gunboats. -

Congressional Gold Medals: Background, Legislative Process, and Issues for Congress Updated April 8, 2021 Congressional Research Service https://crsreports.congress.gov R45101 Congressional Gold Medals: Background, Legislative Process, and Issues for Congress Summary Senators and Representatives are frequently asked to support or sponsor proposals recognizing historic events and outstanding achievements by individuals or institutions. Among the various forms of recognition that Congress bestows, the Congressional Gold Medal is often considered the most distinguished. Through this venerable tradition—the occasional commissioning of individually struck gold medals in its name—Congress has expressed public gratitude on behalf of the nation for distinguished contributions for more than two centuries. Since 1776, this award, which initially was bestowed on military leaders, has also been given to such diverse individuals as Sir Winston Churchill and Bob Hope, George Washington and Robert Frost, Joe Louis and Mother Teresa of Calcutta. Congressional gold medal legislation generally has a specific format. Once a gold medal is authorized, it follows a specified process for design, minting, and presentation. This process includes consultation and recommendations by the Citizens Coinage Advisory Commission (CCAC) and the U.S. Commission of Fine Arts (CFA), pursuant to any statutory instructions, before the Secretary of the Treasury makes the final decision on a gold medal’s design. Once the medal has been struck, a ceremony will often be scheduled to formally award the medal to the recipient. In recent years, the number of gold medals awarded has increased, and some have expressed interest in examining the gold medal authorization and awarding process. Should Congress want to make such changes, several individual and institutional options might be available.
