Cherokee Nation and Chickasaw Nation Criminal Jurisdiction Compacting Act of 2021 Language Explainer This fact sheet summarizes, section-by-section, proposed Federal legislation relating to the Cherokee and Chickasaw Nations. If enacted, this bill would strengthen Tribal self- determination and empower Tribal-State partnerships by authorizing those Nations to compact with Oklahoma respecting criminal jurisdiction. The bill is proposed after consultation with those Nations and upon their request. Further, Oklahoma government officials have previously called for or otherwise offered public support for the approach integrated to this bill. Section 1 (Title) – Consistent with the bill’s scope and purpose, it is titled “Cherokee Nation and Chickasaw Nation Criminal Jurisdiction Compacting Act of 2021.” Section 2 (Definitions) – This section offers operative definitions for key terms in the bill, two of which are particularly important to the scope of its central authorization to compact. “Indian country” is defined by reference to statute, but “Indian land” is defined to include only lands universally understood to be “Indian country” prior to the U.S. Supreme Court’s decision in McGirt—lands such as Tribal trust land, restricted allotments, and so-called dependent Indian communities. As such, “Indian land” is a subset of “Indian country,” and as provided in later sections, no authority would be granted to affect by compact any jurisdiction on “Indian lands.” Section 3 (Findings) – The findings clarify the bill’s intent and purpose. Consistent with Federal law, they acknowledge each Nation’s reservation as “Indian country” for purposes of criminal jurisdiction. The findings note ongoing intergovernmental work to enhance Tribal-State coordination in reservation law enforcement and particularly commend the use of compacting for purposes of supporting Tribal self-determination and intergovernmental cooperation. -

Bronwyn Harris is a former Project Manager at the Centre for the Study of Violence and Reconciliation. Introduction In 1994, South Africa became a new nation. Born out of democratic elections and inaugurated as the 'Rainbow Nation' by Nelson Mandela, this 'new South Africa' represents a fundamental shift in the social, political and geographical landscapes of the past. Unity has replaced segregation, equality has replaced legislated racism and democracy has replaced apartheid, at least in terms of the law. Despite the transition from authoritarian rule to democracy, prejudice and violence continue to mark contemporary South Africa. Indeed, the shift in political power has brought about a range of new discriminatory practices and victims. One such victim is 'The Foreigner'. Emergent alongside a new-nation discourse, The Foreigner stands at a site where identity, racism and violent practice are reproduced. This paper interrogates the high levels of violence that are currently directed at foreigners, particularly African foreigners, in South Africa. It explores the term 'xenophobia' and various hypotheses about its causes. It also explores the ways in which xenophobia itself is depicted in the country. Portrayed as negative, abnormal and the antithesis of a healthy, normally functioning individual or society, xenophobia is read here as a new pathology for a 'new South Africa'. This chapter attempts to deconstruct such a representation by suggesting that xenophobia is implicit to the technologies of nation-building and is part of South Africa's culture of violence. -

COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY PLAN FY 2017 - 2019 I. INTRODUCTION A. Legal Authority and Structure of the Association SODA is the Southern Oklahoma Development Association and serves a ten county area in Southern Oklahoma. This council or government is a sub-state planning district; a voluntary association of local governments representing 62 incorporated cities, ten counties and ten soil conservation districts. SODA was created in 1966 in order to perform regional planning functions. To provide technical assistance, planning and coordination of economic development activities and perform other tasks as required in support of member entities. The legal authority of SODA is the Oklahoma Inter-Local Cooperation Act (74 0.S. Supp. 1981. Section 101 et. seq.). In February of 1967 SODA was formally designated by the U.S. Economic Development Administration, as an economic development district, thereby becoming the first Economic Development District in the nation funded by E.D.A. SODA receives funds through the Oklahoma Department of Agriculture to coordinate a district-wide Rural Fire Defense program. Other programs and services provided to members are community planning, 911 Coordination, analytical research and mapping with the Geographic Information System, SODA is also designated as the Area Agency on Aging, which provides senior citizens in the ten county region with services such as nutrition, transportation, legal counsel, outreach, etc. 1. Non- profit status: SODA is a certified U.S. Internal Revenue Service non-profit organization under Section 50 1 © of the I.R.S Regulation. 2. Governing board: The governing board of SODA is made up of directors appointed or elected from the membership which includes Boards of County Commissioners of the ten counties, Directors of the member Soil and Water Conservation Districts, for the cities and town in each county, and four members at large representing minority populations. -

THE CHRONICLES OF OKLAHOMA “The Golden Days”: Taylor and Mary Ealy, Citizenship, and the Freedmen of Chickasaw Indian Territory, 1874–77 By Ellen Cain* On a Monday morning in fall 1874, twenty-six-year- old Taylor Ealy felt despondent. He had recently completed an ambi- tious educational program that included college, seminary, and medi- cal school, yet he was confused about the direction of his future. He longed for the bold, adventurous life of a Presbyterian missionary, not the tame existence he now led as a Pennsylvania preacher. Ealy went to his room on that Monday morning, dropped to his knees, and prayed, “Lord, what wilt Thou have me to do—send me anywhere. Show me my work.” The answer came swiftly, the very same day, Ealy received a letter asking him to appear before the Northern Presbyterian Freed- men’s Bureau in Pittsburgh. When he arrived, the secretary of the bureau offered him a choice: to teach at a nearby theological seminary or at a government school for freedmen at Fort Arbuckle, Chickasaw Indian Territory (present-day south-central Oklahoma). Ealy knew immediately that he wanted the more challenging position in the West. 54 “THE GOLDEN DAYS” “I said I will take the harder field. I looked upon this as a direct answer to my prayer.”1 So it was that Taylor Ealy and his new bride, Mary Ramsey, set out for Indian Territory in October 1874. The Ealys carried with them a sincere and enthusiastic desire to aid the recently freed black slaves of the Chickasaw Nation. They labored in Indian Territory—a land of former Confederates—during the last years of Reconstruction. -

HISTORY OF WINSTAR WORLD CASINO AND RESORT 2015 Construction started in May 2015 on an additional nine holes at the WinStar Golf course. Currently, WInStar Golf offers a 27-hole course and an indoor golf academy. WinStar officials tasked golf course architect WeiBring Wolfard Golf Design to design and Build the additional holes. Chickasaw Nation officials Broke ground on the WinStar Convention Center in April 2015. This will be a 65,000 square-foot convention center located on the southeast corner of the casino. The facility is expected to Be completed in 2016. 2014 The Inn at WinStar was closed to the puBlic in SeptemBer 2014 for a complete interior renovation. Updates include new paint, carpet, furniture, Bedding, in-room safes and 47-inch televisions. In addition, the loBBy was redesigned to include new furniture as well as the addition of two conference rooms and a Business center. It reopened to the puBlic in April 2015. WinStar World Casino and Resort expanded once again in May 2014. It opened a second 500- room hotel tower, Bringing the total room capacity to nearly 1,400. Pool tower south is 15- stories and 297,000-square-feet. The resort-style hotel pool also received upgrades including six private cabanas, two whirlpools and a pool Bar. The casino expanded with a 500-square foot Keno Lounge. Players can sit in 17 “cluB-style” Keno chairs while they watch the game transpire on four monitors. The lounge includes two writer stations with dedicated staff to assist patrons. Dairy Queen and Orange Julius opened a “Sweets and Treats” restaurant in May 2014 in the New York Gaming Plaza. -
