Decision on the Promulgation of the Act Ratifying the Framework Convention for the Protection of National Minorities ....................................................................................................... 193 2 ACFC/SR/V(2019)008 INTRODUCTION Pursuant to Article 25 of the Framework Convention for the Protection of National Minorities, the Republic of Croatia hereby submits its Fifth Periodic Report for the period from 2014 to 2018. The Government of the Republic of Croatia has carefully considered the Fourth Opinion of the Advisory Committee on the Framework Convention for the Protection of National Minorities as well as Resolution CM/ResCMN(2017)55 of the Committee of Ministers on the implementation of the Framework Convention for the Protection of National Minorities, adopted on 11 May 2017 at the 1286th meeting of the Council of Europe. In order to comply with the recommendations from the last evaluation report, and having considered all remarks and proposals, the Government is resolute in its intent to meet its commitments and has continued pursuing its policy of advancing and safeguarding national minority rights. The Government of the Republic of Croatia approved the Fourth Report on Implementation of the Framework Convention for the Protection of National Minorities in October 2014. The Report was drafted under the coordination of the Office for Human Rights and the Rights of National Minorities (hereinafter: OHRRNM). At its meeting held in Strasbourg on 11 May 2017, the Committee of Ministers’ Deputies of the Council of Europe adopted the Resolution on the Implementation of the Framework Convention for the Protection of National Minorities by Croatia. The adoption of the Resolution marked the completion of the fourth cycle of monitoring the implementation of the Framework Convention by Croatia. In order to further enhance the implementation of the Framework Convention, the Committee of Ministers put forward a series of recommendations for government authorities in the Republic of Croatia with regard to issues requiring immediate action. As part of the recommendations for immediate action, the authorities are invited to prioritise attention to minority rights as an integral part of human rights in the government agenda, to condemn systematically and promptly all instances of nationalist and anti-minority rhetoric in the public and political discourse and the media, and ensure that all cases of hate crime and hate speech are effectively investigated and sanctioned. In the preceding period, national minority rights have improved in most of the facets. The Republic of Croatia continuously upgrades its system for protecting national minority rights as part of its legislative and legal framework, attempting to accord maximum consideration to the views of national minorities. 3 ACFC/SR/V(2019)008 The progress made in implementation of the Framework Convention has also been facilitated by regular annual seminars organised by the OHRRNM involving participation by representatives from the Council of Europe Advisory Committee on the Framework Convention for the Protection of National Minorities. In order to express their views on this document, input to discussions held at these meetings was provided by representatives of national minority associations and councils, national minority members in the Croatian Parliament and representatives of the Council for National Minorities. By implementing the Constitutional Act on the Rights of National Minorities, the Republic of Croatia is also fulfilling its commitments under international treaties to which it is a party, in particular, the Framework Convention for the Protection of National Minorities. With a view to further advancing national minority rights, the Government of the Republic of Croatia has adopted Operational Programmes for National Minorities. During the Croatian chairmanship of the Committee of Ministers of the Council of Europe (May – October 2018), one of the priorities was precisely the effective protection of the rights of national minorities and vulnerable groups, with special attention being given to the status of national minorities, minority and regional languages as well as the integration of persons belonging to the Roma national minority. Croatian chairmanship of the Committee of Ministers of the Council of Europe As part of the programme of the Croatian chairmanship of the Committee of Ministers of the Council of Europe, the Council of Europe and the OHRRNM organised a high-level conference held in Strasbourg on 18-19 June 2018 to mark the 20th anniversary of the entry into force of the Framework Convention for the Protection of Human Rights and the European Charter for Regional or Minority Languages. The conference was opened by Marija Pejčinović Burić, Croatia’s Deputy Prime Minister and Minister of Foreign and European Affairs, and Thornbjorn Jagland, Secretary General of the Council of Europe, and its participants included high-ranking officials such as ministers, state secretaries and deputy ministers from no less than ten member states. In her opening address, Pejčinović Burić stressed that this was the first time Croatia had chaired the Committee of Ministers of the Council of Europe and that the issue of promoting and protecting the rights of national minorities was one of the priorities of Croatia’s chairmanship platform.     1 Orchid observations in Croatia in 201 6 Frank Verhart, Maastricht , the Nether lands [email protected] I ntroduction and general remarks As in 2014/2015 I visited Croatia for observation of wild orchids. In 2016 I went to Croatia twice. From 14 april until 1 May I was on the Southern Dalmatian peninsula Pelješac and from 11 until 30 June I explored the area between the Plitvice National Park and the city of Karlovac in the counties Lika - Senj and Karlovac. As always I did observations o f wild orchids on locations often not registered in the Flora Croatica Database (FCD) , a project of the Department of Botany of the University of Zagreb . At Pelješac interesting observations I did include those of Cephalanthera damasonium and Orchis ustula ta , as both have not been reported before from the peninsula. I found Epipactis microphylla , Ophrys bombyliflora and Serapias ionica , all of which have been recorded very rarely from Pelješac in the past. The visit to the inland of Croatia in June also yie lded observations of Epipactis microphylla , however by far the most frequently seen orchid species was Orchis ustulata of which a great many locations were recorded, many of those new. In the next chapters I present the results of these visits. Distrib ution maps The distribution maps in this article were taken from the Flora Croatica Database (FCD, Nikolić 2016 ) . The units of distribution are based on MTB, a current standard for mapping flora in Croatia. MTB is an abbreviation of the German “ “Meßtischblätter” , which means topographic map and corresponds with 10 degrees longitude and 6 degrees latitude grid.

  • Izvješće O Stanju Zaštite Od Požara Na Području Općine Mala
    Na temelju članka 13. stavka 8. Zakona o zaštiti od požara („Narodne novine“ broj 92/10) i članka 43. Statuta Općine Mala Subotica („Službeni glasnik Međimurske županije“ broj 12/15, 2/18) općinski načelnik Općine Mala Subotica dana 21.03.2019. godine donio je I Z V J E Š Ć E O STANJU ZAŠTITE OD POŽARA NA PODRUČJU OPĆINE MALA SUBOTICA U 2018. GODINI Protupožarna zaštita temeljem članka 134. Ustava Republike Hrvatske („Narodne novine“ broj 41/01) predana je u nadležnost jedinica lokalne samouprave. Jedinice lokalne i područne samouprave organiziraju zaštitu od požara na svom području kao javnu službu te skrbe o stanju zaštite od požara sukladno odredbama članka 19. Zakona o zaštiti od požara („Narodne novine“ broj 92/10), općim aktima i drugim odlukama, kao i priznatim pravilima tehničke prakse. Odgovorne osobe za provođenje zaštite od požara na svom području jesu gradonačelnici, odnosno načelnici. Obveza je jedinice lokalne samouprave da jednom godišnje razmatraju izvješće o stanju zaštite od požara i usklade svoje Procjene i Planove zaštite od požara. Općinsko vijeće Općine Mala Subotica na 31. sjednici održanoj 22.03.2017. godine donijelo Procjenu ugroženosti od požara i Plan zaštite od požara Općine Mala Subotica („Službeni glasnik Međimurske županije“ broj 3/17). Izradom Procjene ugroženosti od požara te izradom Plana zaštite od požara Općine Mala Subotica proizlazi JVP Čakovec kao središnja postrojba koja izvršava intervencije (zaprima pozive, izlazi na intervencije, prenosi daljnje obavijesti).     FORMER YUGOSLAVIA: EMERGENCY 18 Novem ber ASSISTANCE appeal no. 01.29/97 situation report no. 4 period covered: June - 30 September 1997 Donations totaling USD 6 million from the US Government for International Federation operations in former Yugoslavia — combined with sizeable grants from the Swedish and Norwegian Governments and Red Cross Societies — ensured that operations which were threatened with closure in Croatia and the Federal Republic (FR) Yugoslavia can be sustained for the remainder of 1997. At the end of October the Federation launched a new international advocacy campaign forFR Yugoslavia which it hopes will generate interest and a response to the ongoing needs of refugees and other vulnerable groups there. Meanwhile, in October the General Assembly of the Red Cross of the Federation of Bosnia and Herzegovina was formally constituted and elected new office holders. The following month, the General Assembly of the Red Cross of Republika Srpska was held. The context Over 808,000 beneficiaries across former Yugoslavia are receiving assistance from the region’ s National Societies working alongside the International Federation, with its network of delegations in Belgrade, Sarajevo, Zagreb, and sub-delegations in Podgorica, Pristina and Osijek/Vukovar. Latest events Bosnia-Herzegovina Following rising tensions over the summer in Republika Srpska (RS) and the stand-off between the entity president Biljana Plavsic and the Pale leadership, political and civil unrest continued emergency appeal no. 01.29/97 situation report no. 4 in September. International community support for Plavsic and SFOR’s ‘Operation Tango’ provoked retaliatory attacks on various international organisations, and SFOR troops closed down the RS’s television station following “its tasteless compilation of outright lies”.
