Welcome to the 2015 season

How do we follow 2014?

West District clubs won both the county under 16 Matchplay and the under 13 Peter Coe cups. Congratulations to both and CC on their respective successes. Both sides beat in their respective finals, Saffron Walden winning by 43 runs and Harlow by 64 runs. Our district teams also performed well finishing second in the overall standings. With the sides playing against districts with far larger populations and concentrations of clubs this is a very creditable result. We can only hope that 2015 brings equal or better success for our clubs and squads.

Board Members

As you will be aware Nigel Robins and Scott Alderson both stood down from their roles with the District. Nigel has retired after 9 years with us as treasurer and lately both district squad coordinator and helping Paul Elby with the district age group competition fixtures and results. He has been a great help to me in my first years as your Chairman. Scott has been our schools liaison officer. I am sure you will join me in wishing them both well for the future.

I am pleased to say that some of these roles have been filled. Steve Atherton has agreed to take over as treasurer, Jack Elston as Schools liaison officer, and Trevor Eaton has agreed to take up a role yet to be decided. I welcome them all to the board and look forward to working with them over the year ahead.

I wish you all a successful 2015 and remember that not everyone can win all the time but everyone can enjoy themselves if the matches are played in line with the Spirit of Cricket.

3 Message from Essex County Cricket Board

So 2015 the year of the World Cup, the Ashes for 3 different set ups, but what really lies ahead for Cricket. A new Chairman, a New CEO and apparently a new overriding strategy for the game. These new opportunities and the hopefulness of bringing the game closer together at all levels. The key to any change in the game is the true understanding that the club game must stay at the heart and core of what the game is and can provide, but this does mean that to sustain this, Clubs, leagues and the game as a whole must be ready to reflect and change to meet the demands of the society we provide opportunities for. During the season you will become aware of the “Get the Game on” campaign and the drive within this to try and make the upmost of all possibilities and flexibility to get a game on from playing on NTP’s (Non Turf Pitches) to reducing the number of overs, players and the start time. To support this you will now also see that on the Essex Cricket website you will find, a find a Player, Fixture, Team, Ground service for you to access and use. As a board we continue to look to change and adapt, recently we have seen Pip George take over as the Chairman of the Essex County Cricket Board, from long-serving David Acfield who has agreed to stay on the board as a director. This is seen as a strong opportunity to reflect and start to look at what Cricket will look like in 5, 10 and 15 years’ time and how we adapt to support the clubs, leagues and organisations in developing the game. So what will 2015 bring? One thing is for sure a great opportunity to showcase the game at all levels and more excitingly a great opportunity to reflect, adapt and grow the game in new areas that will help the game to stay strong and continue to be seen as a major sport in this country. I would like to take this opportunity to thank you once again for all your hard work, and wish you all the best for 2015, and as always the offer of coming to visit you as a club and a district is always open and I look forward to hearing about how you are going about reflecting and adapting to the challenges of a modern day society sports provision throughout the year.

4 West Essex District Cricket Board

The West Essex District Cricket Board is one of 5 District Boards that make up the Essex County Cricket Board. The other boards are Metropolitan, Central, South and North. Their purpose is to run leagues, arrange district trials and organise district teams at Under 11, 13 and 15 to compete with other districts. Districts can and do more than this, but they are entirely dependent on volunteers. In the West we also do this for Under 10 and Under 9.

Clubs, Districts and Counties form an important part of the pyramid of excellence. By working together we can make cricket available to more youngsters and improve the advice and support we can give them

5 Clubs: The Affiliation Strategy

Gold Affiliation Cost - £125.00 per annum

Within the Gold Affiliation, clubs will automatically be entitled to help, assistance and guidance from the ECCB on the following initiatives:

All aspects of Youth Cricket, Grant Aid, Women’s and Girls Cricket, Development Planning, Facility Development, Coaching and Coach Education.

The criteria for affiliation will reflect the relative playing size and strength of the club. To date it is the experience of the ECCB that the majority of involvement in the above areas is with the larger clubs, and will probably continue to be so in the future. It therefore seems equitable that they should pay a higher fee. These clubs will be playing league cricket at various levels, involving the majority of their teams. The above does not preclude any other club, who does not fall within the criteria, from applying for Gold Affiliation

Silver Affiliation Cost - £80.00 per annum

Silver affiliation is designed for clubs who run a minimum of two teams, probably at least one playing league cricket. The ECCB is keen to offer as much assistance as possible to these clubs, but has to be aware of the need to have the time to provide an effective and efficient service. It is for this reason that Silver affiliation will entitle clubs to help, assistance and guidance in any two of the Gold Affiliation initiatives.

The majority of Silver affiliated clubs will be ‘medium’ sized clubs, playing a mixture of league and friendly matches, and the fee is designed to accommodate this fact.

Bronze Affiliation Cost - £50.00 per annum

Bronze affiliation is designed for small clubs, who play cricket on a friendly basis. The affiliation fee is calculated to reflect a small number of playing members.

The ECCB is aware, however, that a number of smaller clubs are keen to develop various aspects and it is therefore acceptable for such small clubs to opt for Silver, or even Gold affiliation should they wish to take on any of the initiatives outlined in the Gold affiliation criteria. As a minimum, the Bronze affiliated clubs will all receive copies of the ECCB Correspondence, which contains interesting and relevant information, and will keep them in touch with developments in the County.

Schools Cost £10

The role of schools in the development of grass roots cricket cannot be underestimated. More and more clubs are developing links with their local schools, and the ECCB are involved in giving considerable help and advice to them on a variety of issues. It is therefore important that schools have the opportunity to affiliate to the ECCB, and it seems that the Bronze fee is most appropriate. This will be offered at a reduced rate of £10 to any school wishing to be affiliated. This will cover the Affiliation to the Board for a club not requiring any other help. This will be the affiliation available to schools.

N.B. The cost for first time Affiliations for the Bronze affiliation will be £30.00

6 West Essex District Cricket Board - Constitution 1. Title The title of the organisation shall be the West Essex District Cricket Board (hereinafter called the Board). 2. Objects The objects for which the Board is established are: a) To act as the governing body of the recreational game of cricket in the defined area of the Board. b) To embrace and adopt the ECCB Development and Strategic Plans. To embrace and adopt the “Whole Sport Plan for Cricket” and subsequent variations in co-operation with the ECB and the ECCB. c) To encourage the playing of cricket in accordance with the Laws of Cricket and in the best traditions of Sportsmanship and the “Spirit of Cricket” d) To represent and further the interests of the members and to be a channel of communication between members and appropriate bodies. e) To administer coaching and training schemes throughout the Area. f) To liaise and co-operate with approved leagues established in the Area. g) To recommend applications for Grants, from whatsoever source in respect of: I) The administration of the Board II) The financing of representative teams III) The provision of coaching IV) Any other projects for the promotion of recreational cricket h) To subscribe or contribute (whether directly or indirectly) to the funds of the ECB or the ECCB and any other charitable body whose objects shall be in the opinion of the Board similar or sympathetic to the objects of the Board. i) To ensure a duty of care to all members of the Board by adopting and implementing the ECB ‘Safe Hands – Welfare of Young People in Cricket’ Policy and any future versions of this policy. 3. Membership Membership of the Board shall be open to the following: a) To any cricket club established within the Area. b) To any educational establishment within the Area. c) To any organisation that fields a cricket team and satisfies requirements of the Board. d) To any other organisation that satisfies the requirements of the Board e) At the absolute discretion of the ECCB a club outside the defined Area f) To require affiliated members and organisations to include the following statements in their constitutions “Membership shall be open to all irrespective of age, gender, disability, race, ethnic origin, creed, colour, social status and sexual orientation. 4. Subscriptions & Affiliation Fees The Board shall have power to fix or vary rates of subscription and the basis on which subscriptions shall be payable as within and between different categories of members as defined in clause 3. Affiliation fees as prescribed by the ECCB shall be paid in respect of the calendar year commencing 1st. January and shall be payable no later than 1st. April each year. The Board at its discretion may charge additional administration fees and interest at 4% over HSBC plc base rate in respect of late payments. 5. Officers The officers of the Board shall consist of: a) A Chairman, Vice Chairman, Secretary, and a Treasurer who shall be elected annually. b) Any other Officer as the Board shall from time to time prescribe and in accordance with the terms of any prescription.

7 6. Management A Committee will manage the affairs of the Board and shall have the power to deal with all matters not covered by this Constitution, provided that such matters are reported to the next AGM. The Committee will consist of the Officers of the Board and; where appointed, Youth co-ordinator, Cricket co-ordinator-Resources/Umpiring/Groundmanship, Cricket co- ordinator- Liaison/Disabled/Sports Council/Local Authority, Woman’s and Girls co- ordinator, Cricket Development Officer and any co-opted member.  The Committee shall meet at least three times a year.  A quorum at committee meetings shall be 3 members. 7. Sub Committees The Board shall appoint sub-committees and such additional sub committees, as the Board from time to time considers necessary for the better attainment of the objects of the Board. Each sub-committee shall consist of not more than five people unless the Board shall from time to time increase or decrease the number; the Board shall appoint at least three members of each sub-committee. The Board shall appoint the Chairman of each sub-committee. In the absence of the Chairman of a particular sub-committee at any meeting of that sub-committee the sub- committee shall elect a Chairman for that meeting. Each sub-committee shall meet whenever necessary to perform its functions. A quorum at the meetings of any sub-committee shall be three people. Each sub-committee shall have the power to co-opt additional people subject to the approval of the Board. 8. Finance The Financial Year of the Board shall commence on 1st.January each year and end on the following 31st, December. The Board shall be financed by subscriptions, grants, donations and any other means determined by the Board. The Treasurer shall ensure that the Board maintains a Bank Account at a clearing Bank, cheques are to be signed by two signatories, the Treasurer and any Officer of the Board. The Treasurer will also ensure that proper records are kept of all Income and Expenditure of the Board. An Honorary reporting accountant will independently verify and approve the accounts, this person will be a suitably qualified person and appointed by the Board All monies available for investment may be invested in the purchase of, or at interest upon, the security of such property, stocks, funds, shares, securities or other investments or property of whatsoever nature as determined by the Board. 9. Application of Funds The income and property of the Board whensoever derived shall be applied solely towards the promotion of the objects of the Board. Provided that nothing herein shall prevent the payment in good faith of reasonable and proper remuneration to any officer, employee or servant of the Board or any other person in return for services actually rendered to the Board. The Board may sanction grants or loans to Member Organisations or other District Boards for financial support on Terms and Conditions agreed by the ECCB. Subject to the approval of the Treasurer any out of pocket expenses incurred will be fully refunded by the Board.

8 10. Insurance "Indemnity in respect of legal liability attaching to any of the Officers, the Management committee and any member of a sub committee arising from accidental bodily injury and/or loss of or damage to property caused whilst acting in connection with activities of the Board, will be provided by the Master Policy effected by and held by the ECCB, subject to its terms, conditions, limitations and exceptions” 11. Annual Report to the ECCB Every year before the 31st. March the Board is required to report to the ECCB with the following information; a. Detailed Financial Statements for the previous year ending 31st. December b. Detailed analysis of activities and Membership status as at the end of the previous year ending 31st. December. c. Any other relevant information requested by the ECCB. 12. Alterations to the Constitution. No additions or amendments to this constitution shall be made unless due notice has been given to each Member and then only by a vote in favour by a simple majority of those present to vote. Proposals to alter the constitution must be in writing and shall be submitted to the Board and received by the Secretary at least 28 days before the meeting at which they are to be considered. The full text of the proposed alterations must be included in the agenda of the meeting at which they are to be considered. 13. Annual General Meeting and Extraordinary General Meeting An AGM shall take place before the 30th April each year, the following matters will be considered at the AGM; the Annual report and Accounts, Subscriptions, Amendments to the Constitution, Election of Officers and Committee, Appointment of a Reporting Accountant, agree details for the next AGM, any other business appropriate for an AGM. The Secretary must receive items in writing for inclusion in Agenda at least 28 days before the AGM. Formal notice together with an Agenda and all relevant documents shall be sent by the Secretary to all Members at least 14 days prior to the meeting. A quorum at the AGM shall be 10 percent of Members, each Member will be entitled to one vote and a simple majority will determine resolutions. Should there by no majority the Chairman will have a casting vote. An EGM can only be convened on the receipt of a written motion forwarded to the Secretary and signed by no less than 15 Members. Only this motion will be considered by the EGM, which must be convened within 28 days of the receipt of the motion by the Secretary. Any Club failing to be represented at the Annual General Meeting will have a fine of £25 levied upon them. This fine MUST be paid ahead of the commencement of the following Season. Failure to pay the £25 will necessitate that Club being suspended from participating in any form of competitive cricket until such time as the monies are received by the Honorary Treasurer of the West Essex District Cricket Board. The WEDCB AGM takes place in March. Clubs penalised for not attending the AGM will have until April 30th, annually, to pay the fine to the Board’s Honorary Treasurer. After that date it will be incumbent upon the WEDCB to report that Club to the appropriate League Management Committee (s). 14. Disbanding the Board If upon the disbanding of the Board there remains after the satisfaction of all its debts and liabilities any assets or property whatsoever the same shall either; Be applied to the furtherance of the ECCB or such objects similar to those of the Board as may be determined by the Board.

Definitions  “The Area” shall mean a district area with boundaries drawn on a map (see below) as supplied by the ECCB to confirm the Board’s area of operation and control.  “Member” shall mean a body qualifying under Clause 3, which has paid its subscription and all other monies due to the Board pursuant to Clause 4.  “AGM” Annual General Meeting  “EGM” Extraordinary General Meeting  “ECB” The England and Wales Cricket Board  “ECCB” The Essex County Cricket Board.

11 THE JACK PETCHEY FOUNDATION

Jack Petchey was born in July 1925 in the East End of London. From a background with very few advantages he became a leading entrepreneur and one of the most successful businessmen in Britain. He is still actively involved in many businesses and charitable enterprises.

In 1945 at the end of the Second World War, Jack Petchey left the navy and became a clerk. He was told by the personnel officer of his firm “You’ll never make a businessman”. However, this discouraging remark did not prevent him from becoming one of the most successful entrepreneurs in Britain!

Jack Petchey has supported many charitable projects over the years. In 1999 the Jack Petchey Foundation was set and now supports youth programmes and organisations throughout London, Essex and the Algarve area of Portugal where these programmes are constantly being reviewed and extended.

The aim of the Foundation is to help develop the potential within young people aged 11-25, especially those struggling with 21st Century problems. The Foundation is eager to help young people take advantage of opportunities and play their part in society.

Coming from Bishops Stortford Follow the A120 from Bishops Stortford/M11 J8 until you get to Great Dunmow. Go straight over the first (Tesco ) roundabout (Tesco on your left) Turn left at the next roundabout and then take the third left, signposted B184 Thaxted, follow this down to a mini roundabout, go straight over, and after about ¼ mile turn right, follow the road down the hill past the Angel & Harp Pub. Take the next right into St Edmunds Lane the Cricket Club is on your right hand side at the end of the lane. To park, turn right at the T junction (the cricket club will still be on your right), turn next right (next to the bridge) into the car park

Coming from Chelmsford Get on the A130 and follow this to Great Dunmow. After you come through Barnston, follow the road downhill, you will see a sign for Great Dunmow off to the left. Don’t take this one – instead keep following the road until you get to the next roundabout. Turn right here, then first left after about ½ mile into Braintree Road. After a ¼ mile you will see St Edmunds Lane and the cricket ground on your right. To park, turn next right (next to the bridge) into the car park

Coming from Braintree/. Follow the A120 to Great Dunmow - come off at the Dunmow South turn off and turn right, passing under the A120. Over the next roundabout carrying straight on. You will see a sign for Great Dunmow off to the left, don’t take this one – instead keep following the road until you get to the next roundabout. If travelling from North of the ground, Google maps as well as some Sat' Nav's may try to send you via Moor Hall Lane (St Michael's Mead) this is a dead end. Instead, continue on St James Way to the next roundabout and take the first left, Obrey Way then left again into Thorley Lane East.

21 Laws of Cricket

The Laws of Cricket are contained in The Laws of Cricket – 2000 Code 5th Edition 2013 This is available for £3 from the MCC at http://www.lords.org/mcc/laws-of-cricket

This website also contains further information about the Laws including video examples of them in practice, a very worthwhile resource.

The other very worthwhile book to acquire is Tom Smiths Cricket Umpiring and Scoring – 2000 Code 4th Edition 2010 Suggest that as the Laws were updated October 2013, that there will be a 5th edition out some time. So look out for it, as it will have the updated Laws in it. This book is probably best sourced from Amazon, but shop around.

All Cricketers should learn the Laws of and Spirit of the Game. For sure we all acquire some as we play. However to enhance the learning, perhaps on those nights where rain interrupts outside practice, clubs can undertake some teaching with their Colts. Coaches and others can get further teaching aids and DVD’s from the ECB website.

It is not possible to reprint all the Laws here, but below after The Preamble to the Laws are two which are often asked about, and which umpires, coaches, age group managers, captains and players must be aware of, and should adhere to. It is worthwhile in particular to inform your players about all of the clauses in Law 42.

Spirit of Cricket. Preamble to the Laws

Preamble to the Laws Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains.

1. There are two Laws which place the responsibility for the team's conduct firmly on the captain. Responsibility of captains The captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws.

Player’s conduct In the event of a player failing to comply with instructions by an umpire, or criticising by word or action the decisions of an umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall in the first place report the matter to the other umpire and to the player's captain, and instruct the latter to take action.

2. Fair and unfair play According to the Laws the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time and it is the responsibility of the captain to take action where required.

3. The umpires are authorised to intervene in cases of: Time wasting Damaging the pitch Dangerous or unfair bowling

22 Tampering with the ball Any other action that they consider to be unfair

4. The Spirit of the Game involves RESPECT for: Your opponents Your own captain and team The role of the umpires The game and its traditional values

5. It is against the Spirit of the Game: To dispute an umpire's decision by word, action or gesture To direct abusive language towards an opponent or an umpire To indulge in cheating or any sharp practice, for instance: (a) to appeal knowing that the batsman is not out (b) to advance towards an umpire in an aggressive manner when appealing (c) to seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one's own side

6. Violence There is no place for any act of violence on the field of play.

7. Players Captains and umpires together set the tone for the conduct of a cricket match. Every player is expected to make an important contribution to this. The players, umpires and scorers in a game of cricket may be of either gender and the Laws apply equally to both. The use, throughout the text, of pronouns indicating the male gender is purely for brevity. Except where specifically stated otherwise, every provision of the Laws is to be read as applying to women and girls equally as to men and boys.

Extract of Law 42 Fair and Unfair Play

6. Dangerous and unfair bowling

(a) Bowling of fast short pitched balls

(i) The bowling of fast short pitched balls is dangerous and unfair if the bowler’s end umpire considers that by their repetition and taking into account their length, height and direction they are likely to inflict physical injury on the striker irrespective of the protective equipment he may be wearing. The relative skill of the striker shall be taken into consideration.

(ii) Any delivery which, after pitching, passes or would have passed over head height of the striker standing upright at the popping crease, although not threatening physical injury, shall be included with bowling under (i) above, both when the umpire is considering whether the bowling of fast short pitched balls has become dangerous and unfair and after he has so decided. The umpire shall call and signal No ball for each such delivery.

(b) Bowling of high full pitched balls

(i) Any delivery, other than a slow paced one, which passes or would have passed on the full above waist height of the striker standing upright at the popping crease is to be deemed dangerous and unfair, whether or not it is likely to inflict physical injury on the striker.

(ii) A slow delivery which passes or would have passed on the full above shoulder height of the striker standing upright at the popping crease is to be deemed dangerous and unfair, whether or not it is likely to inflict physical injury on the striker.

7. Dangerous and unfair bowling - action by the umpire 23

(a) As soon as the bowler’s end umpire decides under 6(a) above that the bowling of fast short pitched balls has become dangerous and unfair, or, except as in 8 below, there is an instance of dangerous and unfair bowling as defined in 6(b) above, he shall call and signal No ball. When the ball is dead, he shall caution the bowler, inform the other umpire, the captain of the fielding side and the batsmen of what has occurred. This caution shall apply throughout the innings.

(b) If there is any further instance of dangerous and unfair bowling by the same bowler in that innings, the umpire shall repeat the above procedure and indicate to the bowler that this is a final warning.

This warning shall also apply throughout the innings.

(c) Should there be any further repetition by the same bowler in that innings, the umpire shall call and signal No ball and

(i) when the ball is dead direct the captain to suspend the bowler forthwith and inform the other umpire of the reason for this action.

The bowler thus suspended shall not be allowed to bowl again in that innings.

If applicable, the over shall be completed by another bowler, who shall neither have bowled any part of the previous over, nor be allowed to bowl any part of the next over.

Additionally he shall

(ii) report the occurrence to the batsmen and, as soon as practicable, to the captain of the batting side.

(iii) together with the other umpire report the occurrence as soon as possible after the match to the Executive of the fielding side and to any Governing Body responsible for the match, who shall take such action as is considered appropriate against the captain and bowler concerned.

8. Deliberate bowling of high full pitched balls

If the umpire considers that a bowler deliberately bowled a high full pitched ball, deemed to be dangerous and unfair as defined in 6(b) above, then the caution and warning prescribed in 7 above shall be dispensed with. The umpire shall

(a) (i) call and signal No ball.

(ii) when the ball is dead direct the captain of the fielding side to suspend the bowler forthwith.

The bowler thus suspended shall not be allowed to bowl again in that innings.

If applicable, the over shall be completed by another bowler, who shall neither have bowled any part of the previous over, nor be allowed to bowl any part of the next over.

(iii) inform the other umpire of the reason for this action.

(b) report the occurrence to the batsmen and, as soon as practicable, to the captain of the batting side.

(c) together with the other umpire report the occurrence as soon as possible after the match to the Executive of the fielding side and to any Governing Body responsible for the match, who shall take such action as is considered appropriate against the captain and bowler concerned.

24 Wides Law 25 – Wide Ball

1. Judging a Wide (a) If the bowler bowls a ball, not being a No ball, the umpire shall adjudge it a Wide if, according to the definition in (b) below, in his opinion the ball passes wide of the striker where he is and which also would have passed wide of him standing in a normal guard position. (b) The ball will be considered as passing wide of the striker unless it is sufficiently within his reach for him to be able to hit it with his bat by means of a normal cricket stroke.

2. Delivery not a Wide The umpire shall not adjudge a delivery as being a Wide, (a) if the striker, by moving, either (i) causes the ball to pass wide of him, as defined in 1(b) above or (ii) brings the ball sufficiently within his reach to be able to hit it by means of a normal cricket stroke. (b) if the ball touches the striker’s bat or person.

3. Call and signal of Wide ball (a) If the umpire adjudges a delivery to be a Wide he shall call and signal Wide ball as soon as the ball passes the striker’s wicket. It shall, however, be considered to have been a Wide from the instant of delivery, even though it cannot be called Wide until it passes the striker’s wicket. (b) The umpire shall revoke the call of Wide ball if there is then any contact between the ball and the striker’s bat or person. (c) The umpire shall revoke the call of Wide ball if a delivery is called a No ball. See Law 24.11 (No ball to over-ride Wide).

4. Ball not dead The ball does not become dead on the call of Wide ball.

5. Penalty for a Wide A penalty of one run shall be awarded instantly on the call of Wide ball. Unless the call is revoked (see 3(b) and (c) above), this penalty shall stand even if a batsman is dismissed, and shall be in addition to any other runs scored, any boundary allowance and any other runs awarded for penalties.

6. Runs resulting from a Wide - how scored All runs completed by the batsmen or a boundary allowance, together with the penalty for the Wide, shall be scored as Wide balls. Apart from any award of 5 penalty runs, all runs resulting from a Wide shall be debited against the bowler.

7. Wide not to count A Wide shall not count as one of the over. See Law 22.3 (Validity of balls).

25 ECB Directives

In addition to the Laws of Cricket, there are certain other ‘Directives’ stated by the ECB that must be adhered to by all concerned. The most important ones are printed below. Others can be found on the website www.ecb.com

ECB Fast Bowling Match Directives Issued October 2009. For any subsequent changes visit www.ECB.com

Age Max Overs per Spell Max Overs per Day Up to and incl U13 5 10 U14 & U15 6 12 U16, U17, U18, U19 7 18

For the purpose of these Directives a fast bowler is defined as a bowler to whom a wicket keeper in the same age group would in normal circumstances stand back to take the ball.

Having completed a spell the bowler cannot bowl again, from either end, until the equivalent number of overs to the length of his spell have been bowled from the same end. A bowler can change ends without ending his current spell provided that he bowls the next over that he legally can from the other end. If this does not happen his spell is deemed to be concluded.

If play is interrupted, for any reason, for less than 40 minutes any spell in progress at the time of the interruption can be continued after the interruption up to the maximum number of overs per spell for the appropriate age group. If the spell is not continued after the interruption the bowler cannot bowl again, from either end, until the equivalent number of overs to the length of his spell before the interruption have been bowled from the same end. If the interruption is of 40 minutes or more, whether scheduled or not, the bowler can commence a new spell immediately. 18 Once a bowler covered by these Directives has bowled in a match he cannot exceed the maximum number overs per day for his age group even if he subsequently bowls spin. He can exceed the maximum overs per spell if bowling spin, but cannot then revert to bowling fast until an equivalent number of overs to the length of his spell have been bowled from the same end.

If he bowls spin without exceeding the maximum number of overs in a spell the maximum will apply as soon as he reverts to bowling fast. Captains, Team Managers and Umpires are asked to ensure that these Directives are followed at all times.

For guidance it is recommended that in any 7 day period a fast bowler should not bowl more than 4 days in that period and for a maximum of 2 days in a row.

Age groups are based on the age of the player at Midnight on 31st August in the year preceding the current season.

ECB Safety Guidance on the Wearing of Cricket Helmets by Young Players In February 2000 the England and Wales Cricket Board (ECB) issued safety guidance on the wearing of helmets by young players up to the age of 18. In brief, the guidance recommends that: • helmets with a faceguard or grille should be worn when batting against a hard cricket ball in matches and in practice sessions

26 • young players should regard a helmet with a faceguard as a normal item of protective equipment when batting, together with pads, gloves and, for boys, an abdominal protector (box) • young wicket keepers should wear a helmet with a faceguard, or a wicketkeeper face protector when standing up to the stumps.

With the assistance of schools, cricket clubs and leagues, the wearing of helmets by young players is now standard practice in cricket throughout England and Wales.

Helmets are widely available and are covered by a British Standard (BS7928:1998). A face protector represents an alternative head protection system for young wicket keepers. Face protectors are, at the time of publication of this guidance, a relatively new innovation. Wicketkeeper Face Protectors are covered by a new British Standard (BS 7928 – 2:2009).

The original guidance allowed parents or guardians to give their written consent to allow a young player not to wear a helmet. However now parental consent not to wear a helmet should not be accepted in any form of cricket.

This guidance applies to all players up to the age of 18, both in adult cricket and in all junior cricket played with a hard cricket ball. 19 The guidance also applies during all practice sessions. Any individual taking responsibility for players should take all reasonable steps to ensure that this guidance is followed at all times.

The ECB asks that the guidance is communicated to the parents or guardians of all young players through clubs and schools, and that young players are not allowed to bat or stand up to the stumps when keeping wicket against a hard ball without wearing appropriate protection.

ECB Fielding Regulations • No young player in the Under 15 age group, or younger, shall be allowed to field closer than 8 yards (7.3 metres) from the middle stump, except behind the wicket on the off side, until the batsman has played at the ball • For players in the Under 13 age group, and below, the distance is 11 yards (10 metres) • These minimum distances apply even if the player is wearing a helmet • Should a young player in these age groups come within the restricted distance the umpire must stop the game immediately and instruct the fielder to move back • In addition any young player in the Under 16 to Under 18 age groups, who has not reached the age of 18, must wear a helmet and, for boys, an abdominal protector (box) when fielding within 6 yards (5.5 metres) of the bat, except behind the wicket on the off side. Players should wear appropriate protective equipment whenever they are fielding in a position where they feel at risk • These fielding regulations are applicable to all cricket in England and Wales

ECB Guidelines for Junior Players in Open Age Group Cricket The ECB has issued guidance covering the selection and participation of young players in open age group cricket. This is to help clubs decide when to select young players in open age group cricket and how best to help their cricketing development when they play within open age groups. The guidance applies to boys and girls.

The ECB keeps these guidelines under review and, following feedback from clubs and leagues, has revised these guidelines for the 2014 season. The ECB will continue to monitor the impact of these guidelines and you are invited to feedback your thoughts and comments in writing to the ECB Non-First Class Cricket Department.

The guidance is as follows: General •Making the step up from junior to open age group cricket is a significant event in any player’s cricket experience. Ensure the player’s safety, personal development needs and overall cricket experience are considered •Clubs, squad coaches and managers must take into account the requirements on age detailed in this guidance. •Each case is to be determined on an individual basis, depending on the player’s ability and stage of cognitive and emotional maturity to take part at this level – however, the minimum age guidance provided below must be adhered to. •Juniors should be involved in all aspects of the game wherever possible i.e. socialising, team talks, practice, decision making and so on, so they feel part of the team •Children will often feel more comfortable and able to perform if they have a family member or friend also playing in the side •Remember, children’s early experiences will remain with them always and will often determine whether they want to remain playing the game or give up and do something else •Provide an opportunity for players to show their talents in an appropriate way. Children who are just used as fielders will not fully experience the game 28 •Be supportive, at all times, for all forms of effort even when children are not successful. Try and put them in situations where they will experience some success (however small) and ensure plenty of praise and encouragement •The captain should inform the Umpires of under 18s in the side.

Cricket specific safeguarding guidance Restrictions ECB Helmets, Fast Bowling Directives and Fielding Regulations should always be adhered to for junior players in Open age group cricket

Minimum age Players who are selected in a County U12 squad in spring for a summer squad or in another squad deemed by ECB Performance Managers to be of a standard above ‘district level’ for that season are eligible to play Open age cricket. This is providing they are at least 11 years old, are in School Year 7 on 1st September in the year preceding the season, and have written parental consent to play. In allowing these players to play in open age cricket it is essential clubs and coaches recognise the ‘duty of care’ obligations they have towards these young players This means boys and girls who are county squad and area squad players, are able to play open age group cricket if they are in an U12 age group and are a minimum of 11 years old on 1st September of the year preceding the season. District and club players who are not in a county or area squad must wait until they reach the U13 age group, be in Year 8 and be 12 years old on 1st September of the preceding year before being able to play in any open age group cricket. As before written parental consent is required for these players. The duty of care should be interpreted in two ways: •Not to place a young player in a position that involves an unreasonable risk to that young player, taking account of the circumstances of the match and the relative skills of the player •Not to create a situation that places members of the opposing side in a position whereby they cannot play cricket as they would normally do against adult players In addition, the guidelines note the need for clubs and leagues to recognise the positive experience young players should have in open age cricket. Clubs should provide an opportunity for players to show their talents in an appropriate way.

29 WEDCB – Junior Leagues and Cups

WEDCB Mission The whole mission of the organisation of WEDCB is to organise cricket for colts age 9 to 15. It is wholly the wish of the Board that juniors have every opportunity to play cricket and this is to be free from wishes of clubs, managers, coaches to only play their best sides, to claim matches when other clubs cannot select a side, and be free from all and any prejudices and discrimination of any kind.

WEDCB Match Durations Match lengths vary by age group, but due to the sheer number of matches scheduled for clubs, it is often necessary for matches to be scheduled or rearranged to take place on weekday evenings. The districts primary match day is Sunday morning commencing with matches commencing at 9:30am. Where weekday evening matches are required, a maximum match length of 20 overs will apply or shorter if mutually agreed between the clubs involved, regardless of the normal competition match rules. Where matches are shortened in duration, no one bowler may bowl more than one fifth of the overs pre-selected. E.g. 20 over match, maximum for bowlers are 4 overs. 16 over match, maximum for bowlers are 3 overs. The age group format matches all operate under the usual Laws of Cricket as defined by the MCC. In addition there are specific rules for the WEDCB competitions that vary by age group and are described in detail later.

Rearranging Matches Following Adverse Circumstances It will often be necessary for games to be cancelled due to adverse weather conditions or loss of a pitch due to higher precedent matches (e.g. special village event on ground, or adult match requiring ground), etc.

Where situations of this nature occur, the following procedures shall apply: 1. Each Team Manager will arrange a mutually convenient date and time for the match to be rescheduled. They will advise the League Coordinator of the rearrangement. 2. If the cancellation occurs in the last week of the season, the clubs can have a one week allowance on the end of the season 3. If it is not possible to find a mutually convenient date then the League Coordinator will award 1 point each and allow the cancellation to stand.

2015 League Schedule The league season has been planned to fit as far as possible on our main playing day, Sunday mornings. Due to the large numbers of fixtures, it has not been possible to schedule them all in to Sundays, but we tried to adopt the following priorities: i. Avoided having Under 15 matches on the same dates as Matchplay dates where possible, likewise Under 13 and Peter Coe Cup. ii. Where there are scheduled midweek matches, we have scheduled them as close to mid- summer as possible to maximise light availability. iii. We tried to avoid having U10 Terrier/Under 11Terrier and Under 11 Hard Ball matches on the same day iv. There were some Sundays when clubs didn’t have their home pitch available; these have been taken into account as well.

30 2015 District Cup Matches District Cup matches, at Under 13 and Under 15 due to requirements of qualification for the County Cup take precedence over league matches, so in cases of bad weather cup rearrangements may cause subsequent rearrangements of league matches.

Cup matches need to be completed before the end of May to be ready for the County Cup first match at the beginning of June. Those teams that do qualify for the Under 13 and Under 15 County Cup, are allowed to rearrange their games to suit their cup run, as again the County Cup matches take precedence.

If you are knocked out of the District Cup in the early rounds, we ask managers to see if they can bring forward one or more of their scheduled League matches, so as to avoid any potential cancellations later in the season.

League Positions In previous seasons, there have been a number of occasions where teams have tied for the same place in the league. To reduce this occurrence the head to head result between two teams tied on the same points will be compared, with the winner taking the higher place if a clear win was achieved. For a tie or any kind of cancellation, the tied position will remain

WEDCB Youth Matches Results Procedure League and Cup results are to be e-mailed to the League Coordinator within 2 days of the match, preferably the same day, to this email address: [email protected] both clubs must submit results to allow for fully detailed league tables, and updating of Cup Draws. Penalties will be enforced for the non-submission of results.

At the moment the current version of the Play-Cricket website has many bugs and faults in it. These are being attended to by Play Cricket.

For this year, please can you follow the instructions above? The League Coordinator will update the Cup Draws as soon as results are received and email the updated draw, and he will update the League Tables once a week, and email them to Managers on the Friday of any given week.

If, for any reason matches are not played by the 31st July, without prior notification to the League Coordinator, then the League Coordinator will consider that the match has been cancelled and award one point to each side.

The clauses, which in past years have allowed managers to claim matches from opposing sides have been removed.

Just to reiterate the comment above It is the express wish of the Board that in all circumstances every effort must be made to play/rearrange a match and give the colts opportunity to play the game.

31 Under 15’s Cricket.

 All players will be aged under 15, on the 1st September, prior to the season of the competition. Girls can play up to two years above the age for the league – a 17 year old girl can play in an under 15 match if her date of birth is in the appropriate period  All players will be ‘bona fide’ members of the Club they represent. In other words they should be registered as players with the club and the club should be able to produce evidence of registration on demand. They can represent only one club in the West Essex League or District Cup  The pitch will be 22 yards long.  The ball shall weigh 5.5oz & will be provided by the visiting team.  No bowler shall bowl for more than five overs  Each team shall bowl a maximum of 24 overs, unless clubs mutually agree otherwise  No fielder, except the wicket keeper, shall be allowed to field nearer than 8 yards, from the middle stump. With the exception of those behind the stumps on the off side. I.e. slips.  The winning side shall be the side with the greatest amount of runs.  In the event of a tie, the winning team will be the one which took most wickets.  In the event of the two previous points being equal, a tie will be the result.  Each side shall provide a scorer & umpire.  Umpires are not allowed to advise their players, except on the rules of the game, and the Laws of Cricket  No penalty runs are awarded in cricket at this level apart from Law 41.3 which allows 5 penalty runs if a ball hits a helmet on the ground belonging to the fielding side  Teams may select and play 12 players provided a) only 11 players are on the field at a time and b) the extra player is only permitted to field.  In the event of a match being abandoned or cancelled because of poor weather, loss of pitch, etc., match rearrangement procedures will apply as defined earlier

They can represent only one club in the West Essex League or Cup  The pitch should preferably be 20 yards in length.  The ball shall weigh 4.75 oz & will be provided by the visiting team 36  No bowler shall bowl more than four overs.  Each team shall bowl a maximum of 20 overs, unless clubs mutually agree otherwise.  The batter must retire once their score reaches 30. They may, however, return if all other batters are out or retired.  Returning batters will resume their innings, in the order they originally retired.  For wides and no balls 2 runs are scored and there is no extra ball except in the final 2 overs where normal cricket rules apply  No fielder, except the wicket keeper, shall be allowed to field nearer than 11 yards, from the middle stump. With the exception of those behind the stumps on the off side. I.e. slips.  The winning side shall be the side with the greatest amount of runs.  In the event of a tie, the winning team will be the one which took most wickets.  In the event of the two previous points being equal, a tie will be the result.  Each side shall provide a scorer & umpire.  Umpires are allowed to advise the side they represent in the following manner ONLY. 1). whilst standing at square leg, they may advise the team Captain only, who should field at Square leg. 2). whilst standing at the non-strikers’ end they may advise their batters. The emphasis is on advice & must not affect the neutrality of the umpire.  No penalty runs are awarded in cricket at this level apart from Law 41.3 which allows 5 penalty runs if a ball hits a helmet on the ground belonging to the fielding side  Teams may select and play 12 players provided a) only 11 players are on the field at a time and b) the extra player is only permitted to field.  In the event of a match being abandoned or cancelled because of poor weather, loss of pitch, etc., match rearrangement procedures will apply as defined earlier

Inter-District Cricket

WEDCB Selection policy

In aspiring to be the best District in Essex both on and off the field we will always aim to be competitive in Inter-District matches and to field strong, balanced sides. A balanced side has an appropriate number of batsmen and bowlers (seam and spin) including a wicket keeper and all- rounders. In addition to this, selection will also be based on the attitude, technical ability and age of squad members.

Each squad has a number of players who are a year younger than the competition age group. They have been selected because of their recognised ability and their potential. They will be available for selection along with all others based on the criteria above. However, they are also in the squad in order to develop them for the following year. It is hoped that the experience of being in the squad will prepare them for representative cricket in the following year although this does not, of itself, guarantee selection for the squad in the following year. Squad members are expected to notify the District co-ordinator as far in advance as possible if they are not available for any District matches. This will enable coaches to apply selection criteria as fairly as possible

Additional fixtures may be arranged to maximise participation. It is also recognised that other players may be added to the squad during the season. This includes players who have previously been playing at full county level but who have been released. All squad members, including those added to the squad, will be subject to the same selection criteria.

Parents and players should be aware that the District receives nominations from clubs via Essex County Cricket Board. In October, the ECCB invites schools and clubs to make nominations for those youngsters who they consider to be capable of performing at District level and above. These are now done online and it has become a very efficient system. ECCB then sort the nominations into Districts and the names and addresses are sent to each District. It is for the District then to organise trials and invite certain players to take part in a subsidised development programme. These trials are held in November and December and the development programme lasts for five weeks usually on a Sunday afternoon. If any player is considered to be capable of performing at County level, the next level up, they are then recommended for trial to Essex County Cricket Club.

Inter- District Cricket Regulations For 2015

1. Player Qualification

Age a) Under 11 School year 6 and below b) Under 13 School year 8 and below c) Under 15 School year 10 and below

Club a) Players are only eligible to represent the District in which their club is located. b) Players must be bona fide members of their club. c) Players without clubs are eligible to represent the District in which their school is located. d) Players without clubs are eligible to represent the District in which they live.

42 2. Playing Arrangements

a) Each game will be of 40 overs per side (except U11 which will be 35 overs). Where adverse weather conditions delay the start or interrupt play then the umpires shall try to rearrange the game so that both sides have innings of equal length. b) Each bowler will bowl no more than one fifth of the overs available in an innings. c) E.C.B fast bowling and fielding directives must be followed. d) Each match to start at 2.00pm unless agreed with both managers and the ground authority e) All batsmen must wear helmets throughout their innings. f) Wicketkeepers standing up to the wicket must wear approved head protection and box. g) The ECB Code of Conduct and Spirit of Cricket initiatives will be observed. h) All teams are allowed to use 12 players, only 11 to bat/field i) Umpires should implement strict interpretation of wides.

3. Home District Responsibilities

a) To provide 2 qualified umpires for each match b) To provide teas for both teams and all officials. Please be aware of dietary needs of the teams. c) To provide a new ball for each innings of the match (Under 11 and Under 13 4 ¾ oz size, Under 15 5 ½ oz.). d) To arrange pitches of 20 and 21 yds. for U11 & U13 games respectively if possible. Under 15 22 yds. e) To notify the competition organiser of the result of the match within 48 hours of the conclusion. Check with Eccb how they want results reported (Louise) f) Ensure that a fully equipped First Aid bag is available. g) Ensure that the details of the nearest Hospital Accident and Emergency Department is available. h) Ensure that Changing Rooms are clean and tidy before the match. Match Managers will advise their teams to clean up afterwards e.g. Plates, Cups, bottles etc.

3. Reporting Back

Districts are requested to report back notable performances to ECCB Academy Director and County Age Group Managers (list provided) to enable better communication and progression into County age group sides.

Trials for the 2016 Season

Nominations Nominations are made by your Club or by the School you attend. This will be in July. These go to the ECCB who then advise the District of the list of nominees. The District then arranges the trials and invites the nominee to attend at a prescribed time.

It would be very helpful if the respective club or school advises the parents of the nominee that their son is being put forward for a trial. Also could the person completing the details for the ECCB please take great care on the details entered, especially email addresses. This is the principal means of communications and we all know what inconvenience incorrect details cause.

For schools and clubs. Please be aware the standard required is increasing each year. Unfortunately some nominees for 2015 were not of the required standard. All District cricket trials will be conducted with a hard ball, and therefore some hard ball experience is considered a requirement for nomination. So please take into consideration that your nominee should be one of the best players in his respective age group, and excelled in his age group District League fixtures over the course of the season.

As in previous years the trials will be held at Chelmsford in the Indoor Centre. Cricketers who are successful at their first trial will be invited to a 2nd trial in order for them to demonstrate their skills further. It is imperative that cricketers keep the following dates free so they can attend any of these trials if they are invited.
