HIGH RODING PARISH COUNCIL MINUTES OF MEETING OF THE ABOVE NAME PARISH COUNCIL HELD IN THE WI HALL, HIGH RODING ON WEDNESDAY 16th JANUARY at 8.00pm In the Chair: Cllr Jim Tredgett Present: Cllrs, Brian Arney, Chris Mangham, David Brown, Dorothy Garlick, Christine Kettley, Mark Walker and Clerk Linda White County Councillor Susan Barker attended Items 1 & 2 8 Members of the public attended Cllr Barker reported on a rural housing scheme which is proposed at Aythorpe Roding and the possibility of a housing survey being carried out by the Rural Community Council of Essex to establish need throughout the Rodings. UDC propose to reduce their council tax by 1% and the County Council zero change. UDC has submitted its response on reducing district councillors from 44 to 39 in Uttlesford and how this can be achieved. The proposed change for High Roding is that it will be linked in with Aythorpe Roding, High Easter, Leaden Roding and Margaret Roding. At present Cllr Barker covers White Roding but not High Easter. 1. Apologies for absence - None 2. Minutes of Parish Council Meeting held on Monday 3rd December 2012 approved as a true record 3. Matters Arising from the Minutes not elsewhere on the agenda - None 4. Correspondence – EALC magazine and course news – No action 5. Planning – Application: UTT 12 6126 FUL Outbuilding at Roding Hall Farm. Change of use to A3 Food & Drink and B1 Business – No objection from Parish Council but a request that the scaffolding is removed on the front of Roding Hall in the interest of public safety was discussed with members of the applicant’s family. UTT 12 5916 HHF Maddocks, Canfield Road, Single storey extension to rear of dwelling. – No objection by Parish Council UTT 12 5862 HHF Proverbs Green – Proposed demolition of stable building and erection of annex to provide ancillary accommodation to Proverbs Green House – No objection by Parish Council Determinations: • Demolition of part of single storey dwelling and erection of first floor and two storey extensions Lychgate Dunmow Road High Roding CM6 1NL . Bank signatories: Due to the bank forms having been partly completed in blue ink new forms were signed in black ink by Cllrs Arney, Mangham and Walker. 3. Precept 2013-2014 – Clerk confirmed she had notified UDC that the precept for 2013-2014 would be £8,000. No subsidy will be payable by UDC to High Roding as the calculation is based on the 2012-2013 precept paid. High Roding had a Nil precept and therefore no percentage grant could be claimed. 4. Unanimously approved a grant of £100 to Homestart Uttlesford. 7. ALLOTMENTS – A cheque for £270 was handed to the Clerk representing the 2011-2012 allotment holders’ contribution towards the cost of the lease on the allotments. Following a meeting between Cllr Brown, Mr Malcolm Rogers and Mr Brian Milbank the following schedule of works was submitted: Year 2013-2014 (1st April-31st March) – To cut grass area behind 25 The Paddocks and children’s play area, plus the grass area by the post box £225. To cut the grass by the WI Hall £75. Total £300. This figure includes edging, petrol costs and repairs to the mower etc. Discussion took place as to the number of cuts the above figures represent. It was agreed with members of the Allotments Association present that a diary would be kept for the forthcoming year and a review take place at the end of the cutting season in advance of decisions being taken for the following season. Unanimously agreed to accept the quotation of £300 for the 2013-2014 season. 8. HIGHWAYS Meeting with Chris Stoneham 6th December starting in car park. The VAS post had still not been installed nor the solar sign. Clerk to pursue. Manhole cover missing opposite Roding Hall. Clerk confirmed this had been reported to ECC Highways to be dealt with as a matter of urgency. Footpath near Apple Tree Cottage. Clerk to remind ECC Highways that scraping off the mud at the rear of the path was to be included in the Highway Rangers works. Signed……………………………….. James Tredgett – Chairman – High Roding Parish Council 18th February 2013 Hedge outside Apple Tree Cottage. Cllr Tredgett agreed to speak to the owner about getting it cut back. 9. FOOTPATHS AND BYEWAYS – Byway 15 was still awaiting restoration and was in an appalling condition. Clerk to pursue. 10. PLAY AREA: 1. New fencing update – Cllr Mangham Extract from 19.3.12 Minutes: Authority was given for expenditure of up to £800 to complete this project without further reference to the Parish Council. Cllr Mangham reported that due to the fencing having to be fitted between the trees and his having to reduce the width of several of the panels some additional ones had had to be purchased plus ballast etc. This had resulted in a net overspend of £63.38 which was approved by the Parish Council. 2. Work on play area under swings – No work had been carried out to date 11. Matters raised by public: Pump at Rands Road X Roads – This was reported as being in need of a rub down and paint. Cllr Tredgett agreed to put the matter in hand. A considerable amount of dogs faeces was being deposited on the pavements along The Street. Residents were asked to report any owner whose dog was seen to be messing on the pavements and/or grassed areas. Footpath behind playing field – The shed which protrudes from No.6 School Villas had a considerable amount of rubbish and brambles piled at the back which was badly obstructing the footpath. Clerk to report to ECC Highways. Telephone Kiosk – Book exchange – Mr Barker reported that people were dumping bags of books and puzzles in the kiosk which meant it was untidy and therefore not easy to exchange books. Notice to be displayed requesting people only leave a sensible number of books which can be easily accommodated. 12.
