FOCUS ON MILANO EXPO 2015: “Feeding the Planet, Energy for Life”

This year, Milan, Italy is proudly showing off its best face to the world by hosting the Milano Expo 2015 from May 1 to October 31. Bearing the theme, “Feeding The Planet, Energy for Life”, over this six-month period, Milan will become a global showcase, with more than 140 participating countries and international organizations, representing 94% of the world’s population, in offering concrete answers to a vital need: providing healthy, safe and sufficient food for everyone, while respecting the Planet. In addition to the exhibitor nations, the Expo expects to welcome over 20 million visitors (including 1 million guests from China alone) to its 1.1 million square meters of exhibition area. Feeding the Planet, Energy for Life Universal Exhibitions (World Expos or World Fairs) are major international events taking place once in every five years.

“Is it possible to provide healthy, sufficient and sustainable food for the entire humanity?” In a world where one out of eight people (870 million) are starving, 12% of the population is obese and almost 800 million people do not have access to clean drinking water, addressing the problems and potential solutions to improve global access to sustainable nutrition is the strategic goal of the international Expo Milano 2015 community.

The aim of Expo Milano 2015 is to prioritize the immaterial legacies of the Universal Exposition, leaving behind not a heritage of imposing architecture, but guidelines and shared paths to tackle the challenges of the next millennium: to ensure every single person the right to sufficient, healthy and safe nutrition, to guarantee environmental, social and economic sustainability of the food industry, and to protect food taste and culture.

Participating Countries, together with international organizations and private companies will have to propose specific and real solutions. Discussion on the theme, from economic, scientific, cultural and social viewpoints, will bring together skills and competences from around the world, through close collaboration with the United Nations, by taking advantage of the fact that the event coincides with the Millennium Development Goals target year. The results of this cooperation will draft the intangible legacy of Expo Milano 2015. 12 PAPER MAGAZINE cover story

The Exhibition Site The visitors will be at the centre of the exhibition. Their 'engagement' represents the heart of the entire event. The visit should rouse interest, reflection, knowledge and awareness.

The Exhibition Site has been planned around the concept of a ‘landscape’ with the aim of constructing a space that meets human needs but is still in total harmony with nature. All the Self-Built National Pavilions will face onto the Decumano - i.e. the main avenue - showcasing their food, production, technology and innovation excellence: a kilometer-long rhythmic walk.

Expo 2015 will also launch the Clusters: an innovative way to participate that gathers Countries along 6 specific food chains (Coffee, Rice, Cocoa, Spices, Fruit and vegetables, cereals and tubers) and 3 identity issues (Bio-Med, Agriculture and Nutrition in arid zones, Islands, Sea and Food). The Exhibition Spaces dedicated to Italy will convey the theme through Italian food, nutrition, health and well-being excellence.

The Site, designed as an island, is surrounded by a canal containing one of the founding parts of this “unique landscape”: water. The other landmarks of the Site are:

• The Open Air Theatre, hosting up to 11,000 people for open-air concerts, theatre performances and official ceremonies;

• the Piazza d’Acqua, fed by the canal: a water basin surrounded by steps for some 3,000 seated audiences hosting up to 20,000 people for magic fountain shows, fireworks, concerts and performances on floating platforms and stages;

• the Expo Centre: an auditorium for 1,500 people (the southern block), the performance area (the central block), and the offices building (the northern block).

Five Thematic Areas explore the Expo theme via exhibition routes, art installations and attractions:

• the Pavilion Zero: developed with the support of the United Nations;

• the Biodiversity Park: a huge 14,000-sq-m garden in the Exhibition Site mirroring the variety of life in a magnificent landscape;

• the Future Food District: developed in collaboration with MIT, it is designed to allow visitors to understand how conservation, distribution, purchase and consumption of food will evolve in the future;

• the Children’s Park: offering services for families, entertainment and education;

• the Food in Art space (situated at the Triennale exhibition centre in Milan), showing that art has always represented food and culture, anywhere at any time.

• Civil society will be hosted in the Cascina Triulza, an existing farm part of Milan’s historical, archaeological and environmental heritage.

The site will come to life also at evenings with many events, through the “Expo by Night” program. Chinese Presence in Milano Expo 2015 Indeed, the Chinese presence and support for the 2015 Milan Expo is significant and substantial - with a total of three pavilions in exhibition: the official Chinese national Pavilion, the Vanke Pavilion and the China Corporate United Pavilion (CCUP). The Chinese Pavilion is the second largest national pavilion, following Germany.

Eight Chinese provinces and cities will organize initiatives at Milan Expo, for example, there will be a Guangdong Week organized by Guangdong CCPIT on October 15 to 19, 2015. Visa Facilities for Chinese Visitors In order to favor the largest participation of visitors to the EXPO, the Italian Embassy in China along with Italian Consulates General in Guangzhou, Shanghai and Chongqing are implementing an effective policy for quick and easy release of visas.

First, the network has been strengthened, with a new Consulate General in Chongqing opening last year and increasing the labor force at the visa office by 45% for the whole period of the EXPO.

Second, the visa application process can now be completed in 36 hours as recommended by Italian Prime Minister Matteo Renzi during his visit in China in June 2014.

Third, since June 2014, Chinese citizens can apply for a visa to any Italian Consulate in China without being restricted by their resident certificate (Hukou). So, if you live in Fujian Province, you can apply to the Consulate General in Shanghai which is closer than Guangzhou to Fujian Province.

Lastly, the list of documents needed for visa application has been simplified. For a tourist visa, only four basic documents are required: hotel and flight booking, bank statement of the last 3 months, medical insurance for the tperiod of travel, and letter of employment. The Consulate General of Italy in Guangzhou and Milano Expo 2015 The Consulate General of Italy in Guangzhou has organized a series of exhibitions and arranged three Expo Roadshow stages in Southern China, namely in Changsha, Fuzhou and Guangzhou. The final stage of the Expo roadshow in Guangzhou was a great success, held in December 2014 at the gorgeous Flower Square, which allowed local people to have an Expo preview.

In 2015, the Italian Cultural Festival takes place in April and May in Guangzhou Teemall, where the Expo Milano will be presented. In June, the Expo Milano will be the highlight of Italian National Day celebrations. The Italian Consulate General also continues to cooperate with local travel agencies in promoting trips related to the event, and in assisting local authorities in organizing seminars and business meetings during the Expo.

Paper magazine would like to thank the Italian Consulate General in Guangzhou, most especially Consul General Laura Egoli, for assistance in providing information about Milano Expo 2015. 14 PAPER MAGAZINE fortune

No More Surprises China Moves toas Formalize Tax Legislative Process Contributed by Steven Elsinga, Dezan Shira & Associates

s is customary every year in early March, the National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference hold their annual meetings. Colloquially known as the A“Lianghui” or “The Two Meetings,” these two sessions are often used to introduce major legislative changes. This year’s meeting session saw the first amendment of the Legislation Law, a law first enacted in 2000 to introduce a formal procedure for enacting new laws.

One of the key changes in the Legislative Law is that it now states that any introduction of new taxes, the setting or changing of tax rates and the regulation of tax collection must be enacted in a law promulgated by the National People’s Congress (NPC), China’s main legislative body.

The notion that tax law should be enacted by the NPC is not new. China’s constitution states that tax laws need to be enacted in a formal law, and the 2000 Legislative Law also said, in somewhat broader terms, that “the basic system concerning tax collection” can only be regulated through a formal law.

However, in 1984 the State Council (China’s highest executive organ) was authorized by the NPC to introduce business-related taxes by issuing provisionary regulations. This was done to speed up the legislative process during the early stages of China’s economic reform. These provisionary regulations can be issued much faster than a formal law enacted by the NPC. While granting the government a great degree of flexibility as China’s economy developed and matured, the need arose to have governance based more on the rule of law. To reduce legal uncertainty and increase transparency, the resolution authorizing the State Council to create provisional tax regulations was repealed in 2009. Of the 18 taxes presently in force, only three are formally enacted by the NPC; being the Individual Income Tax, the Corporate Income Tax and the Vehicle and Vessel Tax. The remaining taxes, including VAT, business tax and customs duties are provisionary regulations.

Following the amendment of the Legislative Law, the Legislative Affairs Commission of the NPC released a policy statement outlining how the principle that tax stipulations need to have their basis in a formal law will be implemented.

New taxes, changes in tax rate or other tax-related stipulations will no longer be enacted through State Council regulations. The existing tax regulations will now be converted into formal laws, with the full reform planned to be completed by 2020.

What Does This Mean for Foreign Investors? The formal enactment of a law by the NPC follows a set procedure that is more involving and sophisticated than State Council regulations, which are of a lower order. For example, once a draft law is put on the agenda of the NPC’s Standing Committee, it needs to be made public. After it has been made public, the general public must have at least 30 days to offer suggestions on the draft bill. This requirement does not apply to State Council regulations.

With tax-related stipulations now required to be introduced through the formal legislative process, foreign investors can expect to know much sooner in advance when tax law is being amended, or when new taxes are introduced. This enables companies to form a better idea of their tax liability, and facilitates tax planning. The reform is an important step towards more legal certainty and transparency.

One of Europe's four fashion capitals, Milan is famous for its couture, cuisine, churches, the opera, da Vinci's Last Supper fresco, and its love for luxury. This year, this hardworking city, Italy’s business and financial capital, hosts the 2015 Milan Expo. Visitors will come in droves, for the Expo, but also for the shopping, dining and nightclubbing, paying homage to a beautiful city that leads the world in haute couture and cutting-edge design, as much as to its beautiful people.

See The brainchild of feudal overlord Gian Galeazzo Visconti, the Duomo, was one of the world's slowest building projects: begun in 1386, it was only finished in 1965. It was worth the wait: a glorious vision in pink and white marble with 3,200 statues, 146 stained-glass windows and 135 spires. The 360-degree panorama from the roof of the Duomo gives not just the best but the only really comprehensive view of central Milan on a clear day - the view stretches north to the Alps. The majestic Teatro alla Scala is the world’s most famous opera house. Virtually all opera singers of note have trodden its boards in front of six stories of boxes and crimson-lined galleries. The season usually begins in December. The Galleria Vittorio Emanuele II, two glass-vaulted 19th-century arcades, links two of the city’s biggest landmarks, the Duomo and Teatro alla Scala. The four-storey arcade is filled with elegant boutiques selling everything from haute couture to high art. In a city filled with artistic masterpieces, one not to miss is Leonardo da Vinci’s The Last Supper, in the church of Santa Maria delle Grazie. Since the Tuscan master's severely faded al secco wall-painting, known in Italian as the Cenacolo Vinciano, was reopened to public view after restoration in 1999, admission has been by appointment only, in groups of 25. Those who turn up without a booking are admitted only in place of no-shows; expect a wait of an hour or more. Bookings should be made at least a week in advance for Saturday and Sunday slots; during the week, two days' notice is often enough. Parco Sempione is the city’s best park, with an aquarium and the Torre Branca steel tower, and fantastic city views. Its Palazzo dell’Arte houses the Triennale di Milano, showcasing top Italian design. Eat

Eat The numerous openings in this fashion-forward city have made its foodie landscape one of the most exciting in Italy right now.The city’s nightly aperitivo sees glasses of wine or beer come with an endless buffet of antipasti, bruschetta, cured meats and seafood. There’s a great selection at 10 Corso Como, which has a beautiful courtyard lit at night by a canopy of fairy lights. Food and wine emporium Peck first opened its doors as a deli in 1883 and now has a wine bar and a dining room upstairs. The food hall is the best in the city, stocked with a huge selection of Parmesan cheeses. Other treats include chocolates, pralines, gelato, seafood, caviar, meats and pâtés. One of the few true osterie (hosted taverns) left in the city, Osteria della Lanterna serves homemade pasta and gnocchi. The owner-cook introduces dishes in the Milanese dialect. For casual fare, Taglio is a deli, restaurant and café in one, serving simple meals (risotto alla Milanese; grilled mushrooms) made from local gourmet ingredients, many of which are for sale.

Hands ON with the MASERATIGhibli

ust this weekend , while having breakfast, my erstwhile 16 year old daughter, at that precocious age where, like all teenagers everywhere, think they know everything, announced that one particular neighbor up the street had just Jbought a new Maserati Ghibli. “ Aha! “ I thought, “ This is where I put her in her place! She doesn't know much about cars; when we were travelling in Hongkong, Singapore and Australia, she didn't even notice that the steering wheel and the people were driving on the wrong side.”

I also happen to know that a month ago that this same neighbor had just bought a new Jaguar XF. So it was inconceivable to me that they had gone and bought a Maserati Ghibli only 30 days after acquiring a beautiful, dark green machine from England.

“ It’s white …” my daughter added, burying any hope I had of putting her in her place.

So , I went for a neighborly stroll, and true enough, in this guy’s driveway, was a beautiful piece of Italy. The morning sun was just high enough to hit its windshield while the rest of the body was still in shadows. I clenched my fists and bit my lip. It was all I could do. The Maserati Ghibli was just so achingly pretty.

The new Jaguar in the shadows of the garage seemed to look at the Maserati sullenly. I would too, if I were the Jag. Just a couple of fortnights ago, I was the star, the new baby… now, I’m relegated to a dark corner of the garage.

Our neighbor, doing what I would have done if this were my car, probably sitting in his kitchen, sipping coffee, looking outside the window at his new acquisition, must have seen me. I’ve always been friendly with their family; he and his kids have always battled with me in various kart circuits in the country.

He came out and we chatted a bit, mostly about the car, why he bought it (like me, he obviously thought the car was a beauty ) and his fears (he has never had an Italian car before and doesn't really know what to expect .)

And then he asked, “ Would you like to go for a spin ? “ followed by the magic words “ You drive.” The heavens opened and angels sang! Music to my ears! Speak up and really quiz your doctor and ask him/her if it is completely necessary for you to take the antibiotics. Antibiotics destroy gut flora, both good and bad, and chronically taking antibiotics will absolutely harm your long-term health. 2. Take a reliable probiotic supplement. Probiotics usually come in pill form, and are specifically designed to promote and add to healthy gut flora. Take them regularly, and cycle on and off of them in a 3-4 week cycle. 3. Be sure to eat enough fermentable fiber which can be found in fresh fruits and vegetables. Make sure you are eating some well-washed raw vegetables as often as you can. Healthy digestion affects every other system in the body and healthy gut flora is the active agent breaking down the food you eat. We are living an unnaturally modern, urban lifestyle which is likely unsupportive to our good bacteria. Listen to what your gut feeling is telling you...let’s address the source of the problem instead of its symptoms and take care of our gut bacteria!

“The Architect”: Andrea Pirlo

Magazine editors have a way of rhapsodizing over Italian football superstar Andrea Pirlo, one even going so far as to hail him as “the world’s greatest living human man.” True, Mr. Pirlo has been one of the best midfielders in world football for years and, even as a veteran, is still able to change a game with a single pass. His style has been described as incisive, calm, a silky midfielder with incredible vision. He is one of the most accurate passers in the game and is a free-kick specialist. Still, he is no Cristiano Ronaldo or Lionel Messi.

What justifies the unparalleled adulation and man crushes? Men all over the world don’t just want to be like Andrea Pirlo; they want to BE Andrea Pirlo. Is it that uncontrived Italian flair, that inherent masculine grace and elegance on and off the pitch? Or, is it really all about that perfect hair? At 36, at an age when most footballers are cashing in on retirement, this Italian superstar in his prime made headlines last year when his club upped his contract for another two years. Mr. Pirlo made his club debut at Brescia aged just 16 years old and by the time he was 18, he had been snapped up by Inter Milan. His brother Ivan was apparently the better footballer when they were boys, but could only play at Serie C2 standard while Andrea was promptly nicknamed "l'architetto" (the architect) by the Italian media.

However, it was not until Mr. Pirlo swapped allegiances in Milan and joined the Rossoneri in 2001 that he really established himself as one of the best playmakers in the game.The Flero-born player became the deep-lying metronome that manager Carlo Ancelotti built his team around and the midfielder's rarely misplaced passes helped Milan win the Italian Cup, the Serie A title and two UEFA Champions League titles. Drifting out of the Milan side in 2011, he moved to Juventus and was an immediate success as he helped the Old Lady to win the Serie A title unbeaten and confirmed his repuatation as one of the best in the business.

"The biggest regret I have had in my career as Inter president was selling Pirlo to Milan. It was my decision to give him away and this was clearly a big mistake." Inter chief Massimo Moratti.

A key player in the Italian national team since his debut in 2002, Italy with Mr. Pirlo on the squad, won the 2006 World Cup and he put in some wonderful performances in helping his side to the final of Euro 2012 ,where they eventually lost out to a dominant Spain. He continues to be Juve's star player. 26 PAPER MAGAZINE yummy All About The Dumplings: Din Tai Fung

here is no doubt that Taiwanese dumpling icon Din Tai Fung is now known Tinternationally for its xiaolongbao (Shanghainese soup dumplings). Even superstar Tom Cruise dropped by the chain’s Taipei outpost to learn the art of making xiaolongbao on his visit to Taiwan two years ago. It was named one of the top ten restaurants in the world by the “New York Times” in 1993. Then, the restaurant's first Hong Kong branch in Tsimshatsui was awarded one Michelin star by the Hong Kong and Macau 2010 edition of the Michelin Guide. The restaurant's second Hong Kong branch in Causeway Bay was also awarded one Michelin star. From that point on, Din Tai Fung embarked on an ambitious global expansion, from Asia to the United States. Now, it’s finally in Guangzhou. While Din Tai Fung actually has an extensive menu and we particularly like the chicken soup, mung bean noodle xiaochi and dandan mian, at the end of the day, it’s really all about the dumplings. And here, Din Tai Fung certainly doesn’t disappoint. The xiaolongbao selection is perfection, with the black truffle ones as our particular weakness. Din Tai Fung founder, Yang Bingyi and his wife, had originally started selling cooking oil in Taipei and only turned over half the shop to making and selling xiaolongbao when the oil business slowed. The xiaolongbao proved so popular that the shop stopped selling oil altogether and became a full-fledged restaurant in the 1980s. And thank goodness for that!

Din Tai Fung is open daily from 10 am to 10 pm. Taikoo Hui, Mezannine Level #35, Tianhe District, Guangzhou. Tel: (+020) 3808 8181 Beans Meatballs and Chili Sauce Ingredients for 6 persons -3 tablespoons of olive oil -2 bell peppers -4-5 mild chili peppers -4 garlic cloves, chopped -1 celery stalk -1 tablespoon of tomato paste -500ml chicken broth -1/2 rosemary sprig -1/2 oregano sprig -250g minced pork meat -1 red beans can (about 400g) -1 large egg white -1 pinch of cumin, garlic and ginger powder -1 large egg + 1 egg yolk -150g couscous

Burn the bell peppers skin over fire till all black. Put them in a bowl, cover with cling film and let them cool down. Remove the skin and core. Cut bell peppers, chilis and the celery stalk in small cubes, then combine together with garlic, tomato paste and olive oil in a small saucepan. Cook quickly over medium-high heat for 1 minute. Pour chicken broth inside the saucepan, add herbs and a pinch of salt. Bring to a simmer and cook for 15 minutes. For the meatballs, puree beans first with a hand mixer or simply crush them with a fork. Combine in a big bowl the beans, minced meat, egg white, spices and salt. Blend with your hands until mixed well. Shape one-spoon portions into balls, not too big. Once it’s done, put 15-20 minutes in the freezer. Cook the couscous as written on the box. Be sure grains are well separated. In a small bowl, whisk together the egg, egg yolk, a pinch of salt and a teaspoon of oil. Take the meatballs from the freezer and, one by one, dip into egg mixture, letting excess drip off, then coat with couscous. In a large saucepan, heat canola oil over medium-high heat. Fry balls until a dark golden crust has formed on the outside. Serve with sauce. Bon appétit!

NERO!NERO [Black] was born out of an intuition that made Conti Zecca winery introduce, in the eighties, some selected clones of Cabernet Sauvignon from different areas chosen among the 320 hectares of their plantations. Fifteen years of excellent qualitative results later, it was decided to create a blend of wine made from Negramaro grapes. NERO is a 45-year-old vineyard, composed of different and ancient clones of Negramaro grapes.

NERO was commercialized for the first time in 1999 with the 1997 vintage and from the beginning, was well received in the market. The vintage 1998 was presented with the definitive blend that characterizes it up to the present day: 70% Negramaro and 30% Cabernet Sauvignon. It was a great success with recognition from all the experts who immediately identified in this wine a great new element in the regional and national Italian wine scene which represented a marriage between a native Apulian vine, Negroamaro (that with 70% of the proportion maintains the typicality of the wine) and an international vine, Cabernet Sauvignon (which enhances and complements the quality).The Nero’s qualitative evolution, from 1998 to 2011, has constantly been positive because of the growing acclimatization of the Cabernet Sauvignon vines and of the agronomic and oenologic studies developed by Conti Zecca.

Conti Zecca Winery’s most important prerogative is to be an agricultural farm. That is why the company is able to control the entire process: from the implantation of the vineyard, to the grapes picking, the wine-making and the wine’s marketing. By controlling what happens in the vineyard, through its agronomic management (vine cultivation, pruning, thinning, chosen of harvest time, etc.

32 PAPER MAGAZINE crucheers Sunset Parties: Villa Rouge Re-Modeled There was a time when La Villa Rouge, that hiddenLa gem of a bar/lounge tucked away next to one of the footbridge staircases and escalators serving as an artery connecting Huacheng Square Park to the heart of Guangzhou’s new Central Business District, was simply wasting away, a forlorn whiff of neglect, dust and disrepair hanging around what could potentially be a really cool garden-based bar and lounge. Well, this time, there’s no need now for summertime sadness as La Villa Rouge is model-ready for a reincarnation with its new, white-hot, open air Sunset Parties, just in time for Guangzhou’s scorching hot summer season.

Thanks to Guangzhou-based German model slash DJ, Maxim Thierry, and his international cabal of Instagram-ready, extremely photogenic, fun and sun-loving friends, the Sunset Parties are gradually reviving La Villa Rouge, breathing life back into what may be Guangzhou’s best-kept secret: a cool alfresco party venue with a long bar fronting a deck with sexy divans, sun umbrellas and a woven, bird cage-like structure housing the DJ, strewn amidst the lush, green grass and trees of an urban park, with nighttime views of a Bladerunner-like skyline, the financial district’s soaring skyscrapers and the distant Canton Tower glittering in the night.

Like similar such parties in most European urban parks, but also in Mediterranean and Southeast Asian beach playgrounds (think Ibiza, Bali), the Sunset Party really kicks off on weekend afternoons and music plays an instrumental role in what starts off as a laidback, chilled beach lounge type of vibe. Around the magic sunset hour towards evening, the crowd’s mood picks up more energy along with the music and winds down again towards late night, when the club rats start scurrying towards the city’s late-night clubs and the remaining people are more invested in lounging over interesting conversation and company. While La Villa Rouge has an extensive beverage menu, complete with liqueurs, cognacs and wines geared more to impress than to sell, the Sunset Party also has a more compact list, consisting of reasonably priced, party-friendly cocktails and beers, as well as handy bar snacks and nibbles (including the Spaghetti Ice Cream, the monster size of which costs RMB 128. To steal a drinks deal, swing by the Sunset Party from 2 pm to 6 pm and get 3 drinks for only RMB 100.

There are plans for a new cocktail menu to be launched in time for summer and perhaps, weeknight outdoor cinema screenings, so Sunset Party followers have more to get stoked about in future.

It was said to be created early in 1830 during Cuba’s revolutionary period, or even earlier, based on the recipe of a famous pirate drink “Draque”. With the revolution of cocktail creation and the current trend of using fresh ingredients in cocktails, which G Bar’s team used to adopt with its own unique recipe, nothing goes down as smoothly as an ice-cold Mojito cocktail this summer at G Bar.

The British School of Guangzhou recently announced the creation of The Juilliard-Nord Anglia Performing Arts Programme. Welcoming the announcement, the Principal of The British School of Guangzhou, Mark Thomas said: “We are very excited for our students and staff to have the honour of working with such a prestigious organisation as The Juilliard School. Nord Anglia Education students, faculty and parents will also enjoy school-based engagement with Juilliard artists in the geographical vicinity or on tour. To work that off, pop into the sleekly equipped Fitness Center or seek refuge in the Spa.
