I am directed by the Secretary of State to say that consideration has been given to the report of the Inspector, Jonathan G King BA(Hons) DipTP MRTPI, who held a public local inquiry between 25 June and 5 July 2013 into your company’s appeal against the refusal of Cumbria County Council (“the Council”) to grant planning permission for the development of a waste management facility for Low and Very Low Level Radioactive Waste (LLW & VLLW) comprising: enabling restoration, propose-built disposal area, waste reception building, surface water attenuation lagoons, weighbridge and gate house, access roads and ancillary development (application reference 4/10/9001, dated 18 December 2009) at land at Keekle Head Open Cast, South of C4006, Nr Pica, Workington, CA14 4QF. 2. On 19 February 2013 the appeal was recovered for the Secretary of State's determination, in pursuance of section 79 of, and paragraph 3 of Schedule 6 to, the Town and Country Planning Act 1990, because the appeal involves proposals for development of major importance having more than local significance. Inspector’s recommendation and summary of the decision 3. The Inspector, whose report is enclosed with this letter, recommended that the appeal be dismissed and planning permission refused. -

Hillcrest & Hensingham Electoral Division Profile 2017 Overview of Electoral Division Hillcrest and Hensingham is an electoral division of the district of Copeland, named after two estates within the division, both suburbs of the town of Whitehaven. The division also spans across some of the rural North East Copeland, covering the civil parish of Weddicar. The area hosts a number of Whitehaven’s key community assets including: Whitehaven Fire Station, Copeland Pools, Copeland stadium and Whitehaven Golf Club as well as both of Whitehaven's secondary schools and Mayfield, the Physical and Sensory Specialist School for Copeland. Within the division also lies Castle Park. Parts of Hensingham that you would expect to be within the division, including Hensingham square and West Cumberland Hospital, fall into the boundaries of the neighbouring division of Mirehouse. Keekle is a small, but active community with its own community play park which is under Keekle Bridge, next to the viaduct. Whitehaven Town Council was formed in May 2015, before this Whitehaven hadn’t had a “Town Council” since 1975. This Electoral division is represented by two town councillors one for Hillcrest ward and one for Hensingham ward. The programme was delivered by Cleator Moor Development Ltd, a community led organisation. The positive outcomes of the Programme are: 1. The Programme has raised the profile of the area and has given residents a sense of worth. 2. It has developed a local delivery network and encouraged more locally led projects. 3. It encouraged a number of organisations to work together for the benefit of the town. 4. The Programme provided a consultation forum with access to a wide range of organisations. 5. It supported many successful projects; those with the most impact were associated with the local sports clubs, improving the physical appearance of the area, increasing the support available to families and increasing the number of people gaining benefit from community managed financial services. -

ENVIRONMENT AGENCY 0 6 8 6 3 7 THE VISION THE N.RA.'S VISION FOR THE DERWENT AND CUMBRIA COAST Much of the catchment lies within the Lake District National Park where water is a vital part of this nationally important landscape. The area has a rich heritage and has historically attracted artists and poets. Today The Lakes draw in large numbers of tourists who together with local communities enjoy it’s exceptional qualities. The waters of the catchment support an important ecology including significant fisheries for salmon and sea trout. The river Derwent is one of the premier salmon rivers in the country. Consequently the health of the catchments’ waters is critical in maintaining the quality of the environment in this area and in supporting the local community and its economic well-being. The plentiful supply of clear water is an important resource for industry and drinking water supplies both on and off the catchment. The N.R.A, will seek to work with all appropriate parties to maintain that which is already excellent and seek to achieve and maintain improvements where necessary. Key objectives will be> Prevent enrichment of the catchments lakes and rivers. Ensure coastal sewage discharges are improved to minimise aesthetic problems, reduce pollution, and comply with requirements of the E.C. -

The new Local Plan will replace the December 2013 Core Strategy, for which the Council had previously been preparing an accompanying Site Allocations and Policies Plan. This underwent a consultation period of the Preferred Options in January – February 2015. However, in May 2017 a decision was made to suspend preparation of this document since the allocations proposed in the Core Strategy could not demonstrate a five year housing supply. -

They set out details of the consultations that were carried out between 2005 and February 2010. 2 PLANNING AND COMPULSORY PURCHASE ACT 2004 THE TOWN AND COUNTRY PLANNING (LOCAL DEVELOPMENT) (ENGLAND) REGULATIONS 2004 (as amended) CUMBRIA MINERALS AND WASTE DEVELOPMENT FRAMEWORK SITE ALLOCATIONS POLICIES AND PROPOSALS MAP REGULATION 30 PRE-SUBMISSION CONSULTATIONS STATEMENT This is a statement by Cumbria County Council that sets out who was consulted, and how they were consulted, during the preparation of the Site Allocations Policies Development Plan Document and the Proposals Map. It summarises the main issues that were raised in the consultation responses and how these have been addressed in the documents that are being formally submitted to the Secretary of State. April 2010 3 PREFACE There have been ten separate formal consultation exercises relating to the siting of minerals and waste management developments over an extended period from 2005. This is partly because, until 2007, the consultations about sites and maps were carried out at the same time as those for the Core Strategy and Development Control Policies. In 2007, the County Council was persuaded that further work related to sites should be delayed until the Core Strategy had been submitted and had completed its process of examination by the Planning Inspectorate. Accordingly, work on sites did not recommence until February 2009. -

COUNTY COUNCIL LOCAL COMMITTEE FOR COPELAND Paper No Meeting date: 2nd June 2010 From: Chief Executive 9 COMMUNITY ENGAGEMENT ACTIVITY 2009/10 1.0 EXECUTIVE SUMMARY 1.1 This report provides members with an overview of community engagement activity from 1st April 2009 to 31st March 2010. 2.0 STRATEGIC PLANNING AND EQUALITY IMPLICATIONS 2.1 The Local Government and Public Involvement in Health Act (2007) confirmed a new approach to improving public services and community well being through the Local Area Agreement (LAA). This approach emphasised far more opportunity for local empowerment within an overall national and sub-region framework. The Act also imposes a ‘duty to involve’ communities on all public bodies and the ‘Councillor Call for Action’ through which community concerns can be identifies measures by which specific community concerns can be addressed. None of these duties does more than codify what any effective service public service should do as a matter of course. 2.2 Specific actions within the LAA focus on greater community influence, cohesion, confidence in the neighbourhood and strength of the third sector. The Council recognises this ‘stronger’ communities work, as a vital cross cutting approach to improvement in public services. The Community Strategy, Council Plan and specific service plans each include actions to support these priorities. 2.3 This work is at the heart of the Council’s delivery of its responsibilities to increase residents’ perception that they can influence decisions that affect them (National indicator 4). 3.0 RECOMMENDATION 3.1 Members are asked to note and comment on the report.
