FIRST MONTHLY MEETING

Council met for their first monthly meeting at the Municipal Council Chambers on Thursday, June 1, 2017 at 7:30 pm. Present were Mayor Michael Donohue, Deputy Mayor Robert Dick, Councillors Kevin LeGris, Mike Quilty and Bob Hall.

Staff members present were Clerk-Treasurer Annette Gilchrist, Deputy Clerk- Treasurer Bill Piasetzki and Public Works Superintendent Chris Kunopaski. From the press was Bruce McIntyre from the Eganville Leader.

Mayor Michael Donohue called the meeting to order at 7:45 p.m. followed with a moment of silence.

The County of Renfrew Planning Activity Tracker for the month of March 2017 was reviewed by Council and accepted as information.

The Minutes from the April 18, 2017 meeting of the Admaston/Bromley Public Library with Treasurer and Librarian’s Reports were reviewed by Council and accepted as information.

By-Law 2017-31 being a by-law to amend by-law 2017-01 appointing certain Township officers and committees was presented to Council and the following resolution was passed:

Be it resolved that Council approves a By-Law to amend By-Law No 2017-01 appointing Kristine Selles as a new member to the Douglas Recreation Committee. “Carried“ Councillor LeGris reported on the Town of Renfrew Public meeting regarding recreation and the installation of a pool or second ice surface at Mateway Park. The options discussed ranged from a cost of $7 Million to $12 Million.

Public Works Committee – Chair Robert Dick, All of Council

Council reviewed a report regarding the Osceola landfill expansion application.

Upon consideration the following resolution was passed:

Be it resolved that Council authorize the withdrawal of the application for expansion of the Osceola Landfill Site and refund of the fees paid to date;

And further that staff is hereby directed to work with Jp2g to develop an application for an emergency extension. “Carried”

Public Works Superintendent Chris Kunopaski gave a power point presentation on the drainage improvements and repairs to Pucker Street.

Budget and Finance and Human Resources - Chair Michael Donohue, Committee Member - All of Council

Deputy Clerk-Treasurer Bill Piasetzki presented Council with the Cash Management Report for the period ended April 30th, 2017.

A report was reviewed outlining Council’s practice to cancel a summer meeting for holidays. Upon consideration the following resolution was passed:

BE IT RESOLVED that the July 20th, 2017 Council meeting be cancelled and that Staff prepare a Notice to be advertised in the local papers and on the Township website and social media sites. “Carried”

Protective Services – Chair Mike Quilty, Committee Member Robert Dick

The following minutes and reports were reviewed by Council and accepted as information:

 Minutes from the Police Services Board Meeting held April 25, 2017  Letter from Father P. Brady McNamara regarding speeding traffic on Highway 60 by the Church and School

Councillor Quilty reported that the Police Services Board discussed the letter from Father McNamara and the OPP enforcement of the speed limit as well as the 2017-2018 Ride grant of $8950.00 which was applied for through Inspector Colin Slight.

Councillor Quilty further reported that Collision Reports will now be kept in an electronic data base by MTO in Toronto. There will be a onetime fee of $250 and a cost of $14 per report. Robert Dick stated that the Fire Department requests reports 0 to 5 times per year and currently the cost is $45 per incident. By-Laws

CORPORATION OF THE TOWNSHIP OF ADMASTON/BROMLEY

By-Law No. 2017-33

Employment By-Law for the Township of Admaston/Bromley Employees

WHEREAS the Council of the Corporation of the Township of Admaston/Bromley deems it advisable to employ Township Staff under and subject to the provisions of a by-law;

AND WHEREAS the Ontario Municipal Act empowers Council to pass such a by-law regulating the appointment, duties and remuneration of such staff;

NOW THEREFORE the Council of the Corporation of the Township of Admaston/Bromley enacts as follows:

PART 1. Short Title

1.1 This by-law may be cited as the “Employment By-Law”.

PART 2 - Insurance and Health Benefits

2.1 Pension

The Employer shall authorize participation in the Ontario Municipal Employees Retirement System (“OMERS”) primary pension plan. All future full-time employees shall participate in OMERS. Subject to enrolment requirements, part-time employees may participate in OMERS if they qualify as set out in Section #C-2 in the Human Resources Policy.

2.2 The Employer shall provide a R.R.S.P. Pension Plan Program for current employees who do not wish to participate in the OMERS primary pension plan. Effective November 1, 2011, Municipal contributions will be equal to OMERS contribution rates for salaried employees and hourly rate wages based on a 40-hour workweek. The employee must match the employer’s contribution to the plan.

2.3 Insurance and Health Benefits

The Employer shall provide Life Insurance Coverage, Long Term Disability and a Health Benefit Program. The employer shall pay the premiums.

Life Insurance Accidental Death and Dismemberment Insurance Long Term Disability Extended Health Care Plan Dental Insurance

2.4 Vision Care – Eye exams, surgery, glasses and contact lenses provided by a licensed optometrist to a maximum of $200.00 per calendar year per family for full time employees, their spouses and children as defined in the Explanation of Common Insurance Terms under the Township Group Benefit Program.

PART 3 - Paid Holidays

3.1 Thirteen paid holidays shall be provided. Specific days are outlined in the Human Resources Policies and Procedures Manual. PART 4 - Other Allowances

4.1 Car Allowance

Mileage shall be granted to those employees who are required to have a vehicle and use it routinely in the performance of their duties. For the use of cars authorized by the employee’s supervisor, employees will receive $0.50 per km. for the first 5,000 km. and $0.45 cents per km. for all additional km. per calendar year effective January 1, 2008.

4.2 Uniform and Safety Footwear Allowance

Employees who are required by nature of their job to wear uniforms and/or safety footwear on a regular basis shall be reimbursed for the following upon presentation of invoices:

i) One pair of safety footwear per year up to a maximum of $200.00. ii) One pair of safety coveralls or safety coat per year. iii) Additional Safety Wear and Clothing per year up to a maximum of $200.00. iii) All other safety apparel requirements will require Council approval.

PART 5 – Rates of Pay

5.1 Schedule “A” – Salary Grid and Classifications

5.2 The insurance health benefits and pension program is provided to all full- time employees. All permanent part-time employees will receive an additional 14.1% of their pay in lieu of benefits (5.9% if participating in the Pension Plan).

PART 6 - Enforcement and General

6.1. Matters pertaining to working conditions and employment are also set out in the Human Resources Policies and Procedures Manual. The manual should be referred to for additional information about the employment conditions contained in the by-law.

6.2 The Budget Finance & Human Resources Committee shall recommend any other amendments to this by-law to Township Council in the form of a replacement by-law.

6.3 The Clerk-Treasurer shall be responsible for the administration of this by- law and will be accountable to the Council for its enforcement.

6.4 This by-law shall not be interpreted to contradict or violate any statute or regulation of the Province of Ontario.

6.5 By-Law No. 2013-12 and 2015-22 are hereby repealed.

6.6 This by-law shall come into force and be effective on July 1st, 2017

BY-LAW No. 2017-34

A BY-LAW TO CONFIRM PROCEEDINGS OF THE COUNCIL OF THE TOWNSHIP OF ADMASTON/BROMLEY AT THE MEETING HELD June 15th, 2017

WHEREAS Subsection 5(1) of the Municipal Act, 2001, S.O. 2001, Chapter 25, as amended, provides that the powers of a municipal corporation are to be exercised by its Council;

AND WHEREAS Subsection 5(3) of the said Municipal Act provides that the powers of every Council are to be exercised by by-law;

AND WHEREAS it is deemed expedient and desirable that the proceedings of the Council of the Corporation of the Township of Admaston/Bromley at this meeting be confirmed and adopted by by-law;

THEREFORE the Council of the Township of Admaston/Bromley enacts as follows:

1. That the actions of the Council at its meeting held on the 15th day of June 2017 and in respect of each motion, resolution and other action passed and taken by the Council at its said meetings, is, except where the prior approval of the Ontario Municipal Board or other body is required, hereby adopted, ratified and confirmed as if all such proceedings were expressly embodied in this by-law.

2. That the Head of Council and proper officers of the Corporation of the Township of Admaston/Bromley are hereby authorized and directed to do all things necessary to give effect to the said action or to obtain appropriate approvals where required, except where otherwise provided, and to affix the Corporate Seal of the Corporation of the Township of Admaston/Bromley to all such documents.

3. That this By-Law shall come into force and take effect upon the passing thereof.

Two, four, six, eight, now it’s time to estimate —before you put a stack of folded towels on the shelf or fill a bowl with peaches, ask your child to estimate how many will fit; then count afterward to compare. What does a hundred look like? –start making collections of things (rubber bands, watermelon seeds...) Grocery Math—get out the advertisements announcing sales and have your child look at the specials on fruit and determine how to spend $10.00 Cook up the math game—cook with your child— estimate how many tomatoes will be needed to double the recipe for sauce; if you put 10 slices of mushroom on pizza, ask your child to put on twice as many olive slices; how much is that? Mother’s Day Social

May 12th Admaston welcomed moms, grandmas, aunties, and other special people in our children’s

Musical

Admaston Public School presented two performances of “The Adventures of Captain Starblaster!” May 17 at noon and 7pm. The

audience was captivated by the performers. Special gratitude to Mrs. Martin for her time and efforts directing this musical, as well as Mme Rattray, students and volunteers for their work on the

backdrop and props.

A note from Mrs. Martin: Here is to another fun filled and very

successful musical season!!! It was an absolute pleasure to work with this very dedicated group of actors and actresses! They made it look so easy! Thanks to the families for their support and the

staff for letting me do it and taking up the gym! Thanks Mme Rattray for the help with props! Can't wait to do it again but maybe after a little rest first!!!

ELECTION OF EXECUTIVE MEMBERS  Parents/guardians will run without declaring a position.  All executive positions shall be decided at the first meeting of the new executive members.  Unless all executive members of the SCHOOL COUNCIL are new, the position of Chair and Treasurer shall be decided from a list of executive that sat on the previous SCHOOL COUNCIL – this is to ensure continuity.  Elections shall be held at the September annual general meeting. [Sept. 19/17]  The SCHOOL COUNCIL will post advance notice of the election. The call for nominations should be posted within the school, inserted into the Schools monthly newsletter or made available for as wide a distribution as possible.  A formal written declaration of candidacy/nomination must be submitted to the school’s administration office, one week prior to the election held at the September meeting. All declarations will be collated by the Chair and Principal.  All candidates, if number more than the available open positions, should be prepared to make up to a 5 minutes presentation at the September meeting.  Open Parent/Guardian positions shall be filled by candidate(s) who has (have) the most votes through a secret ballot vote at the September meeting.  Parents/Guardians shall be elected by the Parents/Guardians of students enrolled in the school.  If there is not more or equal number of candidates for open positions, those candidates shall be acclaimed as an executive member of the SCHOOL COUNCIL.  If there are not enough candidates for open positions, then the current sitting executive of the SCHOOL COUNCIL may appoint a qualified person to fill that position.

May 15th the Admaston foyer was filled with the sounds of choral music as the Admaston school community joined to enjoy the Renfrew Children’s/Youth Chorus, under the direction of Jessica Belanger. Before and After School Program Thank you to parents who completed the Before and After School Program Survey. We have collected all the responses from our school and at this time there is not sufficient interest in running a Before and After School Program for the 2017-2018 academic school year. Friday, May 26th, Mr. Pino Buffone, our Director, visited Admaston. In the kindergarten he got to see a tornado in a jar. In the Grade 1 class he saw children personalizing butterflies. In the Grade 3 class he listened while the children consolidated their learning about root hairs on plants. While in the Grade ½ class, he listened as the children explained their arrays. Finally, at the end of the day, Mr. Buffone helped Mrs. McGregor with bus dismissal. Welcome to the Admaston Family, Mr. Buffone!! Healthy Kids Community Challenge Day at Opeongo High School

Students in Grade 4-5 from Admaston P.S. and St. Mike’s School in Douglas took part in the Healthy Kids Community Challenge Day at Opeongo High School on Wednesday, May 31st.

Thanks to the Township of Admaston/Bromley for co-ordinating and covering the costs for our students to participate in a very exciting day.

The students enjoyed their day (bugs?? – not so much). They practiced building a fire, knot tying, identifying insects, using compasses and hiking. They also enjoyed field play and a BBQ lunch.
