Minute of Meeting of the Scottish Borders MINUTE OF MEETING OF THE SCOTTISH BORDERS LICENSING BOARD held in Committee Rooms 2/3, Council Headquarters, Newtown St Boswells on Friday, 26 September 2014 at 10.00 a.m. _________ Present:- Councillors W. Archibald (Convener), J. Campbell, J. Greenwell, G. Logan, D. Paterson, R. Stewart, B. White. Apologies:- Councillors B. Herd, J. Torrance, T. Weatherston. In Attendance:- Mrs. A. Isles, Legal and Licensing Services Manager, J. Wilson, Licensing Team Leader, I. Tunnah, Licensing Standards Officer, K. Mason, Democratic Services Officer, Inspector C. Wood, PC C. Lackenby, PC P. Robertson (Police Scotland). MINUTE 1. The Minute of Meeting of 22 August 2014 had been circulated. DECISION APPROVED and signed by the Convener. LICENCES ISSUED UNDER DELEGATED POWERS 2. For Members’ information there had been circulated copies of a list of licences issued under delegated powers for the period 13 August – 16 September 2014. DECISION NOTED. 3. LICENSING (SCOTLAND) ACT 2005: (a) Section 29: Applications for Variation of Premises Licence. The Board considered the following applications for Variation of Premises Licence:- (i) Co-operative Group Food Limited Co-op Food 70 High Street Selkirk Amendments to operating plan and layout plan: Addition of recorded music as an activity within and outwith licensed hours; Capacity increase to 28.6m² (inaccessible area 2.1m²and accessible area 26.5m²) - currently 17.25m². No representations had been received. Mr Alistair Macdonald of Macdonald Licensing appeared on behalf of the Co-operative Group Food Limited, he was accompanied by Mr Colin Telfer, Manager, Co-op Food, 70 High Street, Selkirk. Mr Macdonald explained that the Co-operative Food Group Limited had undertaken a national policy to refurbish and upgrade their premises. In responding to a question raised by Councillor Campbell in respect of the capacity increase, Mr Macdonald advised that the actual increase in the area was not that significant and that it was well below the Licensing Board’s Policy Statement Guidelines. The Legal and Licensing Services Manager advised that the Licensing Standards Officer had appraised the layout plans for the premises and made reference to a certain degree of confusion in regard to the required measurements for layout plans at the time of transition in 2009 which varied from Board to Board. DECISION GRANTED. (ii) Co-operative Group Food Limited Co-op Food Peebles Road Innerleithen Amendments to operating plan and layout plan: Capacity increase to 39.16m² (inaccessible area 2.1m²and accessible area 37.06m²) – currently 24.75m². No representations had been received. Mr Alistair Macdonald of Macdonald Licensing appeared on behalf of the Co-operative Group Food Limited accompanied by Mr Craig Boggs, Manager, Co-op Food, Peebles Road, Innerleithen. Mr Macdonald restated the position that Co-operative Food Group Limited had undertaken a national policy to refurbish and upgrade their premises as explained fully in the previous application. DECISION GRANTED. It is largely the fruit of many pleasant hours of botanising by the author and a few others and as such reflects their particular interests. History of Plant Recording Peeblesshire is thinly populated and has had few resident botanists to record its flora. Also its upland terrain held little in the way of dramatic features or geology to attract outside botanists. Consequently the first list of the county’s flora with any pretension to completeness only became available in 1925 with the publication of the History of Peeblesshire (Eds, JW Buchan and H Paton). For this FRS Balfour and AB Jackson provided a chapter on the county’s flora which included a list of all the species known to occur. The first records were made by Dr A Pennecuik in 1715. He gave localities for 30 species and listed 8 others, most of which are still to be found. Thereafter for some 140 years the only evidence of interest is a few specimens in the national herbaria and scattered records in Lightfoot (1778), Watson (1837) and The New Statistical Account (1834-45).

At the recent baptism of little baby Zara in Carlops Church the congregation continued their tradition of giving the little one the gift of a tree. A small tree about 18 inches tall with a few brown leaves, which looked on first sight a rather colourless and lifeless gift. Of course, it is a beautiful gift, full of potential and colour with fruit to bear in season reflecting the gift of a child and the gifts the little one has the potential to gift to the world. Trees are such powerful symbols, evidenced in the bible from the beginnings in the garden of creation and the tree of knowledge though to the leaves of the trees for the healing of the nations in the closing book of Revelation. The people of God were a wandering people who knew life in the scrubland of the desert, and then rejoiced when they could live in more fertile plains, knew the value of the sight of a treeline that promised water or strong trees from which to build security.
