The issue of accountability also becgme'a majorstumbling block in trying to bring ,last Fall's seven -week Detroit teachers' ,striketo an end. In an effort to remove this controversialissue from the negotiations, Governor William G. Milliken requested the State Superintendent.ofPublic Instruction to conduct a statewide study of themeaning, purpose, and methods of educational accountability and report hisfindings to the Governor, the Legislature, and the public. In fulfilling the Governor's request the StateSuperintendent proposed to. the State Board of Education a three step study. The State Board reviewed and approved that proPosalon December 19, 1973. As a first step in studying the issue of educationalaccountability, an independent agency -- the Detroit-based Market OpinionResearch firm -- was employed to conduct a public opinion survey to determine the public's understanding of the accountability concept and theirviews as to how increased accountability in educationmay be achieved. The survey was . designed to sample a representative group of the state'scitizens and provide opportunity to the general public toexpress their views on the accountability issue. "Part One of this present reportpresents the results of the Market Opinion Research Survey and describesat length how Michigan residents and Michigan' public school teachersperceive the concept of "educational accountability". As a second step, it was proposed that a series of public hearingson educational accountability be held, conducted by agenciesor individuals independent of the State Board of Education and theMichigan Department of Education. PartTwo of this present report, prepared by the independent Educational Accountability Hearings Panel, presentsa summary of the views held and expressed by Michigan's citizens during the course,ofthirteen public hearings on educational accountability.. The Third and final step in the study proposed that the SuPerintendentof Public Instruction would present his findings and conclusionsfollowing his review of the evidence from the public opinionsurvey and from the public hearings. The Superintendent now has completed that review and, based on that review, offers his findings and conclusions regarding educational accountability as Part Three of thisreport. 5 Because of the wealth of information provided through, the survey effort and the public hearings process, the reader is strongly encouraged to do his or her own review of Parts I and II prior to considering Part III -- the observations and conclusions of.-the State Superintendent of Public Instruction. In the public's view who should have the responsibilityfor making Michigan's public schools accountableto Michigan's citizens? Do these citizens perceive that their schoolsare accountable to them now?- These are the major questions this studywas designed to answer. The answers a come-from interviews with 1365 Michigan' adults. The study was conducted by Market Opinion Research, Detroit. Two, hundred of those interviewed were chosen asa random and representative sample of Michigan's public school teachers. The rest, 1165, were selected to represent the state's adult (18years and over) population. Now the samples were drawn and their presentatiyeness to the Michigan populations of citizens and teachers are detailed n the Statistical Appendix. 'Interviews with those in the population samplewere conducted between parch 20 and April 16, 1974, in their homes. Interviews with the sample of teachers were conducted between April 2 and 23 by telephone. Professional interviewers used structured questionnaires developed

    chapter 7 Waging Love from Detroit to Flint Michael Doan, Shea Howell and Ami Harbin Over the past five years the authors have been working in Detroit with grass- roots coalitions resisting emergency management.1 In this essay, we explore how community groups in Detroit and Flint have advanced common struggles for clean, safe, affordable water as a human right, offering an account of activ- ism that has directly confronted neoliberalism across the state. We analyze how solidarity has been forged through community organizing, interventions into mainstream media portrayals of the water crises, and the articulation of coun- ternarratives that center the experiences, needs, and collective power of those most directly affected. While our rootedness in Detroit leads us to focus pri- marily on the experiences of activists based there rather than in Flint, we insist throughout that the experiences, resistance, and aspirations of these commu- nities are best understood as interconnected and mutually empowering. 1 Resisting Emergency Management in Michigan Detroit has provided water to the City of Flint since 1967, the year of the Detroit Rebellion. Within a few years Detroiters had elected Coleman A. Young, one of the first and strongest African American mayors in the United States. Young’s election reverberated across the country. Many whites living in the Southeast Michigan region perceived emerging African American political power as a threat and, over the next several decades, abandoned cities for suburbs (Sugrue 2005). During the 1970s, nearly 250,000 jobs left Detroit and the city lost one- fifth of its population. Over the next decade, black unemployment had risen to 34 percent and the Metro Detroit region had the largest income differen- tial between city and suburbs of any major metropolitan area in the country.

Using archives official and unofficial - oral histories and archived document collections, self-published memoirs and legal documents, personal papers and the newspapers of the radical press – it portrays a city in flux. It was in the 1970s that the urban crisis in the cities of the United States crested. Detroit, as had been the case throughout the twentieth century, was at the forefront of these changes. This dissertation demonstrates the local social, political, economic and legislative circumstances that contributed to the dramatic increase in prison populations since the 1970s. In the streets, unemployed African American youth organized themselves to counteract the contracted social distribution allocated to them under rapidly changing economic circumstances.

    Annual Report of the WLAM Foundation May, 2004 The WLAM Foundation enjoyed a very successful year of supporting women's education, marked primarily by an increase in money raised for scholarships, an impressive accomplishment in a tough fundraising climate. The success of the Foundation is largely based on the exceptional talent of its Board of Directors, comprised in 2004 of Dawn Van Hoek (Chair), Kimberly M. Cahill (Treasurer), Sandra L. Sorini (Secretary), Mary Barden, Laura Canfield, Z. Kay Fitzpatrick, Linda Fowler-Sims, Jennifer T. Gilhool, Nancy Glen, Charlotte H. Johnson, Michelle D. Johnson, Kathleen A. Lang, Valerie R. Newman, Meghan Kennedy Riordan, and Paula M. Talarico. Fundraising in 2004 took the forms of dues check-offs and direct donations from WLAM members ($2227), gifts made in honor of a person or event ($1090), donations through the Foundation's art project ($275), and the "Dean's List" giving campaign (nearly $49,000). Major continuing support was shown by corporations and law firms, particularly the Ford Motor Company and Ford Fund, and the Howard & Howard Community Reinvestment Fund.
