For Immediate Release Improving Access to Mental Health Services for People in Ottawa Ontario Expanding Mental Health Program at Queensway Carleton Hospital NEWS March 24, 2017 Ontario is expanding the mental health program at Queensway Carleton Hospital through the renovation of two floors and the construction of a new two-storey addition, increasing access to care and reducing wait times for people with mental illness in the Ottawa area. Bob Chiarelli, Minister of Infrastructure and MPP for Ottawa West-Nepean, was at the Queensway Carleton Hospital today to make the announcement on behalf of Eric Hoskins, Minister of Health and Long-Term Care. The Queensway Carleton Hospital mental health project involves the renovation of two existing floors and the construction of a new 7,000 square foot addition. Construction is planned to start in 2018 and be completed by 2019. The expanded mental health program will include new inpatient beds and more emergency and outpatient mental health services, providing additional and faster access to care in Ottawa so that people can get the support they need when they need it. Queensway Carleton Hospital’s mental health program provides intensive and acute mental health inpatient beds, 24/7 emergency consultations, outpatient assessment and treatment, a recovery- oriented group-based day treatment program, and an outreach clinic that provides telemedicine clinics to Arnprior Regional Health and Carleton Place District & Memorial Hospital. Expanding access to mental health services is part of the government’s plan to build a better Ontario through its Patients First: Action Plan for Health Care, which is providing patients with faster access to the right care, better home and community care, the information they need to stay healthy and a health care system that's sustainable for generations to come. Approximately 30 per cent of people in Ontario will experience mental illness and/or substance abuse at some point in their lifetime. Ontario recently announced a $140 million investment in mental health support over three years to help thousands more people in the province get the care they need. Queensway Carleton Hospital received $480,000 of Health Infrastructure Renewal Funding in 2016-17. "Minister Chiarelli has a long and distinguished career of public service at both the municipal and provincial orders of government," explained RCCAO executive director Andy Manahan in a statement. "Our coalition welcomes his return to the infrastructure portfolio and we look forward to working with him to promote Ontario's Infrastructure agenda." Chiarelli was energy minister for three years and also infrastructure minister from 2010 and 2013 under former premier Dalton McGuinty. With the province committing more than $137 billion over the next 10 years to roads, bridges, public transit, hospitals and schools, it's important to have proper planning and execution, the RCCAO stated. "RCCAO's recent independent research has examined megatrends and the future of infrastructure, how best to implement the proposed federal infrastructure bank, as well as the long-term economic benefits of Ontario's 10-year infrastructure plan," the RCCAO release noted. "Chiarelli was the architect of the 10-year plan and his return to the infrastructure portfolio will give him an opportunity to carry-on this important work." The Ministry of Infrastructure is now a stand-alone ministry that is responsible for the implementation of the province's $160 billion investment over 12 years (starting in 2014-15). Ms. Fife alleged that in contravention of section 2 of the Act the Ministers instructed staff in their respective ministerial offices to participate in partisan fundraising activities such that the Ministers furthered their own private interests by: (a) helping them to achieve the fundraising quotas assigned to them by the Ontario Liberal Party (the “ OLP ”) with the consent of the Premier, and (b) benefiting as future candidates from contributions to the OLP. Ms. Fife also alleged that by instructing their staff to engage in these activities, the Ministers blurred the lines between partisan fundraising and government business. In my opinion, the Ministers did not contravene section 2 of the Act because their private interests were not engaged. I found no evidence that fundraising quotas were assigned to the Ministers and that any benefit to them as future candidates would be too remote to be considered a private interest.
