SUMMARY The Department of Commerce (Commerce) preliminarily determines that cast iron soil pipe fittings (soil pipe fittings) from the People’s Republic of China (China) are being, or are likely to be, sold in the United States at less than fair value (LTFV), as provided in section 733 of the Tariff Act of 1930, as amended (the Act). The estimated weighted-average dumping margins are shown in the “Preliminary Determination” section of the accompanying Federal Register notice. II. BACKGROUND On July 13, 2017, Commerce received an antidumping duty (AD) petition covering imports of soil pipe fittings from China, filed in proper form on behalf of the Cast Iron Soil Pipe Institute (the petitioner).1 Commerce initiated this investigation on August 2, 2017.2 In the Initiation Notice, Commerce notified parties of the application process by which exporters and producers may obtain separate rate status in non-market economy (NME) LTFV investigations. College of Earth Science, Graduate University of Chinese Academy of Sciences, Beijing 100049, China Abstract Based on the data from 117 holes (9151 samples) and the research on ecol- ogy and palaeoecology of Foraminifera combined with that on Ostracoda, diatoms, pollen and spores, eight marine transgressions have been recognized in the great plain regions through the Quaternary sequences and two marine transgressions have been found since the Late Pleistocene in the coastal plain (bedrock coast) areas. In the North China Plain, these are in ascending order: the Bohai transgression in the Early Pleistocene, the Haixing and Huanghua transgressions in the Middle Pleistocene, the Baiyangdian and Cangzhou transgressions in the Late Pleistocene, and the Tianjin transgression in the Holocene. In the Yangtze River Delta region the Rugao and Zhoupu transgressions occurred in the Early Pleistocene, the Shang- hai, Jiading, and Wangdian transgressions in the Middle Pleistocene, the Jiangyin and Ge Hu transgressions in the Late Pleistocene, and the Zhenjiang transgression in the Holocene. In the coastal plain (bedrock coast) areas of North China, the Cangzhou transgression was recorded in the Late Pleistocene and the Tianjin transgression in the Holocene, whereas in South China the Fuzhou transgression took place in the Late Pleistocene and the Changle transgression in the Holocene.

    Sun Xiaohui The Intentions of Zhang Zhidong and Tan Sitong’s Guqin Philosophy (Chinese Zither) as Well as the Political Preferences behind Abstract: This article begins with the Guqin score “The personal collection of Zhang’s in Nanpi county” once belonged to Zhang Zhidong which is now carefully stored in the library of Wuhan Conservatory of Music, it presented the music philosophy passes down in Zhang’s family and his relationships with his masters. Ji Xiaolan have gifted a treasuries Guqin of Li Qingzhao’s who lived in the Song Dynasty, this Guqin was then in the hand of Zhang’s maternal grandfather Jiang Ce. Zhang’s mother, a woman goes by the name Zhu was good at practicing. Zhang practiced the art of Guqin with a master in the field— Huang Mianzhi and who was crafty at making Guqin himself. As for Tan Sitong, his knowledge on Guqin all originated from Liuyang Guqin Style and Fig.1 The Guqin score found in Wuhan was heavily influenced by its philosophy—all knowledges must be useful for Conservatory of Music— “The personal the betterment of nation.
