Introduction of Yiling Cave Yiling Cave, named after Yiling Village, is also called Gan Palace, which means a fantastic palace-like cave in local Zhuang language. Located in the hillside of Liangman Mountain, Yiling Cave is a typical karst cave which formed from a subterranean river course due to the rising of the earthcrust. For millions upon millions of years’ dissolution, in Yiling Cave, stalactites are densely distributed in thousands of postures. The whole cave is like a conch in shape, 45 meters deep and covers 24 000 square meters. It can be divided into three layers with twists and turns, and rocks with countless changes. The whole scenic area of Yiling Cave is a karst landform and a wonderland with graceful peaks standing in great numbers. It is said that in Southern Song Dynasty (1127- 1224), a Taoist priest made pills of immortality and cultivated vital energy here and passed away sitting in the cave. Later, people named the cave as Wangxian Cave (literally Watching Immortal Cave) and built a Xianshan Temple on the hill top. In 1963, the famous modern scholar and poet Guo Moruo once visited Yiling Cave and indited a poet praising the scenic area and comparing it to Guilin. Opened to the public in 1975, Yiling Cave is not only a popular destination for hundreds of thousands of people each year, but also a selection for many a governmental activity, like Guangxi International Folk Songs Festival, Chinese Golden Eagle Awards.

GM21.01 Welcome and apologies

Master of Ceremony and Chair, Prof. Weerakorn Ongsakul, GMSARN Secretary General, Asian Institute of Technology called the meeting to open at 1:30 pm on Friday, 30th November 2017 welcomed all the Board Members, Council of Advisors and Delegates at Muong Thanh Danang Hotel, Danang, Vietnam.

GM21.01.01 Introduction of the 21st Board Meeting

Prof. Weerakorn Ongsakul informed that the meeting of the Board Members and Council of Advisors was hosted by Hanoi University of Science and Technology (HUST) and gave a brief introduction of the procedures of the 21st Joint Meeting of the GMSARN Board and Council of Advisors. He informed that this meeting was to be followed by the 12th GMSARN International Conference 2017 on “Energy Connectivity, Environment, and Development in GMS”.

Following his remarks, Prof. Weerakorn invited Assoc. Prof. Dr. Huynh Quyet Thang, Vice President HUST to chair the meeting and address to the meeting. Assoc. Prof. Dr. Huynh Quyet Thang welcomed all participants to Danang. He thanked Prof. Weerakorn, Secretary General of GMSARN, and GMSARN Secretariat for all support and effort in making this meeting happen. He also thanked KUST who hosted the 20th Joint Meeting of GMSARN Board Members and Council of Advisors in Kunming, China. He welcomed all members of GMSARN Board Members and wished all members a successful meeting and a present stay in Danang.

GM21.04 Matters Arising

GM21.04.01 GMSARN Financial Report 2017

Prof. Weerakorn Ongsakul presented the Financial Report of GMSARN. He pointed out that the income that was brought forward from the year 2016 was 1,390,385.50 Baht. Additional income included the income from membership fees of 2017, interest as of December 2016 and June 2017, and income from GMSARN Conference 2016 overhead. The expenditure for GMSARN Secretariat was 360,000 Baht, thus the closing balance was 1,211,922.97 Baht. The Board approved the financial report of GMSARN without any objections.

The Chairman also informed the meeting that he had an inspiration that GMSARN would grow more in the amount of budget, so that it would be enough to be transferred to GMSARN Foundation, and thus would allow more activities to be conducted.

GM21.05 Report of GMSARN Secretary General

GM21.05.01 Report on GMSARN International Conference 2017

Prof. Weerakorn reported to the meeting that the 12th Greater Mekhong Subregion Academic and Research Network (GMSARN) International Conference 2017 on “Energy Connectivity, Environment, and Development in GMS” was organized on 28-30 November 2017, at Muong Thanh Danang Hotel, Danang City, Vietnam. The Conference was chaired by Prof. Worsak Kanok- Nukulchai, President of AIT, and co-chair by Assoc. Prof. Hoang Minh Son, President of HUST.

The number of papers presented at the Conference was 70, 36 were in the energy filed, 20 in the field of Sustainable Development, 14 in the field of Environment. Among these, 1 paper each from China and Denmark each and 3 papers from Vietnam, 2 papers from Japan, and 63 papers from Thailand.

GM21.06 Proposal for GMSARN Future Activities

GM21.06.01 GMSARN International Conference 2018

Prof. Weerakorn informed that the next meeting was planned to be in Nanning, Guangxi, China, possibly in the last week of November 2018. Director of GXU has kindly agreed to co-host the 22nd Board meeting and the Grand GMSARN International Conference 2018.

Prof. Weerakorn also gave the meeting a summary of the past GMSARN International Conference since 2006, and that he planned to upload the

proceedings of all the Conferences on GMSARN website. There were a few comments from the meeting on the decreased number of papers presented at the meeting, which Prof. Weerakorn informed that this could have been caused by the time constraint, especially in 2014, where there were 2 conferences in the same year. The Chair expressed his hope that the situation would be better next year, since there would be enough time for preparation and promotion of the Conference. Further comment was on the quality of papers presented at the Conference, and the suggestion was that there should be a selection committee for the purpose, so that papers are up to standards, and can be published in the International Forum.

Another issue raised at the meeting concerned with country-wise distribution of papers presented at the Conference which was not well- balanced. All Board Members of GMSARN should try to encourage their staff, students, and colleagues to attend and present their papers at this Conference. In addition, the Board Member would like to see more activities of GMSARN, rather than only the Conference. Other activities suggested by the Board Members were collaboration in the form of joint research, faculty/student exchange program, joint workshop etc.

The meeting also discussed on the possibility and ways for GMSARN Conference to improve its management and to be expanded to wider participants. Some good suggestions were: waiving participation fees for participants from certain countries, such as CLMV, consideration for a member fee and non-member fee, as well as student fees. The Conference should be announced well in advance, so that it would be possible for academia to start preparing their papers, and enough time for the selection committee to review the papers. The GMSARN Secretariat should have closer contact with the member institutions. It is important for GMSARN to renew the linkages with the funding organizations, such as ADB, other linkages are the ASEAN, and Mekhong Institution. In addition, working towards translating research work into action should be the best-selling point of GMSARN. Aside from going to GMSARN website, improving of contact channels should be considered, to encourage people outside of GMS countries to get involved.

The Member of the Board also suggested that for the next Conference the secretariat should try the best to publicize the event, not only send the email to the Board Member, but also send to all the networks, academics, and to individual universities. Another important factor for improvement of GMSARN Conference was the topic of the Conference. The meeting had the opinion that if the topic is limited to certain field, it would be difficult to attract many participants. Conference topic should cover wider areas, such as sustainable development, regional cooperation, which will certainly attract more participants to participate in the Conference. In addition, the meeting suggested that people from outside of GMSARN countries, for example, Japan, Korea, should also be invited.

The meeting also advised that GMSARN Conference should be made more visible and regarded as a brand in this region. One way to improve as suggested is to widen the topic areas, including making the title of conference to be more general, make better publicity of the Conference well beforehand. Citation of the papers is also very important for academic promotion in many countries. Therefore, the secretariat needs to make sure of the quality of the papers of the Conference.

The Chairman agreed to the comments and advised that GMSARN would make the best use of those useful comments.

Prof. Weerakorn thanked for all comments and suggestions, and informed the meeting that he has been in contact with USAID who has shown interested in supporting the lower Mekong countries. He also expressed his agreement with areas proposed; on water, energy, agriculture, natural resources, which should be brought in. Website is another issue which needs more investment in order to have more visibility in terms of activities and others. His response for the quota for CLMV was that there had already been such provision in place.

He also informed the meeting that promotion of more activities among members, was evident by the MOU signing among network universities which was very encouraging. For the sustainability of GMSARN, he expressed that he was confident that it will be sustainable. He also encouraged the member institutions to continue having dialogue, with GMSARN as a platform for the meeting.

GM21.07 Other Matters

GM21.07.01 GMSARN International Journal

Prof. Weerakorn Ongsakul informed the meeting that GMSARN Journal (ISSN 1905-9094) is a quarterly journal currently publishing four issues per year which is also uploaded on GMSARN website. Chief Editor of the journal is Prof. Dr. Weerakorn Ongsakul (AIT). Associate editors are Assoc. Prof. Dr. Vo Ngoc Dieu (HCMUT) and Dr. Jirawadee Polprasert (NU). Currently, GMSARN Journal has completed 12 years of four volumes a year last December which is the basic requirement to be evaluated for impact factor assessments. The Grand Greater Mekong Subregion Academic and Research Network (GMSARN) International Conference 2018 on "Energy, Environment, and Development in GMS" is being commenced in Ramada Encore Hotel Nanning during 28th – 30th of November 2018. The Conference was chaired by Dr. Eden Y Woon, President of Asian Institute of Technology (AIT). The conference was co-chaired by Prof. Zhao Yueyu, President of Guangxi University.

The Grand Greater Mekong Subregion Academic and Research Network (GMSARN) International Conference 2019 is planned on last week of November 2019 at Luangprabang, Laos.

The conference’s aim is to initiate and stimulate international discussion on the various sustainable issues in the GMS, specifically in the areas of Green Energy, Environment, and Development.

6.1.1 Benefits of GMSARN International Conference 2019  There is an international audience of more than 100.  One would be able to learn from the leaders.  New ideas and problem solutions.  Power and green energy investment opportunities in GMS countries  Integration of socio economic problem solving  Several technical travel tour visits.

The rational of the conference is to initiate and stimulate international discussion and enhance research networking. The conference can be used as a platform on a regional (and then global) level and thus contribute as a tool for climate change adaptation and mitigation measures, to enhance sustainable development and solve trans-border issues related to energy and environment. The GMSARN International Conference is a multi disciplinary conference which is mainly a problem focused conference with respect to subject focus conferences one finds elsewhere. In this aspect GMSARN Conference is unique hosting a wide range of disciplines that would generate shared solutions to existing problems, regionally and globally.

7.1.1 Impact Factor Assessment for GMSARN Journal

Currently, GMSARN International Journal has completed 5 years of four volumes a year last December which is the basic requirement to be evaluated for impact factor assessments. There are four databases that GMSARN Journal is currently indexed.

(1) Thailand Citation Index (TCI), which was the first national citation centre in Thailand and also in the Association of Southeast Asian Nations (ASEAN), founded in 2001. The experiences discussed involve the aims and missions of the TCI towards improving the quality and increasing the visibility of local and national research findings. The impacts of the TCI on the academic community are also described, together with the challenges faced in regard to its acceptability, especially by internationally oriented researchers. Various TCI activities to promote and disseminate national research findings are discussed, such as a quality assessment program for Thai journals indexed in TCI, awarding high-quality Thai journals, launching the Thai Journal Online (Thai-JO) system, and identification and comparison of local research performances using TCI and international databases as data sources. Finally, the ASEAN Citation Index (ACI) database is introduced, as part of the preparation for the ASEAN Economic Community (AEC) in conjunction with the TCI and other national citation index databases, in order to enhance the dissemination and quality of ASEAN research profiles on an international platform.

(2) ASEAN Citation Index (ACI) ASEAN Citation Index (ACI) is a central regional database which was designed and set up to index all the bibliographic records and the citations of all quality ASEAN research outputs appeared in the ASEAN scholarly journals. The member countries of the ACI are Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Phillippines, Singapore, Thailand, and Vietnam.

The ACI has the ACI Steering Board, which comprises 2 representatives nominated by the Ministry of Education from each member country, to set up policy and monitor the ACI performance and development. The Board will meet twice a year in each member country to share experiences, monitor the performance, and discuss further development of the ACI.

The Thai's Office of the Higher Education Commission (OHEC) has provided initial financial supported for the development and implementation of the ACI database system in 2 phases since 2011. The first phase (2011-2013) ended in 2013 and the second phase will cover 2014-2016.

(3) Google Scholar Citation

Google Scholar Citations provide a simple way for authors to keep track of citations to their articles. You can check who is citing your publications, graph citations over time, and compute several citation metrics. You can also make your profile public, so that it may appear in Google Scholar results when people search for your name, e.g., richard feynman.

Best of all, it's quick to set up and simple to maintain - even if you have written hundreds of articles, and even if your name is shared by several different scholars. GMSARN and CSC Scholarships

7.4.1 Loom Nam Khong Pijai (GMSARN Scholarships) The Loom Nam Khong Pijai Scholarships are granted by the Royal Thai Government in honor of HRH Princess Maha Chaksri Sirindhorn. It aims to assist human resource development in the six(6) GMS countries in any field of study related to the following four (4) thematic areas: 1. Infrastructure Development 2. Energy Technology 3. Oil, Gas and Natural Resources Development, and 4. Environmental Engineering and Management

The scholarship provides an opportunity for students of diverse backgrounds from all countries in Greater Mekong Sub-region to study and do research work together in the truly international environment at AIT and to build a good foundation for international understanding among people of Asia.

Eligibility Applicants must meet the following criteria:  Citizens of Thailand, Myanmar, Lao PDR, Cambodia, Vietnam and China (Yunnan and Guangxi Provinces)  Graduated in related fields from an accredited institution  Have a good education record in a 4-year undergraduate degree program  Have a high proficiency in English as required by AIT  Applicants in Thailand can also take the AIT English Test administered by the AIT Language Center  From universities with QS Ranking within 1000 or better with cGPA 3.0 and above (or equivalent) or from other universities with cGPA 3.5 and above (or equivalent). 7.4.2 China Scholarship Council Scholarships PR China Scholarships for Chinese Students: August 2019 Intake Admissions and Scholarships Selection Procedure under the MoU Between China Scholarship Council (CSC), Ministry Of Education, P.R.China and the Asian Institute Of Technology (AIT). Under the CSC-AIT Scholarship Program, CSC will offer annually 10 scholarships covering, as prescribed by the Chinese Central Government, pure tuition fee, registration fee and research fee, living stipend (health insurance included) and a return international airfare to China by the most economical route, as well as visa application fee. CSC and AIT will support the following areas of study with priority: Engineering, Technology, and Management.

Entry Criteria 1. Candidates will be citizens and permanent residents of the People’s Republic of China at the time of application; 2. Candidates must not be currently working or studying abroad; 3. The awardees must return to China upon their completion of their studies and/or research; 4. Candidates are encouraged to obtain information about admission requirement and admission procedure directly from AIT. Doctoral candidates must receive a written confirmation from AIT that an AIT faculty member is available and willing to supervise them. 5. Candidates should be intending to pursue study/research in one of the priority academic areas identified by AIT and CSC. However, applicants to other study/research areas will also be considered. The academic areas are also subject to the availability of relevant programs of study at AIT. 6. Candidate should satisfy the selection criteria set out by CSC by completing the CSC Application Form and the CSC Employer Reference Form at http://apply.csc.edu.cn/.

The Timetable for August 2019 1. By April 15, AIT will provide CSC its student’s online application link (https://admission.ait.ac.th/aoas/Applicant/FirstPage.aspx), a list of all required documents for application and keep CSC informed with the deadline for applications. 2. April 15-20, CSC will make an announcement to all relevant universities/institutes of China about this Program and present them the CSC eligible criteria for CSC Scholarship and the AIT application forms. 3. May 20 – May 25, all applicants submit their applications online and send the required documents to CSC. 4. By 31 May, CSC will send by post mail to AIT a list of applicants who meet the requirements together with their application documents; Hence AIT can receive all documents from CSC before the AIT deadline for application.

August, selected applicants by CSC and AIT should arrive at AIT for orientation and necessary procedures; for the doctoral applicants, they can also be enrolled in January’s semester. 8. August 19, Last day for adding or dropping courses. 12. 7.4.1 About Mahasarakham University (MSU) Mahasarakham University (MSU) is one of Thailand largest public university located at center-point of northeast Thailand close to Mekong neighboring countries. MSU‟s World Class quality has also recognized to a number of international organizations, including the World University Rankings by Times Higher Education, URAP, QS Asian University Ranking, SCImago Institutions Ranking (SIR) World Report, UI Green Metric World Universities Ranking, Webrometric, 4ICU Web Popularity Ranking, and Alexa Web Ranking. 7.4.3 Guidelines for Associate Membership to the Greater Mekong Subregion Academic and Research Network

Rationale The purpose of instituting Associate Membership to the GMSARN is to broaden the scope for cooperation and the level of joint activities between GMSARN and other relevant institutions and governmental agencies, within and beyond the GMS region.

Membership Criteria At the outset, membership is by invitation only, the basis of which, are as follows: 1. Associate members are not confined to university and academic institutions, and may be based outside the GMS subregion. 2. Associate members are actively involved in research and education, and share common academic and research interests with GMSARN. 3. Associate members have the technological capacity (such as internet connectivity, GIS) and expertise (in multimedia, e-learning, etc.) for overcoming disciplinary boundaries in order to link up the natural sciences with social sciences. 4. Associate members engaged in research activities have high degree of influence on public policy formulation. 5. To the extent possible, a balance of members from technically-oriented and socially- oriented disciplines will be maintained. 6. Associate members have the financial capability and resources to support the activities of GMSARN.

Terms of Reference As Associate Members to the GMSARN, each Associate Member (as a representative of his/her institution) will agree to adhere to the following stipulations: 1. Associate membership is a one-year term renewable every year. 2. Associate membership is on an institutional basis, not individual. 3. Associate members will participate in joint meetings of the GMSARN Board and Council of Advisors and will assist in carrying out committee work if needed. 4. Associate members will have voting privileges but may not sit on the Board. 5. Associate members will serve in the GMSARN research fellowship Screening Committee. 6. Associate members will actively promote the results of research. 7. Associate members pay annual GMSARN membership fees.
