THE TEHRAN CONFERENCE REVIEW OF HOLOCAUST : GLOBAL PERSPECTIVE Tehran, Dec. 11 - 12, 2006 See reviews, accounts, comments in our special issue of Conseils de révision < http://revurevi.net > BARBARIANS Mystery of Israel's secret uranium bomb Alarm over radioactive legacy left by attack on Lebanon Robert Fisk Did Israel use a secret new uranium-based weapon in southern Lebanon this summer in the 34-day assault that cost more than 1,300 Lebanese lives, most of them civilians? We know that the Israelis used American "bunker-buster" bombs on Hizbollah's Beirut headquarters. We know that they drenched southern Lebanon with cluster bombs in the last 72 hours of the war, leaving tens of thousands of bomblets which are still killing Lebanese civilians every week. And we now know - after it first categorically denied using such munitions - that the — 4 — THE REVISIONIST CLARION / 22 / Fall 2006 & Winter 2007 Israeli army also used phosphorous bombs, weapons which are supposed to be restricted under the third protocol of the Geneva Conventions, which neither Israel nor the United States have signed. But scientific evidence gathered from at least two bomb craters in Khiam and At-Tiri, the scene of fierce fighting between Hizbollah guerrillas and Israeli troops last July and August, suggests that uranium-based munitions may now also be included in Israel's weapons inventory - and were used against targets in Lebanon. According to Dr Chris Busby, the British Scientific Secretary of the European Committee on Radiation Risk, two soil samples thrown up by Israeli heavy or guided bombs showed "elevated radiation signatures". Both have been forwarded for further examination to the Harwell laboratory in Oxfordshire for mass spectrometry - used by the Ministry of Defence - which has confirmed the concentration of uranium isotopes in the samples. Dr Busby's initial report states that there are two possible reasons for the contamination. "The first is that the weapon was some novel small experimental nuclear fission device or other experimental weapon (eg, a thermobaric weapon) based on the high temperature of a uranium oxidation flash ... The second is that the weapon was a bunker-busting conventional uranium penetrator weapon employing enriched uranium rather than depleted uranium." A photograph of the explosion of the first bomb shows large clouds of black smoke that might result from burning uranium. Enriched uranium is produced from natural uranium ore and is used as fuel for nuclear reactors. A waste productof the enrichment process is depleted uranium, it is an extremely hard metal used in anti-tank missiles for penetrating armour. Depleted uranium is less radioactive than natural uranium, which is less radioactive than enriched uranium. Israel has a poor reputation for telling the truth about its use of weapons in Lebanon. In 1982, it denied using phosphorous munitions on civilian areas - until journalists discovered dying and dead civilians whose wounds caught fire when exposed to air.

    LATIN AMERICAN PERSPECTIVES Ellner / RADICAL POTENTIAL OF CHAVISMO The Radical Potential of Chavismo in Venezuela The First Year and a Half in Power by Steve Ellner The circumstances surrounding Hugo Chávez’s pursuit of power and the strategy he has adopted for achieving far-reaching change in Venezuelaare in many ways without parallel in Latin American politics. While many generals have been elected president, Chávez’s electoral triumph was unique in that he was a middle-level officer with radical ideas who had previously led a coup attempt. Furthermore, few Latin American presidents have attacked existing democratic institutions with such fervor while swearing allegiance to the democratic system (Myers and O’Connor, 1998: 193). From the beginning of his political career, Chávez embraced an aggres- sively antiparty discourse. He denounced the hegemony of vertically based political parties, specifically their domination of Congress, the judicial sys- tem, the labor and peasant movements, and civil society in general. Upon his election in December 1998, he followed through on his campaign promise to use a constituent assembly as a vehicle for overhauling the nation’s neo- corporatist political system. He proposed to replace this model with one of direct popular participation in decision making at the local level. His actions and rhetoric, however, also pointed in the direction of a powerful executive whose authority would be largely unchecked by other state institutions. Indeed, the vacuum left by the weakening of the legislative and judicial branches and of government at the state level and the loss of autonomy of such public entities as the Central Bank and the state oil company could well be filled by executive-based authoritarianism.

John Paul died April 2, aged 84, justover two months after falling ill with the flu. Ratzinger, 78, who had beena close aide and friend, was elected pope on April 19, taking the name Benedict XVI. Knownas a hard-line theologian, Ratzinger had served fortwo decades as the Vatican's doc- trinal watchdog in his capacityas head of the Congregation of the Doc- trine of the Faith. The papal transitionwas a worldwide media event and drew an unprecedented number of pilgrimsto Rome. Italian domestic politics centeredon preparations for the April 2006 general elections pitting Prime Minister SilvioBerlusconi's ruling center- right coalition against the center-leftopposition led by Romano Prodi,a former prime minister and former headof the European Commission. The center-left made sharp gains in regionalelections held in early April 2005. With voters in 13 of the country's 20regions going to the polls, the center-left rode to victory in 11 of them. Theresults prompted Berlus- coni to resign, reshuffle his cabinet, and forma new government. An opin- ion poll at the end of November indicatedthat Prodi's coalition would garner 52.7 percent of the vote against just 40.2percent for Berlusconi's bloc.   • In Recent Years, the Jewish Communities in Latin America Have
    ABSTRACT In recent years, the Jewish communities in Latin America have felt the impact of a series of profound transformations in their social, economic, and political situations. One of the most recent cases concerns the community of Venezuela, under the Bolivarian Revolution led by President Hugo Chávez Frías. This study analyzes the effect of national and transnational factors that have impacted the life of that community. The central claim of this work is that, under shifting articulations between political forces in Venezuela and between the Venezuelan state and international actors, the Jewish community of that country has been under increasing pressure and subject to unprecedented constraints. These constraints have been the result of both processes of political confrontation in Venezuela and processes generated by the interplay of national and transnational forces, which have greatly affected and will likely continue to impact the Venezuelan Jewish community. Beyond shifting the balance of power in Venezuelan society, these changes and choices have transformed the environment in which the organized Jewish community of Venezuela exists. While this paper does not support the view that the new Venezuelan regime intends to promote a systematic atmosphere of hostility toward Jews, its findings suggest that its rhetoric, coalitional dynamics, and strategic international positioning have narrowed the public space that the Jewish community enjoys legitimately, have created serious concerns and has already affected that community, which has recently suffered from acts of antisemitic vandalism. The Venezuelan leadership should certainly be more cautious of the social consequences of its statements and the way in which addresses its society’s multiculturalism.

Este de naţionalitate română şi de religie ortodoxă. Este căsătorit şi are doi copii: o fată studentă la U.A.T.C. şi un băiat student la Facultatea de informatică managerială. Este absolvent al Facultăţii de filozofie, secţia sociologie. Politologul Ovidiu Trăsnea i-a fost conducător ştiinţific al diplomei de licenţă. A lucrat ca sociolog-principal la Întreprinderea de Confecţii şi Tricotaje Bucureşti – I.C.T.B. (1972-1989), de unde a fost concediat cu art. 64, lit “t“ din Legea 5/1978 republicată în 1982 – articol introdus special contra oponenţilor regimului; apoi a lucrat la Oficiul de relaţii publice al Televiziunii Române – TVR (1990-1991) şi, în final, ca ofiţer analist- sintezist în cadrul Serviciului Român de Informaţii (1991-2002), de unde a fost trecut în rezervă cu gradul de colonel.

Pregiudizi razzisti e antisemiti furono elementi influenti nell’indurre alcuni capi terroristi di entrambe le estremità dello spettro politico europeo – la sinistra radicale e la destra radicale – ad abbracciare una politica di collaborazione con le organizzazioni palestinesi e/o ad effettuare attacchi contro bersagli israeliani ed ebraici. Questa tendenza fu particolarmente evidente nel caso della Rote Armée Fraktion tedesca – RAF- e delle Revolutionare Zellen (RZ), i cui capi cercarono di legittimare i loro attacchi agli Ebrei inserendo temi antisemiti nei loro trattati ideologici e strategici (2) Ne è esempio il documento con cui la RAF espresse il proprio sostegno all'attacco terrorista di Settembre Nero contro gli atleti israeliani alle Olimpiadi di Monaco del 1972. L'operazione vi è descritta come “ un'azione anti-fascista (intesa) a spazzare via il ricordo ...delle Olimpiadi del 1936 (a Berlino), il ricordo di Auschwitz e della Kristallnacht”. Israele fu addirittura considerata colpevole della morte degli atleti come i Nazisti della morte degli ebrei. (3). Horst Mahler, il capo della RAF che scrisse quel documento in prigione, commentò: “per quanto sembri macabro, il Sionismo è diventato l'erede del fascismo tedesco, con la crudele espulsione del popolo palestinese dalla terra dove ha vissuto per migliaia di anni (4). In un incontro dell'estrema destra austriaca del novembre 1999 Mahler parlò della necessità di liberare la Germania da “ Judischen Principien ” (princìpi giudaici) e dalla ‘ venerazione ebraica per il denaro.

Following the election of Hugo Chavez as president, official attitudes in the country toward Jews, which till then had been basically positive, gradually turned into suspicion and hostility. While not concealing their sometimes virulent anti-Zionist rhetoric, Chavez and his government have denied charges of antisemitism, and have attempted to distinguish between their policy toward Israel and the Middle East, and their attitude towards Jews in general.2 However, recent years have witnessed a rise in antisemitic manifestations, including vandalism, media attacks, caricatures, and physical attacks on Venezuelan Jewish institutions.3 The roots of Chavez's antisemitism, and that of his followers, are various: racist, political, opportunistic, and in some cases, religious. Chavez was strongly influenced by the late Norberto Ceresole, an ultra-nationalist Argentinean antisemite and Holocaust denier, who served as his advisor and mentor from 1994.
