The catchmeut visiou may not be something that cau be achieved iu the next five years, but something we can all work towards. Whilst the Cherwell Catchment lies largely within Oxfordshire it also encroaches into Buckinghamshire to the east and Warwickshire and Northamptonshire to the north. From its source at Charwelton to the Thames confluence, the river generally flows north to south and over a length of about 96 bn falls 100 metres, draining an area o f over 900 Ian2. Agriculture is the main land use in the catchment and has influenced the character of its countryside and landscape. The contribution made by the River Cherwell to the character of Oxfordshire in particular is recognised by several policies in the Structure Plan which seek to protect and enhance its natural features. -

However, it has not changed the need for action on the climate emergency. The key message is clear: we need to take urgent action to limit the global rise in temperature to below 1.50C and to avoid the devastating impacts a further rise will provoke. This document provides the framework for our local actions here in Cherwell. There are huge challenges to our ambitions. The scope of our goals for the district are in advance of national and regional policy and they will need to be matched by solid leadership from central government and significant changes across our communities. Technological, societal and economic conditions within the next decade will provide opportunities which we will need to realise and challenges we will need to overcome, whilst fully recognising that we have to do things differently and faster. Cherwell is well placed to lead on this agenda. Many innovative projects and programmes have already been delivered in our district, such as the Eco Bicester initiative, which delivers new housing developments to a zero-carbon and much higher environmentally friendly standard, and which has been personally championed by many of us at Cherwell District Council. We look forward to working with residents and businesses across the district to achieve these goals. COVID has underlined the critical importance of the environment and provided us with a unique opportunity to look afresh at how we would like to live in the future. -

On 18 June 1987 we submitted to you our Report No. 536 containing our final proposals for the realignment of the boundary between the City of Oxford and the Districts of Cherwell, South Oxfordshire and Vale of White Horse in the County of Oxfordshire. 2. In our report we pointed out that we had made no proposals to deal with the electoral consequences of the proposed boundary changes and that our final proposals for consequential changes to electoral arrangements would be the subject of a separate report to you. In view of the nature and extent of the electoral consequences, we had decided that they ought to be advertised separately in order to give local authorities and residents affected by them a full opportunity to comment. -
Ray CTA (Conservation Target Area) the Alluvial
Ray CTA (Conservation Target Area) The alluvial floodplain of the River Ray extending along a number of small tributary streams and including some areas of land between these streams. This area extends into Buckinghamshire. The area extends onto the clay to included known areas of wet grassland and the main areas of ridge and furrow. Joint Character Area: Thames and Avon Vales Landscape Types: Alluvial Lowland with some areas of Clay Vale. Geology: Mainly alluvium along the Ray. Alluvium is also present in narrow bands along the small streams and there are Oxford Clay mudstones away from the streams and river. Topography . Flat riverside land. Area of CTA: 1192 hectares Biodiversity: • Lowland Meadow. The key habitat in this area. It is found in a number of SSSIs and Local Wildlife Sites mainly at least partly on the alluvium. North-west of Blackthorn Hill there is a larger group of meadows which are largely on the Oxford Clay. Remnants of this habitat are found elsewhere especially between Bicester and Blackthorn Hill and in some meadows in Buckinghamshire including BBOWT’s recent addition to their Upper Ray Meadows Reserve at Leaches Farm. • Wet Grassland/Floodplain Grazing Marsh. Wet grassland is found in meadows along with lowland meadow habitat with remnants elsewhere. Parts of the BBOWT Upper Ray Reserves have been restored to floodplain grazing marsh. • Hedgerows. Some rich and well structured hedgerows with brown and black hairstreak. • Ponds at Leaches Farm BBOWT reserve. • Other Species: true fox sedge is found in a number of sites in the area. Access: Largely restricted to bridleways and footpaths. -

CHERWELL DISTRICT COUNCIL Pre-Application Report Pre-application Reference No: 19/00033/PREAPP Proposal: Change of use and alterations/additions to create 37 new residential units Site Address: Magistrates Court, Warwick Road, Banbury, OX16 2AW Date of Site Visit & Meeting 7th March 2019 on site at 11:30 – 13:00 TECHNICAL ASSESSMENT Consultations CDC Building Control: “Insufficient information at this stage for any Building Control comments.” CDC Conservation: “Understanding the heritage assets affected The Magistrates Court is a non-designated heritage asset which lies within the Banbury Conservation Area. In the latest review of the conservation area the boundary was altered specifically to include the building. The building is representative of the historical development of police stations and local law courts with its transition from police station, to joint police and law use to sole use as a Magistrate’s Court. Significance General significance The building is of significance as a representative example of the development of the police and legal systems in the 20th Century. The details of the development of police stations and law court buildings are set out in Historic England’s designation guide for ‘Law and Government Buildings’. The building demonstrates a national phenomenon in a local context and is therefore of high significance within the context of Banbury. The Local Heritage Asset Assessment form for the building gave it a high score of 173 out of a total of 205 putting the building in Register Group A for Local Heritage Assets. Banbury Conservation Area appraisal states ‘Banbury Court House is one on its own in terms of buildings within the town’.
