I , 1 , , , , Section One: The Origins of the Census and Vital Registration Before the Census The origins of the census and vital registration have berm discussed in detail by other writers and need not detain us unnecessarily here. Suflice it to say that the origins of vital registration lay in the parish registers of baptisms, marriages and burials that have been kept in England and Wales since 1538. The form in which these records were to be kept was not, however, standardized until, in the case of marriages, 1754 and of baptisms and burials, 1812. The lack of standardized forms for these records led to great v,triation in the amount of information recorded. Some of the early baptismal records, for example, contain oniy the name of the child and his or her father, the mother’s name being omitted. Similarly, many burial records record only the name of the deceased, whilst others contain additional information such as the age at death, the name of the nearest relative and occasionally tire cause of death It is generally acknowledged that parish registers have never recorded the whole of the population. Many people were not baptized, many couples chose to live together without entering into a church wedding, and it is thought that many events that did take place in church were not recorded in the parish registers, Moreover, it seems probable that the extent to which vital events were recorded in these registers declined following the growth of religious nonconformity in the eighteenth century (see Ashurst 1995). In England and Wales, the first systematic attempt at estimating the size of the population was that of Gregory King who, in 1701, undertook a serits of sample surveys to ascertain the average household sizes in different types of community, and multiplied the resulting figures by the number of houses in the country as estimated from the Hearth Tax Returns of the late 1680s. Gregory King’s figure, however, was ordy so est.mate of the population of the country (see Schurer and Arkell, 1992). Glass (1978) shows us that demand for holding a national census grew throughout the eighteenth century following some controversy over the exact size of the population and the extent to which it was increasing or declining. A number of small scale censuses or population listings were compiled for specific communities, such as that undertaken by Thomas Allen in 1701 of the parish of Stoke-upon-Trent (see Gatley, 1994), The first Bill to undertake a census in Britain, howevel, was not introduced until 1753. This proposed both a census and the setting up of a system of vital registration (see Glass, 1978: 90). This Bill was not enacted because of opposition to it in the House of Lords. As the eighteenth century progressed, however, demand for a national census grew. The population controversy over whether the population was increasing or decreasing continued, concluding with the publication of Malthus’s Essay on /he Principle of Population which argued that the population of the country would increase at a lower rate than the means of subsidence, creating a population that would always exist in poverty. Moreover, concern was expressed nationally concerting increasing expendkure on poor relief and food imports were growing. Probably the main proponent of a national census was John Rickman, who, in a memorandum to the MP Charles Abbott in 1796 and an article written in 1800, outlined the main arguments for undertaking a census, 1 These were: a) that some knowledge of the size 1 These were Thoughts on the L’ti/iw and Fnci/i& of a Genera/ Enmrera[io)? of the Pe’oP/e of fheBr;/iJ1 Empire (cited in Glass, 1978:90) and articlefor The Cmrmnemid ,md ,4gricu/tural .Magazine, June 18(XJ 2 and condition of the population was an essential conditions of good government and state planning; b) that in times of war it was essential to knov how many able-bodied men could be called to arms; c) to learn more about population dynamics and those factors that cause the birth, marriage and death rates to fluctuate over time; :1) other countries had benefited from undertaking censuses: e) it would act as a spur to tht government to undertake additional studies; and f) it would help life assurance companies to prepare life tables (Glass, 1978: 106- 9) The First Census Charles Abbott, MP, to whom Rickman had sent his memorandum four years earlier, introduced the Census Bill of 1800 which, with minor amendments, was passed later that year. The Bill had two main objectives: a) an enumeration of the population of the country; and b) to ascertain the main population trends over the previous 100 years. The enumeration of the population was undertaken by means of making a simplt head count of the population, and of counting the numbers of males and females, the numbers of inhabited and uninhabited houses, and the numbers of persons employed in agriculture, trade, manufactures and handicrat?s.

On behalf of everyone involved with the garden I would like to say a huge thank you to Pam Mawby, my predecessor, who has filled the post so admirably over the past five years. Her wise leadership and gentle encouragement will be greatly missed by us all. Our very first Chairman Rear Admiral John Hervey, who sadly died a year ago, has made a very generous bequest to the garden for which we are all so grateful. We intend restoring our recently vandalised fountain to its former glory and also, at the suggestion of head gardeners Leslie and Annie, replacing some of the older plants in the garden, while adding three new obelisks for the roses. We have much to look forward to this year including our spring outing to the gardens of Great Dixter in Sussex, our annual plant sale in May and our midsummer garden party. Abstract Congregationalists were a major presence in the ecclesiastical landscape of Edwardian Hampshire. With a number of churches in the major urban centres of Southampton, Portsmouth and Bournemouth, and places of worship in most market towns and many villages they were much in evidence and their activities received extensive coverage in the local press. Their leaders, both clerical and lay, were often prominent figures in the local community as they sought to give expression to their Evangelical convictions tempered with a strong social conscience. From what they had to say about Congregational leadership, identity, doctrine and relations with the wider world and indeed their relative silence on the issue of gender relations, something of the essence of Edwardian Congregationalism emerges. In their discourses various tensions were to the fore, including those between faith and good works; the spiritual and secular impulses at the heart of the institutional principle; and the conflicting priorities of churches and society at large.

    COMMUNICATIONS 1 45 The palmy days of canal traffic both for passengers and goods have passed away. As railways were extended the importance of canals declined. The complete explana- tion of this is by no means easy. It has been attributed to their passing into the control of railway companies, but this explanation is not satisfactory. The smallness of the vessels in use and the consequent additional handling of goods undoubtedly militate against the greater use of canals in these days, when the whole tendency is to handle and carry goods in as large amounts as possible. With the adoption of improved methods of traction or propulsion, there seems no good reason why the importance of canal traffic should not to some extent be restored. 21. Administration and Divisions. Renfrew was originally included with Lanark as an administrative unit, the .separation having been made by King Robert III at the beginning of the fifteenth century. At first the position of sheriff was a hereditary one, and was held by one of the powerful families of the county. The first sheriff that we know of was John Semple of Eliotstoun, who held office in 1426 soon after Renfrew and Lanark were separated. The office remained in the Semple family till it was transferred to the Earl of Eglinton in 1648. Until the Reformation the lands belonging to the Abbey of Paisley were not under the jurisdiction of the sheriff. The abbot was supreme, and had his gallows for hanging men, and his pit for drowning women M. R. 10 146 malefactors.

    REGISTERS OF SCOTLAND KEEPER-INDUCED REGISTRATION CONSULTATION DOCUMENT October 2015 © Crown copyright 2014 KEEPER-INDUCED REGISTRATION CONSULTATION OCTOBER 2015 Purpose 1. In May 2014, the Keeper of the Registers of Scotland was invited by Scottish Ministers to complete the Land Register of Scotland in 10 years. There followed a public consultation (the 2014 consultation) by Scottish Ministers on how the statutory levers in the Land Registration etc. (Scotland) Act 2012 (the 2012 Act) could be used to enable that target to be met. There was general agreement to the suggestion in the consultation that the statutory powers for what is known as ‘keeper-induced registration’ (KIR) should be piloted to inform its use and that a further consultation be held on the detailed approach to, and strategy for, KIR. Those matters are the focus of this consultation document. A glossary of terms is available on our website at https://www.ros.gov.uk/KIRconsultation Completing the land register 2. The Land Registration (Scotland) Act 1979 (the 1979 Act) provided for the establishment of a land register under the management and control of the keeper. This is a transparent, plans-based, public register of rights in land. From 1981, land registration began to replace the recording of deeds in the General Register of Sasines and became fully operational in all areas of Scotland in 2003. The system of land registration underwent significant transformation in December 2014 when the main provisions of the Land Registration etc. (Scotland) Act 2012 were brought into force, effectively superseding the 1979 Act. The land register involves the creation of a title sheet that sets out the details of ownership of the property, any securities or other charges over it, any rights or title conditions, and also a depiction of the legal extent of the property through mapping of the legal boundaries on the Ordnance Survey (OS) based cadastral map (the cadastral map is a map of Scotland on which the legal boundaries, and other features, of individual registered properties are shown).

    014 Environment, Climate Change and Land Reform Committee Inquiry into Land Register of Scotland: progress of local authorities in registering their land Written submission from Moray Council 1.1 To inform Committee that the Registers of Scotland have produced Consultation Document in response to the Scottish Ministers invitation to complete the Land Register over the next 10 years with a commitment to register all public land within 5 years; 1.2 This report is submitted to Committee in terms of Section III A(37) of the Council's Administrative Scheme relating to the provision, development and monitoring of legal services. 2. RECOMMENDATION 2.1 That Committee considers the Consultation Document and approves the draft responses attached as APPENDIX I. 3. BACKGROUND 3.1 The recording and registration of property deeds is necessary to create full legal rights of ownership and have these published in a public register i.e. the Land Register or the Register of Sasines („the property registers‟). The Keeper of the Registers is appointed to manage the property registers in Scotland. The Land Registration (Scotland) Act 1979 established the map based Land Register and since 1981 land registration has been replacing the old system of recording of deeds in the Sasine Register. The Land Register now consists of 58% of all potential property titles in Scotland and accounts for about 26% of Scotland‟s land mass. The property registers are divided into 33 registration areas corresponding to county boundaries with the result that Moray Council assets are either registered in the County of Moray or the western portion of the County of Banff.
