Executive Summary The applicant seeks permission for a residential development of 26 dwellings and the provision of a village hall, within the village of Stroud which lies to the west of Petersfield. The proposal is considered to be major development and fails to satisfy the requirement that major developments in a National Park should only take place in exceptional circumstances and where it can be demonstrated that it is in the public interest. The site in question is put forward as an allocation for residential development within the South Downs Local Plan pre-submission, however only limited weight should be placed on this fact at this juncture in line with Paragraph 216 of the National Planning Policy Framework. The recently adopted East Hampshire Core Strategy (2014) should be afforded greater weight, particularly in light of its relatively recent adoption. In this respect, the land falls outside any settlement boundary and residential development would only be considered acceptable as an ‘exception’ housing scheme which would require at least 70% of the scheme to be allocated for affordable housing, under current policy.

    The Rise of Non-conformity in the Ramsdean, Langrish and Stroud Tithings of East Meon in the 19th Century This short paper examines the discovered evidence, documentary and physical of the origins, growth and practice of Non-conformist congregations in the eastern tithings of East Meon viz. Ramsdean, Stroud and Langrish, subsequently separated into the Administrative Parish of Langrish in 1894. A companion paper on the congregations and chapels of the village of East Meon itself is under preparation. These tithings are currently in the Ecclesiastic Parish of East Meon. Inevitably, given the ecclesiastical and governance unity of the parish in the 19th century until 1872 when St John the Evangelist Church at Langrish was built there is considerable connection/overlap with developments in East Meon. Two factors that to some extent differentiate Ramsdean and Stroud from East Meon proper are their greater proximity to the local market town of Petersfield and their distance from the parish church of All Saints at East Meon itself. The latter is highlighted by the very unusually chatty enumerator’s (Mr. Walter Goulding) preamble to the 1861 Census of the tithings which reads “Whilst this is a matter of congratulated [improvement in education and soil fertility], the want of Church accommodation in this district is to be much lamented; the nearest church is more than a mile and the majority of the houses more than two miles & many three miles.” He follows on with that despite the large tithes paid there “….is not one family in five that attends any church, so that most of the advantages of education must be lost from the want of ministerial institutions….” Obviously, a significant issue.

Elevation: Longer route: 675ft. 654 calories Start & Finish Point Petersfield / Liss Route Description: 1. Go down Lavant Street from Petersfield station. At the cross-roads turn right in to Charles Street and follow blue cycle signs for the Shipwrights Way (a 50 miler down to Portsmouth) to Queen Elizabeth Country Park (QECP). 2. Continue to follow Shipwrights Way signs down The Causeway south out of Petersfield for a couple of miles, the route is a mixture of on road and shared use cycleway. Keep going until you get to a roundabout. 3. Turn right at the roundabout, cycling under the A3 dual carriageway and immediately turn right to Weston & East Meon. 4. Don’t go into Weston but take the first left and follow the road for about 1.5 miles, past a pond on your left, before turning right. 5. At the grassy triangle in Ramsdean (if you’re passing on a Sunday morning, you may see a queue of locals loitering outside a house. Join them. The artisan baker who lives there sells the best sourdough you’ve ever tasted). Turn right and continue for about a mile to the A272 at Stroud. 6. Turn right on to the A272, a busy road, for a few hundred yards and then turn left on a bend into Ridge Common Lane Road.

It extends southwards in a narrow band from the County boundary near Farnham to Petersfield, where it turns eastwards to encompass the north-facing scarp of the South Downs. In the central and lower northern section it is characterised by a distinctive double scarp, with the chalk to the west and the greensand hangers to the east, separated by an undulating terrace.
