Implementation Status and Key Decisions
Overall progress towards achieving the project development objectives continues to be satisfactory. The two water treatment plants in Zhuji City and Wucheng District have been operating satisfactorily, serving 397,000 beneficiaries which exceeded the end of project targets. Four completed wastewater treatment plants and associated collection networks in Jiangde City, Qujiang District, Jianshan Town and Youbu Town are operating satisfactorily, with all the related PDO-level indicators exceeding the end of project targets. Three dumps have been closed and the sanitary landfill in Meicheng has been built and is operating satisfactorily. To date, 219,800 residents are being served with sanitary solid waste collection and disposal under this project, which exceeds the end of project target of 202,500 beneficiaries. All the agreed O&M plans have been operationalized. All project counties/cities have introduced tariffs which have improved the financial sustainability of the built assets, except Youbu Town which has collected the industrial tariffs but will start collecting residential tariffs in 2017. The Institutional Strengthening and Training component has improved the local capacity through consulting services and training activities. The capacity of the project implementation units on technical, operational and institutional aspects for sustainable infrastructure service provision have been strengthened through various training and study tours The project has also contributed to the ongoing provincial “Integrated Water EnvironmentManagement" program which aims to strategically improve the environmental quality and sustainable development in Zhejiang Province.

Overall Comments Almost all intermediate outcome indicators have achieved or exceeded the set targets. In Shenze, by completing of the last 100-meter main sewer in November 2016, 90% of the wastewater generated in the service area will be collected and conveyed to the WWTP. Youbu Town has started collecting the industrial wastewater treatment tariffs, but will begin collecting the residential wastewater treatment tariffs in early 2017. According to the financial projection, the O&M treatment cost covered by wastewater tariffs will meet the target in 2018. The O&M treatment cost covered by wastewater tariffs in Jianshan Town is the measured value for year 2015. The updated result for 2016 will be reported after December 2016.
