But it seems that the journalists from the powerful countries of the world in which global politics are created, show interest to follow the tragic events in Macedonia during 2001, war between Macedonian Army and Police forces against National Liberation Army - NLA (of Albanians). U.S. and UK in particular and the European Union were generally engaged in Macedonia politically and military throughout the fighting. Also British journalists and media were seriously interested from both printed and electronic ones who did not delay and arrived at the scene immediately after this "Oasis of Peace" was blurred. Reports and journalistic writings in the UK undoubtedly play an important role to inform both the public and the state leadership that they will build a political concept on events that took place in this part of Europe, therefore we know that in democracies of these countries the "public opinion" plays an important role. THE EUROPEAN UNION’S DUBLIN REGULATION AND THE MIGRANT CRISIS INTRODUCTION In 2015, over one million migrants1 arrived in the European Union (“EU”).2 Many of the migrants were fleeing war and persecution in Syria, Afghanistan, Eritrea and other countries in Africa and the Middle East.3 The majority of the migrants sought asylum in the EU, a haven where they believed they could find work and opportunities for a better life.4 The EU, however, was financially and administratively unprepared for the unprecedented influx of migrants because it was recovering from a financial crisis.5 The EU’s migration policy, embodied in its “Dublin Regulation III” (the “Dublin Regulation”), requires that migrants register and apply for asylum in the EU member state they enter first.6 7 Consequently, EU member states (“Member States”) closest in proximity 1 The term migrant refers to a person who moves from one place to another and includes both people who are seeking asylum and refugee status and people who are seeking new economic opportunities.

The concept of human security has been developed as a result of the demands of time and social developments, in order for the individual to feel as safe as possible while facing the dangers and threats to his life and future. Safety does not exist where people do not have enough food, clean water, or medical conditions needed to survive. Lack of hope can destroy a society from within.1 The UN, with the United Nations Development Program (1994), aimed to change the concept of security, not simply interpreting it as territorial, national, or global security, but by focusing on human security, including seven components: economic, food, health, environmental, personal, community, political security. Štefan Korbeľ Budapest, Hungary, 3 June 2016 CEU eTD Collection ii Abstract The thesis employs Agamben’s theoretical concept of homo sacer as a person of the ancient Roman law which can be killed but cannot be sacrificed. It argues that the refugees are the most exposed homines sacri in the ongoing European refugee crisis, which started escalating roughly in the spring of 2015. First, it demonstrates how the European policies and attitudes towards the refugees perpetuate their status of homines sacri. Second, it argues that the incapacity to satisfactorily manage the refugee crisis across Europe contributes to rise of far-right politics, and in line with Agamben’s argument, essentially uncovers the potentiality of the European citizens to also become homines sacri vis-à-vis the sovereign. He focuses here on ‘internally displaced people’ (IDPs in the jargon). IDPs are basically people without an entitlement to Refugee Convention support, because they have not fled outside their nation’s borders. The definitions are not just about labelling semantics , or the jurisdictions for resolution - the relative proportions may help to understand the issues and point to solutions. He reminds us that many don’t identify as refugees, but as people with the same behaviours and values common elsewhere, but caught up in a temporary situation of diminished power. “The Road Before Me Weeps: on the refugee route through Europe”, Nick Thorpe, Yale University Press, 2019, 332 pages As a long-time BBC correspondent in Budapest, Nick Thorpe is well-placed to write up a road trip with the 3.7 million refugees who fled to Europe during 2014-2018.

    Prevention of Mass Atrocities in Practice Roundtable Pre-event of the VIII. Budapest Human Rights Forum „Role of Journalists in Prevention of Genocide and Countering Extremism” Date: 11 November, 2015 Between 14.30 – 17.15 Venue: Institute for Foreign Affairs and Trade H - 1016 Budapest, Bérc utca 13-15. On November 11, the Budapest Centre for the International Prevention of Genocide and Mass Atrocities hosted a roundtable on the role of journalists in preventing genocide and countering extremism at the Hungarian Institute of Foreign Affairs and Trade. The roundtable was presented as a pre-event of the VIII Budapest Human Rights Forum. The event featured the excellent contributions of a very diverse panel featuring journalists and practitioners in the area of freedom of expression. The event was opened with a welcome speech by Gyorgy Tatar, Chair of the Budapest Centre, and Márton Schőberl, Director-General of the Institute of Foreign Affairs and Trade. The opening panel also featured the keynote speech of Andras Trom, Head of Section of Foreign and Security Policy of the Association of Hungarian Journalists.Trom pointed out the key role that journalists have in society, insofar as they are charged with reporting on events and thus mediating people’s understanding of reality. In this sense, the quality of reporting should be measured as the extent to which it serves the public good. Trom stressed that journalists can either work to foster hate or become actors serving community building, empathy, and tolerance within societies. Trom concluded his speech with the powerful idea that journalists should swear an oath similar to that of medical doctors in which they commit to become agents of peace and reconciliation among all people.
