ISBN 978-1-877502-12-5 (print) ISBN 978-1-877502-13-2 (PDF) Ian Axford (New Zealand) Fellowships in Public Policy Ian Axford (New Zealand) Fellowships in Public Policy were named in honour of Sir Ian Axford, an eminent New Zealand astrophysicist and space scientist who is patron of the fellowship programme. Since his education in New Zealand and England, Sir Ian has held Professorships at Cornell University and the University of California, and was Vice-Chancellor of Victoria University of Wellington for three years. For many years, Sir Ian was director of the Max Planck Institute for Aeronomy in Germany, where he was involved in the planning of several space missions, including those of the Voyager planetary explorers, the Giotto space probe and the Ulysses galaxy explorer. Sir Ian is recognised as one of the great thinkers and communicators in the world of space science, and is a highly respected and influential administrator. A recipient of numerous science awards, he was knighted and named New Zealander of the Year in 1995. Ian Axford (New Zealand) Fellowships in Public Policy have three goals: • To reinforce United States/New Zealand links by enabling fellows of high intellectual ability and leadership potential to gain experience and build contacts internationally. • To increase fellows’ ability to bring about changes and improvements in their fields of expertise by the cross-fertilisation of ideas and experience. • To build a network of policy experts on both sides of the Pacific that will facilitate international policy exchange and collaboration beyond the fellowship experience. Fellows are based at a host institution and carefully partnered with a leading specialist who will act as a mentor. In addition, fellows spend a substantial part of their time in contact with relevant organisations outside their host institutions, to gain practical experience in their fields. The fellowships are awarded to professionals active in the business, public or non- profit sectors. A binational selection committee looks for fellows who show potential as leaders and opinion formers in their chosen fields. Brian Annan, a passionate and committed educator from the Early Childhood and Regional Education Group served as my academic mentor. Brian’s strong emphasis on improving schools and schooling, and his constant challenge not to lose sight of children and their school environments is hopefully evident in this project. Along with regular conversations about this work, he helped arrange monthly critical review sessions on the project with three outstanding New Zealand academics at the University of Auckland – Helen Timperley, Margie Hohepa, and Graeme Aitken – that were simultaneously challenging and fun. My deep thanks go to Brian (and Helen, Margie, and Graeme) for assisting me on this work. Cheree iii and Brian are not only professional colleagues, but have become good friends. My gratitude goes out to the two other Axford Fellows, and their families, who lived in the flats above us and below us at Chevening on Salamanca Road. Alixe and Dan Bonardi, and their children Olivia and Helen, and Robyn and Jason Dupuis, and their kids Kasey and Truett, became regular fixtures in our day-to-day life in Wellington. We will miss the ease by which our kids, and we, went from flat to flat as neighbours on a regular basis. These two families created a warm and supportive environment for the five of us, something we will cherish into the future, as we will their friendship. I want to thank my wife Gwen Macsai and our three children - Ruby, Mose, and Kip - for embracing this adventure with enthusiasm and gusto. It is to their credit that they were willing to take six months off of their regular routines to live in a new country, make new friends, and embrace everything New Zealand offers. From our travels to Russell and Cape Reinga, to our tramping outings in Abel Tasman National Park and on the Milford Track, to the new lifelong friends we made in Wellington (Lisa and Jonathan, Tali and Eli, Nell), we could not be more appreciative and thankful for this experience as a family. At the end of the interview by the Axford Selection Committee, former Prime Minister Jim Bolger asked me what I might bring to Māori if chosen as an Axford Fellow.

    88 POLITICAL COMMENTARY Reflection on the 2014 election: Implications for women SUE BRADFORD This has not been a good election for women, unless perhaps you’re white, wealthy and suf- ficiently lacking in empathy to believe that John Key and his mates are going to do a good job for us all over the next three years. Whether considering the gender makeup of Parliament and Cabinet, the likely consequences of a National government for women and children over the next few years, or the melancholy fate of the parties of the left, the aspiration of pre-election initiatives like the Women’s Election Agenda appear somewhat dimmed by reality. Parliament A noticeable feature of the 51st Parliament is the reduced number of women elected, down to 37 out of 84, meaning that women make up slightly under 32% of MPs. The 2011 Parliament had 39 women MPs. High hopes that the maturation of MMP and the legacy of the Helen Clark era would mean a steady increase in the numbers of women entering Parliament have clearly not been met. Apart from the Greens, it is hard to identify much success among the major political parties in achieving greater gender balance among their elected representatives. Just 34% of Labour’s MPs are women (11 out of 32), meaning that their goal of reaching 45% women MPs by this election has fallen sadly short. Turning to the makeup of the power holders in National’s third term Cabinet, a pitiful six out of 20 full Ministers are women, with the highest ranked being Paula Bennett at number five.

We are however, seriously concerned at the time that has elapsed without resolution, since this matter was precipitated by the disastrous washout on the Napier-Gisborne line, in March of this year. Correspondence with you, seeking retention of the line, was initiated on 3 May 2012, backed by support from the Hawke’s Bay Mayors and Regional Council Chairman and supported by the separate initiatives of Gisborne District Mayor Meng Foon. I wrote to you further in detail, on 27 June. KiwiRail itself reported on 13 April assessment of the damage repair cost of $3.3 to $4.3 million and 5 months to repair. Anecdotally we are advised that the matter is now in Government’s hands with detailed information in Government’s possession. This matter needs to be urgently resolved – • To allow time for repairs to be effected enabling the summer peak freight demand to be re- established and serviced; • Or – in the unfortunate event of support not proceeding, to enable freight dependent businesses in Gisborne and Hawke’s Bay to plan for alternative and severely limited transport options. We reiterate the crucial reasons for support to re-open the line – • KiwiRail was on the cusp of financial viability of this service, resulting from effective marketing and infrastructure improvements enabling the carrying of fully loaded Highcube containers; • The highly export dependent economies of Gisborne and Hawke’s Bay were gaining competitive advantage through effective rail/road competition and modal choice.

Greetings colleagues. I am Anne Tolley, Deputy Speaker of the New Zealand House of Representatives. It is an honour to be here today to join you in discussing this vital issue – an issue that has hit so close to home for us in New Zealand in recent weeks. Friday, 15 March 2019 is a day that will be etched into the minds of New Zealanders forever. A terrorist attack claimed the lives of 50 innocent people who called New Zealand their home, and had every right to be safe in our country. On behalf of our Parliament and the people of New Zealand, I’d like to first take this opportunity to thank our inter-parliamentary colleagues who sent messages of condolence and support following one of our country’s darkest days. I have also been humbled by the love and support that everyone in our country has shown towards our Muslim community in the wake of this incident, and the way in which we united to send the clear message that hate has no place on our shores. It is times like these I am immensely proud to represent New Zealand on the world stage. The public response to this atrocity, both at home and abroad, was encouraging. However it also highlighted the importance of continuously promoting peace and security in the modern world. As the theme of this Assembly’s General Debate suggests, quality education is one of the most effective ways to achieve this.
