SIGNIFICANT EVENTS

20-0265 • This mission in response to the Corona Virus (COVID-19) outbreak was initiated on January 21, 2020 and continued into January 2021 with the State EOC activated at Level 1 (Full). • This mission remained open as of the end of January. 20-1611 • On May 30, 2020, the State EOC extended the Level 1 activation already in progress for incident 20-0265 (COVID-19 Virus Response) to cover protests and civil unrest which continued into January 2021. • This mission remained open as of the end of January. 20-3561 • This mission regarding a search for a missing camper in the Carbon River area was initiated by Mount Rainier National Park on October 12, 2020, and continued into January 2021, however there were no requests for assistance during the month. • This mission remained open as of the end of January. 20-4066 • On November 18, 2020, Snohomish County opened a search for a Tulalip Tribal Officer who went overboard offshore of Everett. The mission continued into January 2021, however, there were no additional requests for assistance during the month. • This mission remained open as of the end of January. 20-4519 • This Weather Incident was initiated on December 28, 2020 and continued into January 2021. • On January 1, the (NWS) issued Warnings for the Admiralty Inlet until 1500 and the Northern Inland Waters including the San Juan Islands until 1600. The Warnings expired as scheduled. • On January 1, the NWS issued a High Watch for the North and Central Coast in effect the morning through evening of January 2. • On January 1, the NWS issued a High Surf Advisory for the South Coast in effect from 2200 on January 1 to 1600 on January 3. • On January 1, the NWS issued a High Wind Watch for portions of Pacific, Wahkiakum, and Cowlitz Counties in effect from the afternoon of January 2 through the morning of January 3. • On January 1, the NWS issued a Watch for Clallam, Grays Harbor, Island, Jefferson, King, Kitsap, Lewis, Mason, Pierce, San Juan, Skagit, Snohomish, Thurston, and Whatcom Counties from the morning of January 2 through late evening on January 3. • On January 1, the NWS issued a for Admiralty Inlet, Puget Sound and Hood Canal in effect from 0700 through 2200 on January 2. The warning was cancelled on January 2. • On January 2, The NWS has issued a Warning for the Cascade Mountain regions in Whatcom, Skagit, Pierce, and Lewis Counties in effect from 1000 that day until 2200 on January 3. The Warning was cancelled on January 3. • On January 2, the NWS issued a Flood Watch for the Grays River near Rosburg. The Flood Watch was cancelled and replaced with a for the Grays River near Rosburg (Wahkiakum County) until late that night on January 3. The Flood Warning was extended to be in effect until 1930 on January 4 and then cancelled early that evening. • On January 2, the National Weather Service issued a Flood Warning for the Bogachiel River Near La Push in effect until the morning of January 3. The Warning was cancelled early on January 3. • On January 2, the NWS issued a Flood Warning for the Satsop River in Grays Harbor County in effect until the afternoon of January 3. The Flood Warning expired as scheduled. • On January 2, the NWS issued a Flood Warning for urban areas and small streams for portions of Grays Harbor, Jefferson, King, Kitsap, Mason, Pierce, Snohomish, and Thurston Counties in effect until 2345 tonight. On January 2, the NWS cancelled the Flood Warning. • On January 2, The National Weather Service in Portland issued a Flood Warning at 2230 for the Naselle River near Naselle in Pacific County until further notice. On January 3, the NWS cancelled the Flood Warning. • On January 3, the NWS issued a Flood Warning for the Chehalis River above Doty in Lewis County until later that afternoon. The Warning was cancelled later that day. • On January 3, the National Weather Service issued a Flood Warning for the Cowlitz River at Kelso in Cowlitz County until later that afternoon. • On January 3, the National Weather Service issued a Flood Warning for the Willapa River near Willapa affecting Pacific County until later that morning. On January 3, the National Weather Service extended the Warning to be in effect through that afternoon. • On January 3, the NWS issued a for the South Cascades (Cowlitz and Skamania Counties) in effect from 1900 that evening until 1900 on January 4. • On January 3, the National Weather Service issued a Flood Warning for the Skookumchuck River near Bucoda affecting Thurston County until the morning of January 4. The Warning was extended on January 4 to be in effect until late that evening, then was cancelled that afternoon. • On January 3, the NWS issued a Flood Watch for Grays Harbor, King, Lewis and Thurston Counties in effect through late that night. The NWS cancelled the Flood Watch later that morning.

• On January 3, the NWS issued a Winter Storm Watch for Chelan, Okanogan and Ferry County through 2000 hours on January 4. • On January 3, the NWS issued a Flood Warning for the Chehalis River above Grand Mound and at Porter affecting Grays Harbor and Thurston Counties until further notice. • On January 3, the NWS issued a Winter Storm Watch for the Cascades in Snohomish, King, Pierce, Lewis, Skagit, and Whatcom Counties in effect until 2200 on January 4. The Watch was upgraded to a Winter later that day in effect from 2200 that day to 1200 on January 5. • On January 3, the NWS issued a Flood Warning now in effect until late that night for the Cowlitz River at Kelso. The Warning was cancelled later that day. • On January 3, the NWS extended the Flood Warning for the Newaukum River near Chehalis and Chehalis River at Porter for Grays Harbor and Lewis Counties to be in effect until that evening. • On January 3, the NWS issued a Gale Warning for the Northern Inland Waters including the San Juan Islands and the Admiralty Inlet in effect from 2100 that evening until 1000 on January 4. The • incident closed at that time. 21-0059 • On January 4, the Yakima Police Department issued an Amber Alert for Angeles Revueleta-Buenrostro, a 15-year-old Hispanic female who was abducted and transported out of state. The mission was closed later that day

when the child was located safe enroute to New Mexico and the suspect was taken into custody. 21-0066 • On January 5, Snohomish County initiated a search for a missing woman whose location is unknown. Cell phone forensics were requested and coordinated with the Air Force Rescue Coordination Center (AFRCC). The request was later cancelled, and the mission closed when the subject returned home on her own. 21-0096 • On January 6, the Spokane Sheriff's Office issued an Amber Alert for Roman Hagler, a 2-year-old white male who was abducted as part of a car theft in Spokane Valley. The mission was closed later that day when the child was found safe. 21-0101 • On January 7, the Department of Energy at Hanford issued an Abnormal Event due to a high chlorine alarm incident. The alarm was later determined to be faulty and the event was terminated the same day. 21-0126 • On January 9, Yakima County initiated a rescue of an injured snowmobiler on Darland Mountain. They requested a helicopter with hoist, which was coordinated through King and Snohomish Counties and then the AFRCC. The mission was closed with the subject was airlifted out and taken to Harborview. 21-0127 • On January 9, Mount Rainier National Park initiated recovery of a body on January 10. The Park requested Mountain Rescue and a Mountain Rescue Support Technician to assist and the request was coordinated with Kitsap, King, and Pierce Counties. The mission was closed at midnight after the subject was successfully recovered. 21-0131 • On January 9, the NWS issued a High Surf Advisory for the North, Central and South Washington Coasts affecting Clallam, Jefferson, Grays Harbor, and Pacific Counties in effect from 0600 to 1800 on January 10. • On January 9, the NWS upgraded the High Surf Advisory to a High Surf Warning for South Washington Coast in Pacific and Wahkiakum Counties in effect from 0600 to 1800 on January 10. • On January 10, the NWS cancelled the High Surf Warning for South Washington Coast in Pacific and Wahkiakum Counties and replaced it with a Coastal Flood Advisory in effect from 0800 on January 11 to 1600 on January 13. • On January 10, the NWS issued a Flood Watch for Mason County in effect from the evening of January 11 through the evening of January 13. • On January 10, the NWS issued a Gale Warning for the Northern Inland Waters, including the San Juan Islands, in effect from 0001 until 0600 on January 12. On January 11, the NWS extended the Gale Warning for the Northern Inland Waters, including the San Juan Islands, from 1900 that evening until 0600 on January 12. • On January 10, the National Weather Service issued a Winter Storm Watch for the Cascades of King, Skagit, Snohomish, and Whatcom Counties in effect from the afternoon of January 11 through the afternoon of January 12. • On January 10, the NWS issued a Winter Storm Watch for the East Slopes of the Northern Cascades affecting Chelan and Okanogan Counties in effect from the afternoon of January 11 through the afternoon of January 12. On January 11, the NWS upgraded the Winter Storm Watch to a Winter Storm Warning for portions of Chelan and Okanogan Counties from 1300 that day to 1600 on January 12. The NWS cancelled this Warning for all affected counties on January 12. • On January 10, the NWS issued a Winter Storm Watch for the Okanogan Highlands affecting Okanogan and Ferry Counties in effect from the evening of January 11 through the afternoon of January 12. The Watch was upgraded to a Winter Storm Warning on January 11 in effect from 2200 that day until 1600 on January 12. The NWS cancelled this Warning for all affected counties on January 12. • On January 10, the NWS issued a Coastal Flood Advisory for North and Central Coast affecting Clallam, Grays Harbor, and Jefferson Counties in effect from 0800 on January 11 through 1600 on January 13. • On January 11, the NWS issued a Flood Watch for all of western Washington in effect through the evening of January 13. On January 13, The Flood Watch for portions of Clallam, Grays Harbor, Island, Jefferson, Kitsap, Mason, San Juan, Whatcom, King, Lewis, Pierce and Thurston Counties was cancelled. • On January 11, the NWS issued a Gale Warning for the Admiralty Inlet in effect from 0001 to 0800 on January 12. • On January 11, the NWS issued a Winter Storm Warning for the Cascades of King, Skagit, Snohomish, and Whatcom Counties in effect from 1300 that day until 1600 on January 12. The NWS cancelled this Warning for all affected counties on the morning of January 12. • On January 11, the NWS issued a Flood Warning for the Skokomish River at Potlatch in Mason County from that evening until late evening on January 13. The Warning expired as scheduled. • On January 13, the NWS issued a Flood Warning for the Snohomish River at Snohomish affecting Snohomish County in effect from that afternoon to the evening of January 14. • On January 13, the NWS issued a Flood Warning for the White River at the R Bridge affecting King and Pierce Counties in effect until the afternoon of January 14. • On January 13, the NWS cancelled the Flood Warning for the South Fork Stillaguamish River near Granite Falls. • On January 13, the NWS cancelled the Flood Warning for the following rivers: Skykomish River near Gold Bar (Snohomish County), Tolt River above Carnation (King County), and Chehalis River above Doty (Lewis County). • On January 13, the NWS issued a Flood Watch for a portion of northwest Washington and the Skagit River in Skagit County through late that night. The Watch expired as scheduled. • On January 13, the High Wind Watch for Pend Oreille and Stevens Counties expired as scheduled. • On January 13, the NWS cancelled the Flood Warning for the following rivers: Snoqualmie River near Snoqualmie Falls, Stillaguamish River at Arlington, Cowlitz River at Kelso, the Newaukum River near Chehalis, and the Grays River near Rosburg. • On January 14, the NWS cancelled the Flood Warnings for the Satsop River near Satsop, the Snohomish River at Snohomish, the Snoqualmie River near Carnation, the Cowlitz River at Randle, and the Skookumchuck River near Bucoda. • On January 14, the NWS extended the Flood Warning for the Chehalis River above Grand Mound for Lewis, Thurston, and Grays Harbor counties to be in effect until the afternoon of January 15, at which time the Warning was cancelled.

• On January 14, the NWS extended the Flood Warning for the Skokomish River at Potlatch to be in effect until the morning of January 16. On January 15, the NWS cancelled the Flood Warning for the Skokomish River at Potlatch. • On January 16, the NWS cancelled Flood Warning for the Chehalis River at Porter. • On January 16, all watches, advisories and warnings were ended by 1514 hours ending the weather incident. The incident number remained open pending resolution for related activities such as power restoration. 21-0293 • On January 17, Skamania County initiated a search for a female hiker on Mount St Helens who fell several hundred feet into a gully. A helicopter with hoist was requested and coordinated through King County and the AFRCC, neither of which were able to support the mission immediately. The mission was closed when the Volcano Rescue Team was able to hike in and extract the subject successfully. 21-0395 • On January 26, the NWS issued a Winter Storm Warning for parts of Chelan, Douglas, Grant and Okanogan Counties in effect from 2200 that day to 1000 on January 27. The Warning expired as scheduled, ending this weather incident. 21-0426 • On January 29, North Cascades National Park initiated a search for a male hiker who was last seen 2 weeks previously, east of New Halem in Whatcom County. Cadaver dogs with handlers were requested to assist and coordinated with King, Kitsap, Kittitas, and Pierce Counties. • This mission remained open as of the end of January. 21-0431 • On January 29, the NWS issued a Gale Warning for the Northern Inland waters including the San Juan Islands in effect from 2200 that day to 1000 on January 30. The Warning expired as scheduled, ending this weather incident. 21-0445 • On January 30, Grant County initiated a rescue mission for a 67-year-old injured female with a broken hip and other injuries at Ancient Lakes in Yakima County. A helicopter with hoist and basket was requested to assist and coordinated with AFRCC but the resource was cancelled when the subject was determined to be deceased. The mission was closed later that day when the subject was recovered by ground SAR resources. 21-0448 • On January 30, the NWS issued a Winter Storm Warning for the Cascade Mountains of Skagit and Whatcom Counties in effect until 0400 on February 1. On January 31, the NWS extended the Warning to be in effect until 1600 on February 1. • On January 31, the NWS issued a Flood Watch from Monday afternoon until late Monday night for Mason County. • This incident remained open as of the end of January. 21-0460 • On January 31, Kittitas County initiated a rescue of an injured snowmobiler at Gallagher Head Lake. A Helicopter with hoist was requested and coordinated through Snohomish and King Counties and then the AFRCC. The County cancelled this resource request due to weather. The mission was closed when the snowmobiler was successfully extracted by ground SAR resources.

Test information/definitions:

• NAWAS: National Warning System Tests (NAWAS) over the State and Federal circuits. NAWAS connects over 1,800 State and Federal jurisdictions and agencies on the Federal circuit and all counties, some agencies and some tribes on the State circuit. There are four tests a day, two state and two federal, testing 66 drops on two circuits. The number above reflects the four tests a day. Previously the number included the total number of stations contacted during those tests.

• DOE tests: Department of Energy Hanford Site has a dedicated phone and fax line into the EOC and they are tested at least weekly. Only the voice phone line numbers are reported here.

• CGS tests: Columbia Generating Station has a dedicated phone and fax line into the EOC and they are tested at least weekly. Only the voice phone line numbers are reported here.

• AHAB: All Hazards Alert Broadcast System is tested daily through the daily function tests, which tests the functional capability of all coastal and Puget Sound siren systems. The voice and tone sirens are tested monthly. The AHAB Siren activates the coastal and Puget Sound voice and tone sirens during tsunami and other hazardous incidents.

• STAEN: The State Agency Emergency Network (STAEN) connects state agency via an 800 MHz radio system.

• CEMNET: Comprehensive Emergency Management Network radio connecting all counties and many cities.

• King County 800 MHz System connects the Alert and Warning Center with King County key emergency management and response organizations.
