RECOMMENDED DECISION Full Application - Recommended for refusal Summary of Recommendation: The proposed development would constitute inappropriate development within the Green Belt and the applicant has failed to demonstrate that 'very special circumstances' exist in this case to overcome the harm by reason of inappropriateness and limited harm to the openness of the Green Belt. The proposal would result in the loss of a Cypress hedge that has value in its role screening and softening the site. The applicant has also failed to submit a signed Unilateral Undertaking and therefore has not demonstrated that the proposed development would make sufficient provision for financial contribution towards community infrastructure. The proposal is therefore contrary to the National Planning Policy Framework, policies GB3 and BE8 of the South Bedfordshire Local Plan Review, policies 19, 36 and 43 of the emerging Development Strategy, the Central Bedfordshire Planning Obligations Strategy and the Central Bedfordshire Design Guide. Site Location: The application site has an area of approximately 0.21 hectares and comprises meadow land, a single storey barn, and the single access track leading to Woburn Road. -
