Blanco, Co-Chair “Managing the (Post)Colonial” investigates a range of literary texts – from American newspaper articles to Philippine state-sponsored poetry – which circulated just before and during the Philippine Commonwealth period (1934-1946), when the islands were neither an official U.S. colony nor an independent nation. I argue therefore that the Commonwealth period was an ambiguous and contradictory political moment which I signify through the parenthetical use of “post” in “(post)colonial.” I thus call into question whether or not an entire nation and its subjects could be simultaneously colonial and yet not, for it is at the moment of seeming official separation from the U.S. that political, economic, cultural and social policies actually ensured U.S. hegemony under the guise of independence. Ultimately, I analyze cultural and literary texts of the period to show how sexualized and gendered representations of the Filipino subject were not only viii utilized in an attempt to reconcile this contradiction of the Commonwealth, but also to imagine alternative nationalisms and forms of social emancipation. In the first chapter, I focus on the patriarchal formulation of benevolent assimilation and on American journalist Katherine Mayo‟s 1925 book Islands of Fear. I argue that Mayo discursively enabled her own access to the masculine realm of imperial power by positing a theory of Anglo-Saxon racial superiority meant to overwrite the patriarchal hierarchy between genders. This chapter demonstrates the mutually constitutive yet simultaneously contradictory nature of the imperial systems of racialization, sexualization and gendering. I trace the lines of this argument further in the second chapter as I investigate the 1940 Commonwealth Literary Awards. As the formal structure of an independent nation was established, state-sanctioned cultural projects such as the Awards not only obfuscated but also enabled the persisting economic and political ties between the islands and the U.S. Such projects did so by cultivating a canon of Philippine writing in English that posited normative masculinist nationalism as the telos of American democratic tutelage. In the third chapter I focus on what I term the hypersexualization of Philippine independence and the (im)possibilities of queer moments of desire in Carlos Bulosan‟s prose and Josè Garcia Villa‟s poetry – the impossibility of asserting a normative Filipino American subject and the possibility of imagining an America that is in the heart. Focusing on the queer moments in Bulosan and Villa‟s texts, I trace how the relationships between race, gender and sexuality are not only inundated with power but are also productively contradictory, allowing one access to spaces and acts of freedom. ix Introduction: Considering the (Post)Colonial In February 2009, an appropriation of almost $200 million earmarked for surviving Filipino veterans of World War II was included in President Obama‟s stimulus package. Recruited when the Philippines was a Commonwealth of the U.S., these veterans were rendered ineligible for military benefits when President Truman rescinded the promise of compensation for their service upon recognition of Philippine independence in 1946. In the months leading up to passage of the bill, I and other members of the San Diego Filipino American community gathered in front of the offices of our local congressman to urge his support. On one afternoon, a pedestrian stopped to ask me about the sign I was holding which read “Justice Now.” After I explained the situation, he responded, “Well, you shouldn‟t really be doing this, because without America you wouldn‟t even be here. You wouldn‟t be free.” His comment left me pondering the question of “freedom,” the paradox of Philippine independence and the implications of such a paradox on the lives of Filipino Americans.     FEMINISM, IMPERIALISM AND ORIENTALISM Women’s History Review, Vol. 7, No. 4, 1998 Feminism, Imperialism and Orientalism: the challenge of the ‘Indian woman’ JOANNA LIDDLE & SHIRIN RAI University of Warwick, Coventry, United Kingdom ABSTRACT This article examines the content and process of imperialist discourse on the ‘Indian woman’ in the writings of two North American women, one writing at the time of ‘first wave’ feminism, the other a key exponent of the ‘second wave’ of the movement. By analysing these writings, it demonstrates how the content of the discourse was reproduced over time with different but parallel effects in the changed political circumstances, in the first case producing the Western imperial powers as superior on the scale of civilisation, and in the second case producing Western women as the leaders of global feminism. It also identifies how the process of creating written images occurred within the context of each author’s social relations with the subject, the reader and the other authors, showing how an orientalist discourse can be produced through the author’s representation of the human subjects of whom she writes; how this discourse can be reproduced through the author’s uncritical use of earlier writers; and how the discourse can be activated in the audience through the author’s failure to challenge established cognitive structures in the reader. Introduction This article has two main aims. First, it examines how aspects of imperialist discourse on the colonised woman were taken up in Western women’s writing at the time of ‘first wave’ feminism, and reproduced in the ‘second wave’ of the movement within the context of the changing power relations between the imperial powers and the former colonies.

    Race Against Memory: Katherine Mayo, Jabez Sunderland, and Indian Independence Paul Teed A major event in the American debate over India's independence was the 1927 publication of Mother India, an explicitly pro-imperialist book by conservative Pennsylvania journalist Katherine Mayo. In the controversy over her book that ensued, American intellectuals struggled to understand India's culture, history, and national liberation movement in light of their nation's own historic experiences with revolution, nation building and civil war. Fawning in its support of British rule, and extravagantly critical of India's social practices, Mayo's book denied any analogy between India's quest for independence and America's own revolutionary past. Indeed, Mayo's engagement with India rested firmly upon a racially exclusive reading of American traditions that reflected deep contemporary concerns about America's role in the Philippines, immigration to the United States, and other domestic conditions. Responding to Mayo in his best-known work India in Bondage, Unitarian minister and long-time pro-India activist Jabez Sunderland sought not only to rehabilitate Indian culture in the wake of Mayo's attacks but also to position the mirror of American history to reflect more positively India's struggle for independence. Taking inspiration from The Writer and His Milieu: An Oral History of First Generation Writers in English (1984) and Writers and Their Milieu: An Oral History of Second Generation Writers in English (1993), which are both edited by Edilberto N. Alegre and Doreen G. Fernandez, de Ungria’s book is credited to him, the editor, for the research, interviews, and selection of works that best represent the featured writers. The judges at the National Book Awards recognize the effort and describe the book as: [A] lively set of dialogues with local writers and its meticulous work of documentation are such an impressive and laudable effort to recover the writers’ memories of their craft, fashion a knot of lesser- known but nonetheless significant local histories, and weave them into the larger frame of our national imagining.1 By initiating the project, as the citation suggests, de Ungria acts as a producer of knowledge, recording an oral history of craftsmanship that could have otherwise been forgotten, if not completely left unknown.

Suffrage was meant to acquire political rights for women, and through that mechanism, move towards greater equality between women and men in the public and private spheres. Yet, racial minority women, working class and immigrant women, among others, continued to encounter a series of political, civil, economic, cultural, and social boundaries that deprived them of access to rights. From the struggles of working-class immigrant women for economic rights, to equal pay, and better work conditions, to the struggles of Japanese American women who were interned because they were assumed to be “the enemy” of the state, the history of the twentieth century is replete with contradictions of what was achieved in the quest for rights and what was suppressed.

Such characters as Lino, Padre Amando, Miss Sanchez and Don Tito are types, but the novelist succeeds in endowing them with individuating traits The mode of representation is made to appro- ximate the reader's notion of everyday reality, for which reason the char- acters and situations are rendered more believable. The final thrust is basically Utopian, but there is an awareness that the real liberation of the farmers needs more than just a change of heart.

The majority of these reformers ignored what was lost in translating messy particularities of identity, status and hierarchy into the words “race” and “caste” and then again translating between these words. While exploring the limitations of such a double translation, this article argues that race/caste analogies were often utilized in opposition to white supremacy, caste oppression, and other forms of injustice. ***** In 1873, Jotirao Phule marshaled the history of race in the United States to attack caste prejudice in India. An eloquent critic of caste oppression, Phule had authored several books and founded an organization, the Satyashodak Samaj, that aimed to represent the “bahujan” or majority of India that Phule argued had been subju- gated by a Brahman elite (Omvedt 1976; O’Hanlon 1985). Phule entitled his attack on Brahmanism Slavery and dedicated it: To the good people of the United States as a token of admiration for their sublime disinterested and self sacrificing devotion in the cause of Negro Slavery; and with an earnest desire, that my country men may take their noble example as their guide in the emancipation of their Shudra Brethren from the trammels of Brahmin thralldom (Phule 1873). In his dedication, as well as the title of his book, Phule wielded elastic notions of freedom and slavery to denounce caste hierarchy.

    Birgit Lang Sexualwissenschaften auf Reisen: Zur antikolonialen Mimikry in Magnus Hirschfelds Die Weltreise eines Sexualforschers (1933) Im Dezember des Jahres 1930 trat der renommierte deutsche Sexualwissenschaft- ler Magnus Hirschfeld (1868–1935) eine Vortrags- und Studienreise in die USA an. Von ihr sollte der Berliner Arzt und Gründer des Instituts für Sexualwissen- schaften (1919–1933), der sich über drei Jahrzehnte als Vorsitzender des Wissen- schaftlich-humanitären Komitees für die Rechte Homosexueller einsetzte, erst im Jahr 1932 nach einer Umrundung der Welt, die ihn durch ganz Asien führte, ins Schweizer Exil „zurückkehren“. Deutschland erschien Hirschfeld als offener Schwu- ler und Jude sowie als Verfasser einer in nationalsozialistischen (und rechtskonser- vativen) Kreisen vehement kritisierten Sittengeschichte des Ersten Weltkriegs (1930) als zu gefährlich.1 In der Schweiz erschien 1933 auch die verschriftlichte Form sei- nes unter wissenschaftlichen Vorzeichen stehenden Reiseberichts, der heute als einer der Gründungstexte der Sexualethnologie gilt: Die Weltreise eines Sexualfor- schers im Jahre 1931/32.2 Der vorliegende Beitrag untersucht das Verhältnis zwischen Politik und Wis- senschaft in, Hirschfelds Text und fragt insbesondere nach der Auseinandersetzung des Autors mit dem Kolonialismus und den daraus resultierenden Implikationen für seine wissenschaftliche Wahrnehmungsweise.     Text and/as Travel The Self-Translations of Merlie M. Alunan Michael Carlo C. Villas Visayas State University Abstract Routes and roots form the dominant themes of the poetry of Merlie M. Alunan. Her translation practice exhibits these same tendencies as well in that her mobility across the islands of the Philippine South has allowed her to learn the Visayan languages from West to East: Hiligaynon and Kinaray-a in Western Visayas, Cebuano in Central Visayas, and Iligan City in Mindanao, and Waray in Eastern Visayas. It is not surprising that she would describe her writing in both Cebuano and English as a kind of “crossing borders” and “coming home” (“Crossing Borders, Coming Home” 138-145). This paper engages with Alunan’s self-translations from Cebuano, also called Sebwano or Sugbuanong Binisaya, to English or, as current Southeast Asian linguists and literary scholars put it, english. Selections are taken from her first poetry collection in Cebuano, Pagdakop sa Bulalakaw ug uban pang mga balak (To Catch A Firebird and Other Poems, Ateneo de Manila University Press 2012), which contain her translations of her poems. This paper argues how hetrolingualism or multilingualism brings a repertoire of strategies, though not mutually exclu- sive, in addressing a particular intertext, enabling the poet to navigate between signs. Alunan’s self-translations, for one, can be identified with the broader literary tradition of Philippine postcolonial Anglophone writing. In the same way, her self-translations amplified what was suggested in the Cebuano poems, VILLAS: TEXT AND/AS TRAVEL UNITAS 182 thus, adding more texture and intricacy to the self-translations.

Dimalanta’s Poems* Ma. Socorro Q. Perez Ateneo de Manila University Abstract1 The study attempts to show that while Ophelia A. Dimalanta’s excellent New Critical training and education have rendered her a quintessential poet conscious of form, technique, and craftsmanship, which in turn, has been foregrounded by her equally New Critical-trained colleagues, this New Critical tradition has limited the study of her oeuvre to artistic structure and form, glossing over myriad concerns that the poems may have. The present study, in turn, has recuperated form, technique, and genre to encode the feminism that undergirds her poetic vision. Foregrounding Dimalanta’s vision enfleshed in art, the study recuperates the sexual/textual politics in Dimalanta’s Lady Polyester: Poems Past and Present from the lens of Toril Moi.
