*1488 EDUCATION AND EARLY CHILDHOOD LEARNING—START STRONG CAPITAL WORKS GRANTS—Mr Primrose asked the Minister for Education and Early Childhood Learning— (1) Noting the $5 million Start Strong Capital Works grants offered by the Department in 2018: (a) Which organisations have applied for these grants? (b) Which organisations were awarded grants? (c) How much was each grant? (d) What was each grant to be used for?

*1489 EDUCATION AND EARLY CHILDHOOD LEARNING—BASC RENTAL SUBSIDY SCHEME—Mr Primrose asked the Minister for Education and Early Childhood Learning— (1) Noting the $10 million rental subsidy scheme for Before and After School Care (BASC) providers with services located in a public primary school, can the Minister indicate: (a) Which providers have applied for funds under the scheme? (b) Which providers were granted funders under the scheme? (c) How much each provider was granted? (d) How was it demonstrated that subsidized providers did in fact pass on saving to parents through reduced fees?

Answer— The Rental Subsidy Fund has not yet been opened.

*1491 EDUCATION AND EARLY CHILDHOOD LEARNING—EQUITY FUNDING USAGE AND REPORTING AT KELOSO HIGH CAMPUS—Mr Latham asked the Minister for Education and Early Childhood Learning— (1) In the 2018 Annual Report of the Kelso High Campus of Denison College, why has $172,077 in Low-Level Adjustment for Disability (LLAD) funding been left unaccounted for? (2) Why has the expenditure of Socio-Economic Disadvantage funding involved: (a) The employment of an Acting SAM of Communications, including Facebook work? (b) Implementation of "a new phone procedure"? (c) A wellbeing School Learning Support Officer (SLSO)? (d) A Executive Leadership Development Program? (e) An Acting Head Teacher Wellbeing? (f) An Acting Deputy Principal, Stage 4, that have nothing to do with directly improving academic results for disadvantaged students? (3) Why is there no data or reporting on the way in which equity category funding impacted on student academic results? (4) Why has $22,357 in Support for Beginning Teachers funding been left unaccounted for? (5) Why has $25,755 in Flexible Wellbeing Services funding been left unaccounted for? 2413 Legislative Council Questions and Answers No. 277— Thursday 18 June 2020

Answer— (1) In 2018 Kelso High Campus expended the full annual allocation of funding for low level adjustment for disability. Additional funding was allocated to key programs and initiatives to address students identified as having significant learning and or wellbeing needs. Evidence of student improvement is outlined in the 2018 Annual School Report. (2) In 2018 Kelso High Campus fulfilled the requirements of the guidelines for the use of funding for socio economic background loading, noting that: (a) strong communication supports all students and their families including those suffering disadvantage; (b) the school's new phone procedure supports communication between the school and families and it did not incur any costs; (c) the School Learning Support Officer supported the learning needs of students; (d) the Executive Leadership Development Program built staff capacity to assist student learning needs; (e) the Head Teacher Wellbeing supported students suffering disadvantage; and (f) the learning needs of Stage 4 students were supported by the Acting Deputy Principal. (3) The 2018 Annual School Report details evidence of student attainment and progress linked to equity funding. (4) In 2018 the summary of funding indicates that Kelso High campus expended the full annual allocation of beginning teacher funding. Additional funding was used to create a beginning teacher mentor position to support beginning teachers. (5) In 2018 the school expended the full allocation of flexible wellbeing funding as detailed in the summary of expenditure.

*1492 EDUCATION AND EARLY CHILDHOOD LEARNING—STRATEGIC DIRECTIONS OF SCHOOL PLANS—Mr Latham asked the Minister for Education and Early Childhood Learning— (1) In the three Strategic Directions of their School Plans, how many Government schools have used wording or phrases identical to the top four classroom practices recommended by the Centre for Education, Statistics and Evaluation (CESE) "What Works Best: 2020 Update" manual, that is: (a) 'High expectations'? (b) 'Explicit teaching'? (c) 'Effective feedback'? (d) 'Use of data to inform practice' or 'Data informed practices'?

Answer— Every NSW public school strives to achieve the best academic outcomes for their students.

2,198 NSW public schools used the wording or phrases of high expectations, explicit teaching, effective feedback and the use of data to inform practice or data informed practices in the three strategic directions of their current school plans.

Schools use a range of phrases in their strategic plans that state a school's commitment to achieving academic growth and excellence for all students.

1558 HEALTH AND MEDICAL RESEARCH—CLEANING AND ISOLATION AT NSW SCHOOLS—Mrs Houssos to ask the Minister for Mental Health, Regional Youth and Women representing the Minister for Health and Medical Research— 2414 Legislative Council Questions and Answers No. 277— Thursday 18 June 2020

(1) Why were the periods of closure for cleaning and self-isolation of students at Laguna St Public School longer than the period of closure for cleaning and self-isolation at other schools in New South Wales that have had teachers or students diagnosed with COVID-19? (a) Has the general health advice to schools changed, or was this a unique situation?

1559 PREMIER—STREAMING SERVICES—Revd Mr Nile to ask the Minister for Finance and Small Business, Vice-President of the Executive Council representing the Premier— (1) In view of recent steps to pull films and TV shows such as 'Gone with the Wind', '', '', 'We Can be Heroes', 'Jonah from Tonga' and 'Faulty Towers' from television owing to allegations of racism and display of 'blackface', and given that many Australian filmmakers count on the royalties from streaming services to find future projects, what measures can the Minister take to ensure banning of Australian content does not continue to financially hurt Australian film makers?
