Agenda and content of the WIAC Meeting 13th of April 2013 -Ismaning- Orginator: Jana Börsig Secretary Hinterriedweg 12 78576 Emmingen GERMANY [email protected] 20.04.2013 1 WIAC - World Inline Alpine Committee 1.) Greetings, presence and agenda introduction (M. Blättler) Markus Blättler greeted everyone and thanked Sigi Zistler for his work during the last inline season in 2012. 2.) Organization of SKYPE conference (A. Lehmann) Nations which attended the conference via Skype: - Japan (both associations) - USA - Spain - Latvia 3.) Report of the WIAC-coordinator (S. Zistler) Sigi Zistler informed all participants of the meeting about the amount of voting rights each country has. (listed in Word-Document) In sum: 43 voting rights for the WIAC-meeting in Ismaning Some guests also attended the WIAC-meeting (e.g. Inline club members from Degmarn and Austrian associations, translators etc. Review (by Sigi Zistler) with regard to the Welt Championships of last year: Many people said that there have been too many German starters. The goal for the next seasons would be that more people from other countries participate in the competitions. Task force already came up with some new proposals for the new constitution. (More information within point 6 of the agenda) The WIAC (which is not listed as a club/association) is already a commission in the FIRS. So therefore it has to be voted on a FIRS coordinator. At the moment there is an insufficient amount of international associations within the WIAC. 20 different nations are needed in order to come up with enough voting-power within the FIRS. Mr. Marotta already said that he will make more advertisements in other countries and continents. 20.04.2013 2 WIAC - World Inline Alpine Committee Further steps are already initiated: The IIDA (international downhill organization) has been contacted. The president of IIDA (Alexander Labrun) is invited to take part in WIAC races 2013. He supports the participation in the European Championships in Degmarn. This would be a further improvement of the internationalization of WIAC-member states and continents. 4.) Financial report (Gabriele Brenner) Financial report will be send via E-Mail. Some positions were discussed in detail. No peculiarities. Sigi Zistler thanked Gabriele Brenner for her work in the financial department of the WIAC. Costs for the WIAC-meeting in Ismaning: Members of the WIAC committee can save the driving costs (10 ct per kilometer can be claimed). 5.) New evaluation/analysis/homepage (B.Altmann) Bernd Altmann worked on the homepage and the new website address (if old web site is entered then user would be automatically directed to the latest web page). Sigi Zistler mentioned that there had been a virus on the webpage. Everything had to be deleted and uploaded again. Currently the website-problem still exists. The web-address for access is: www.world-inline-alpine-committee.org Now there is a new complete list of all competitors available. Possibility to prioritize or change issues within the database. Different persons are able to log in the new system. For example Gabriele Brenner can use the system for changing the status of the athletes to ´active´ if they have paid the fee of 15 Euros. Gabriele suggested that inline clubs which pay the fee for several athletes also should send an E-Mail with the names and date of birth related to the paid fee. 20.04.2013 3 WIAC - World Inline Alpine Committee With regard to the coordination and organization of races the new data base also provides some new features like a provisional start list or information on each competitor. Race organizers can also log in. They will be able to change the deadline for registration or upload the competition results. After each race the points are automatically updated. There will be also a new online application system (look at additional Word-Document which was handed out in the WIAC-meeting). In the previous year there have been always two separate lists for men and women. This changed now. Only one list is available. Maintenance costs: 1000 Euro (non-recurring fee) and 100 Euro monthly Sigi Zistler supports Bernd Altmann as he is always available and he would also do the WIAC internet support voluntarily. 6.) Voting on new WIAC-constitution Sigi Zistler mentioned that the WIAC did not move forward last year. Therefore he suggested a smaller group within the WIAC which can meet during the year which would in the end facilitate and support faster decision processes. There are 7 proposals regarding the new WIAC-constitution: - Application 1 (Birgid Bär): Birgid Bär proposed that members of the Management Board (MB) should not be representatives of the nations at the same time. Martin Kudělásek mentioned that it is not possible for some countries to have two or more representatives within the WIAC. result of the vote: 43 votes against application appeal was dismissed 20.04.2013 4 WIAC - World Inline Alpine Committee - Application 2 (Martin Kudělásek): 2.1: There should be two representatives of the competitors within the task board. For these two positions Gabriela Kudělásková and Kristaps Zvejnieks had been proposed. Martin Kudělásek argued that there have been many situations in the past in which the opinion and experience of the athletes would have been very important and useful (especially regarding security cases). result of the vote: 43 votes for the application appeal was granted 2.2: Only during WIAC conferences changes of regulations can be made. This means that changes during the year are not possible anymore except in autumn. 2.3: After two years it should be reviewed if both current Vice-presidents can be replaced by another two vice-presidents (from other nations). 2.4: It should be possible to carry out positions in the RB as well as in the MB. 2.5: It should be possible to carry out positions in the TB as well as in the RB. overall vote for the whole application No.2 two indifferent votes, the remaining votes supported application No.2 appeal was granted - Application 3 (Kenji Takai): Kenji Takai suggested that voting rights should only be given to National representatives. result of the vote: 16 votes for the application, 23 votes against application and 4 indifferent votes appeal was dismissed 20.04.2013 5 WIAC - World Inline Alpine Committee - Application 4 (Rupert Börsig): Rupert Börsig proposed that MB members should present at international races. He added that only a few MB members attended the World Cups. His proposal was that he as an active coach and supporter is also included within the MB. After some discussions application 4 was changed in so far that it was voted upon the amount of nations which have to be represented in the MB. To approve application No. 4 there has to be the possibility that only four different nations are represented and not five nations. result of the vote: 17 votes supported the application, 20 votes against the amendment and 6 indifferent votes appeal was dismissed - Application 5 (Gabriele Brenner): Gabriele Brenner suggested removing the following sentence from the WIAC constitution: ´The registered seat of WIAC is Cham, Germany.´. there was no vote on this issue because it has been already clarified in the beginning of the WIAC-meeting (no necessity for voting on this issue anymore) - Application 6 (Kurt Herschmann): In the new proposed WIAC constitution the DSV is only mentioned as a guest (because officially the DSV is no roller sport association but a skiing association) and not as a full member of the WIAC. Kurt Herschmann criticized this constitutional issue for disregarding the DSV as an active and successful German association. As a guest it is not possible to have any voting rights. Therefore the application was modified in so far, that it was voted upon the deletion of §5 sub-point 2 of the WIAC constitution. Deletion means that the DSV position does not change, i.e. DSV is a full member of the WIAC. (The probability of gathering new, international and multi-continental associations would increase because there would be no necessity to change skiing associations in rollerskating associations just to be a full member.) 20.04.2013 6 WIAC - World Inline Alpine Committee result of the vote: 36 votes for the application, 6 votes against the application and 1 indifferent vote. Further issues which were discussed: - Guests are allowed to attend when they are invited by MB. - MB cannot make any decisions regarding the constitutions/regulations during the seasons (i.e. decisions against the regulations are unconstitutional and therefore not allowed) - §6 sub- points 4.2.4 and 4.2.5: Jürgen Ecker had a couple of questions which were discussed in the meeting. At the moment there are two positions with regard to those constitutional points. It was discussed if one person can fulfill both parts. Gabriele Brenner suggested a TD-assistant or TD-secretary with experience. There was a vote on the introduction of sub-point 4.2.4 TD (technical delegate) and sub- point 4.2.5 Regulation consultant. As technical delegate Martin Kudělásek had been proposed and was also elected in the end. Result of the vote: 34 votes for this amendment, 1 vote against the amendment and 8 indifferent votes appeal was granted 7.) Election of MB and TB WIAC President All meeting participants had a look at the new proposals (word-document). Markus Blättler hold a speech with regard to his new proposed position and said that it would not be possible for him to spend more time for the WIAC. Harald Huttenlau proposed Rupert Börsig for the same position as Markus Blättler which was revised afterwards because only one German member is allowed (i.e.
