Position of Member States in relation to the Acts of the Union

Instruments amending the Constitution and the Convention of the International Telecommunication Union (Minneapolis, 1998)

Argentine Republic

The Government of the Argentine Republic has ratified the Instruments amending the Constitution and the Convention of the International Telecommunication Union (Minneapolis, 1998). The instrument of ratification was deposited with the Secretary-General on 30 September 2003. The Government of the Argentine Republic confirmed Reservations made at the time of signature.

Spain

The Government of Spain has ratified the Instruments amending the Constitution and the Convention of the International Telecommunication Union (Minneapolis, 1998). The instrument of ratification was deposited with the Secretary-General on 9 October 2003. The Government of Spain confirmed Reservations made at the time of signature.

State of Kuwait

Barbados

The Administration of Barbados announces that the Ministry of Industry and International Business has changed its name and is now called Ministry of Energy and Public Utilities.

Republic of Fiji

The Administration of the Republic of Fiji announces that the Ministry for Works, , Energy, Road Transport and Shipping has changed its name and is now called Ministry of Communications.

Consultations

Niue

By Circular Telegram N° A9 dated 2 June 2003 and by Circular Letter N° DM-1033 dated 3 June 2003, the Member States of the Union were invited to give their opinion before 2 October 2003, concerning the second application by the Government of Niue for admission as a Member State of the International Telecommunication Union.

The total number of Member States qualified to vote amounted to 164. For the request to be accepted, the total favourable votes had to amount to at least two-thirds of that number, i.e., 110.

At the end of the consultation period, the number of positive votes – 48 – was lower than the required majority of 110. Therefore, the second application by the Government of Niue for admission as a Member State of the Union is not accepted.

Regional Radiocommunication Conference for planning of the digital terrestrial broadcasting service in parts of Regions 1 and 3 in the frequency bands 174-230 MHz and 470-862 MHz Resolution 1185 (modified by Council 2003 session)

Consultation of ITU Member States pertaining to Region 1 and the Islamic Republic of Iran

By letter DM-1031 of 30 May 2003, Member States of Region 1 and the Islamic Republic of Iran were invited to indicate their position on the modifications to the agenda of the Regional Radiocommunication Conference for planning of the digital terrestrial broadcasting service in parts of Regions 1 and 3 in the frequency bands 174–230 MHz and 470–862 MHz, contained in Resolution 1185 as modified by Council 2003 session. The number of replies to this consultation, which was due by 18 July 2003, did not exceed one-half of the Member States consulted and entitled to vote. Consequently, in accordance with No. 47 of the ITU Convention, a further consultation took place, the results of which are decisive regardless of the number of votes cast. Therefore, the Member States of Region 1 and the Islamic Republic of Iran were once again invited, by letter DM-1055 of 27 August 2003, to indicate their position as to the proposed modifications to the agenda of the Regional Radiocommunication Conference contained in Resolution 1185, as modified by Council 2003. At the end of the consultation period (10 October 2003), the outcome was the following: - Number of replies 32 - Number of positive votes 32 Consequently, and in terms of the relevant provisions of the ITU Convention (Nos. 120, 122, 123, 138), the agenda of the Regional Radiocommunication Conference for planning of the digital terrestrial broadcasting service in parts of Regions 1 and 3 in the frequency bands 174–230 MHz and 470–862 MHz contained in Resolution 1185 as modified by Council 2003, is considered as adopted.
