This can be viewed on the APPG for SEND website: www.naht.org.uk/appgsend. NAHT was reappointed as secretariat for the group for 2021-22. Speaker: Minister for Children and Families, Vicky Ford MP The group were pleased to welcome Parliamentary Under Secretary of State, Vicky Ford MP, as the Minister with responsibility for SEND. The Minister spoke about work done by the government over the past year to support young people with SEND and their families. She referenced the APPG’s report which was presented at this meeting. This was followed by questions from members of the group. Presentation: APPG for SEND’s Report Spring 2021 Rob Kelsall, NAHT National Secretary and Secretariat for the group, presented the APPG’s Spring 2021 report entitled “Forgotten. Left-behind. Overlooked. The experiences of young people with SEND and their educational transitions during the Covid-19 pandemic in 2020”. The report is available to read on the APPG for SEND website: www.naht.org.uk/appgsend. This was followed by comments from members of the group. Speakers: Carly Blake (she/her), a young person with Cerebral Palsy and Learning difficulties Jimmy Langton (he/him), a young person with Quadriplegic Cerebral Palsy Carly and Jimmy returned to speak to the APPG for SEND following their contributions during an oral evidence session in October. BC thanked GM for all his hard work and wished him well in his new role. 2. Minutes and Actions from Last Meeting Action By Members in attendance at the meeting agreed the minutes. The Masterplan update is Agenda Item 3. The cycling and walking infrastructure is progressing. Project updates is Agenda Item 6. 3. AGT Draft Masterplan: consultation and communications update Action By GM - Slides on communications will be shown later on in this meeting. Consultation has been launched formally; this runs from 6 January 2020 to 14 February 2020. Four roadshows have been held with between 10 and 40 people attending, feedback has been positive and supportive. Statutory Partners have been sent an e-mail reminding them to complete the survey. So far 30 responses have been received and 20 e-mailed responses, people want regeneration of the town centre.

    The Rt Hon Matt Hancock MP Secretary of State for Health and Social Care Department of Health and Social Care Ministerial Correspondence and Public Enquiries Unit 39 Victoria Street London SW1H 0EU 13 March 2020 Dear Secretary of State, Coronavirus and the social care workforce We are writing as cross-party Parliamentarians concerned about the urgent need to provide support to the social care sector in the context of the Covid-19 pandemic. The social care sector plays a crucial role in supporting hundreds of thousands of vulnerable people in high-risk groups for Covid-19. There is a need to ensure both that there are strong protocols in place to keep vulnerable residents safe, and also to ensure continuity of care in the event that a significant proportion of the social care workforce has to take time off during the pandemic. We welcome the Chancellor’s commitment to provide local government with immediate financial support to protect adult social care services dealing with Covid-19 outbreaks, and the commitment that workers who self-isolate will be eligible for statutory sick pay from day one. We also welcome the guidance from NHS England advising NHS Trusts to: ‘Ensure that any member of staff, including bank staff and sub-contractors, who has to be physically present at an NHS facility to carry out their duties, receives full pay for any period in which they are required to self- isolate as a result of public health advice’. However, we are concerned that these actions will not protect the quarter of the social care workforce who are currently employed on zero-hours contracts, and that the drop in income which will result from receiving SSP may act as a disincentive to some social care workers to self- isolate, putting vulnerable people at risk.
