It is understood that Tourain Renewables are proposing to develop the site with a Plastic Conversion Facility. The proposed development is understood to comprise a plastic processing facility, a 2-storey office / laboratory block and car parking. Site Details The site forms a rectangular shaped area of flat-lying undeveloped land, that was part of a former, now demolished, chemical plant. The site covers an area of approximately 1.6 hectares, and is accessible only by the internal roads of the Wilton Chemical Works. Site History Review of historical Ordnance Survey (OS) maps indicates that the western and southeastern extents of the site formed part of the former Invista Textiles (UK) Ltd leased area of land, which was developed in the 1960s for the production of nylon. The northeastern extent of the site appears to have historically remained in use as car parking. The site underwent demolition and clearance in 2012. Anticipated Published geological information indicates the site to be underlain by glacial till. The Ground solid geology underlying the site is recorded to comprise strata of the Redcar Conditions Mudstone Formation. No made ground is shown to underlie the site on published maps. However, the site is anticipated to be underlain by made ground owing to the historical development of the property. Mining & Based on the site’s geological setting and the Coal Authority Gazetteer, it is considered Quarrying that the possibility of the surface stability at the site being affected by past coal mining activities is negligible. Historical OS maps do not indicate the presence of quarries/pits on the site. The possibility of encountering unrecorded quarries / pits cannot be discounted however. It is recommended that excavations be examined for evidence of such features. If evidence of an infilled quarry / pit is suspected, works should cease and the advice sought of a suitably qualified consultant. Foundations Foundation solutions will be dependent on finished levels, loadings and the detailed site geology, including: • Thickness and composition of made ground; • Presence/extent of any substructures / infilled basements; • Bearing capacity of the natural strata; • Proposed development/floor levels; • Location and extent of buried structures and services; and, • Groundwater levels It is not possible to make detailed recommendations with respect to foundations for any proposed structures until the results of a suitable intrusive geotechnical ground investigation are available. Given the historical development of the site relict foundations and other obstructions (including concrete structures) may be present. Consequently, at this stage, the need for deep foundations (i.e. piles or vibro-columns) cannot be discounted. It is acknowledged that slag was noted within the made ground as part of previous ground investigations. Should significant quantities of slag be encountered with the made ground during site investigation and / or during enabling/construction works, advice should be sought from an appropriate qualified consultant to determine the risk to the proposed development from potential expansion of the material. Potential heavy metals, low pH, organic and inorganic contaminants and asbestos fibres associated with possible made ground and the historic development of the site, may pose potential risks to human health (construction workers and site end-users) and controlled waters directly below and adjacent to the site. Risks related to these potential linkages are currently given qualitative assessments of low / moderate to moderate. The precise nature of the risks should be investigated further through site investigation. A Phase II (intrusive) geoenvironmental/contamination investigation should be undertaken to confirm the presence or otherwise of contaminants sources and quantify the risks to identified
