Journal of Economic Cooperation 21 , 4 (2000) 1-28 ROLE AND FUNCTION OF REGIONAL BLOCS AND ARRANGEMENTS IN THE FORMATION OF THE ISLAMIC COMMON MARKET ∗ Oker Gürler The present study aims to examine the role and function of regional blocs and trade arrangements in the formation of the Islamic Common Market. For this purpose, it provides, first of all, a conceptual background on regional economic groupings. Then, it evaluates the regional economic groupings and trade arrangements formed amongst the member countries of the OIC. Based on this framework, the paper discusses, in detail, the possible role and function of regional economic groupings and trade arrangements in the formation of the Islamic Common Market or any other form of economic integration. At the end, it gives concluding remarks on the topic. 1. INTRODUCTION In the 1990s, regionalisation efforts increased considerably at the global scale. This new wave of regionalisation was mostly affected by the achievements of the European countries in creating first a common market and then a monetary and economic union amongst themselves. Since its establishment, the European Union (EU) has grown greatly in terms of its membership, its economic and political influence, and its organisational infrastructure. Starting with only six member states, its membership has now reached fifteen. Furthermore, more countries are waiting at the doorstep of the Union. On the other hand, the Maastricht Summit (9-10 December 1991) was a very important turning point in the history of the EU. The member countries agreed on the Treaty on the European Union aiming to develop the European Community into an Economic and Monetary Union (EMU) and to introduce a single European currency by 1999 at the latest. -

This article provides a conceptual lens for and a thick interpretation of the emergent regional constellation in the Middle East in the first decade of the 21st century. It starts out by challenging two prevalent claims about regional politics in the context of the 2006 Lebanon and 2008–09 Gaza Wars: Firstly, that regional politics is marked by a fundamental break from the ‘old Middle East’ and secondly, that it has become ‘post-Arab’ in the sense that Arab politics has ceased being distinctly Arab. Against this background, the article develops the understanding of a New Arab Cold War which accentuates the still important, but widely neglected Arab dimension in regional politics. By rediscovering the Arab Cold War of the 1950–60s and by drawing attention to the transformation of Arab nationalism and the importance of new trans-Arab media, the New Arab Cold War perspective aims at supplementing rather that supplanting the prominent moderate-radical, sectarian and Realist-Westphalian narratives. By highlighting dimensions of both continuity and change it does moreover provide some critical nuances to the frequent claims about the ‘newness’ of the ‘New Middle East’. In addition to this more Middle East-specific contribution, the article carries lessons for a number of more general debates in International Relations theory concerning the importance of (Arab-Islamist) non-state actors and competing identities in regional politics as well as the interplay between different forms of sovereignty. -

PAM - TURKPA Virtual Parliamentary Meeting “Cross-regional cooperation in shaping a resilient economic recovery” Tuesday 30 March 2021 EXECUTIVE REPORT SUMMARY On 30 March 2021, the Parliamentary Assembly of the Mediterranean (PAM) and the Parliamentary Assembly of the Turkic-Speaking Countries (TURKPA) jointly organised a high- level virtual meeting on “Cross-regional cooperation in shaping a resilient economic recovery”. The event took place in the context of the PAM-TURKPA partnership, which was consolidated in December 2020 through the signing of a Memorandum of Understanding. The initiative was also supported by the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC). The objective of the meeting was to exchange policies and legislative strategies to strengthen institutional cooperation and accelerate the economic recovery in PAM and TURKPA regions. The event gathered over a hundred participants, including, inter alia, representatives of national parliaments from the PAM, TURKPA and PABSEC Member States, delegates from other regional and international parliaments, and representatives from the scientific community and the private sector. The event also convened wide participation from senior officials of different United Nations Agencies and major international organisations and financial institutions. I also extend thanks and appreciation to my big brother His Highness Sheikh Sabah Al-Ahmad Al- Jaber Al-Sabah, Amir of the State of Kuwait for his sincere and constructive efforts during his presidency of the previous summit. A just and comprehensive peace is our strategic choice that we have maintained for decades, yet the peace process is not only at a standstill for more than twenty years, but unfortunately has also persistently moved backward. -

ISSN 1567-214x Keywords: Central Asia, Turkey, foreign policy, soft power, economic and cultural cooperation etc. Abstract: This article discusses the role and importance of Turkey's ‘soft power’ diplomacy in the development of Central Asia, the work done in recent years, its impact and significance for the countries of the region in general. The article analyzes the directions, mechanisms and tools of ‘soft power’ in Turkish foreign policy. The impact of Turkey's ‘soft power’ policy on the socio-economic, political and cultural life of Central Asian countries has been studied. Unlike other geopolitical actors active in Central Asia, Turkey does not have the financial resources to pursue a ‘soft power’ policy. But its linguistic and ethno-cultural closeness to the Turkic-speaking peoples prevails. The study shows that the emergence of the notion of a ‘reliable partner’ in the attitude of the countries of the region towards Turkey in recent years has played a major role. In conclusion, Turkey's ‘soft power’ diplomacy is aimed at shaping and strengthening of ‘image’ in Central Asia. This is mainly in the cultural and humanitarian sphere. -

The Key Factors of Economic Integration in Southeast Asia: Case of Indonesia, Malaysia, and Thailand Kiki Verico University of Indonesia, Indonesia Abstract The major aim of economic integration in Southeast Asia is to shift economic integration from intra-regional trade to intra-regional investment before it achieves the common market. This article attempts to analyze the two essential factors in Southeast Asia’s economic integration: intra-regional trade and an economic community. In the first analysis, this article observes three selected countries: Indonesia, Malaysia, and Thailand; while in the second analysis it focuses on Indonesia as a case study. Findings from this article showed that free trade agreement is effective to increase intra-regional trade but not effective to attract investment; therefore suggesting that Southeast Asia needs to amplify its open-regionalism principle. This article also found that the private sector is ready for the economic community; therefore the ASEAN Economic Community (AEC) is fit for Southeast Asia’s economic integration exemplary.
