    PARLIAMENT NEWS NEW VISION, Wednesday, May 13, 2015 7 MPs query government constitutional amendments By Joyce Namutebi Government proposals contained in the Constitution (Amendment) Bill, 2015 which was tabled in Parliament recently, have attracted “sharp” criticism from lawmakers at the start of the review of the Bill by the legal and Parliamentary affairs committee. Meeting the Minister of Justice and Constitutional affairs, Kahinda Otafiire, yesterday, the MPs described the proposals as “cosmetic, unconstitutional and discriminatory.” Some MPs went to the extent of referring to some of the proposals as stupid. The MPs demanded a compilation of all the proposals that were submitted to the ministry so that they could examine them. Otafiire appeared before the Members from the opposition addressing journalists about the government proposals for electoral reform as contained in the Constitutional committee to officially introduce Amendment Bill 2015 at Hotel Africana in Kampala yesterday. In the portion of the Discovery Order denying, in part, Lively’s Motion to Compel Plaintiff to Produce Unredacted Documents (Doc. 173) (“Motion to Compel”), Judge Robertson applied an association privilege to two categories of information previously redacted from SMUG’s production: (1) “previously undisclosed identities of donors, supporters, and affiliates” of SMUG, and other information identifying persons, and (2) “information about Plaintiff’s strategies for defeating reenactment of an Anti-Homosexuality Bill” which, “[w]hile relevant . is not crucial to the defense against claims that are premised on conduct that occurred prior to July 2012, when Case 3:12-cv-30051-MAP Document 210 Filed 08/24/15 Page 2 of 7 the amended complaint was filed.” (Discovery Order at 9.) Lively objects only to Judge Robertson’s application of an associational privilege to the second category.

Earlier on in your communication, you decried the dwindling numbers of Members in the House. But even with the dwindling numbers, which is partly caused by the issue that my colleague, hon. Ekanya has stated, we are also perturbed with the fact that Parliaments time gets eaten up every other day. Mr Speaker, if there is need to gazette every Wednesday for Cabinet, so be it. It is very disappointing for Members to come in only to find no frontbench on the government side and business stalls. When it comes to issues of disaster, for example, it really calls for emergency interventions. Last week, we agreed that the minister would be here to give a report. Today we are told he is still in Cabinet, and yet issues keep unfolding every other minute. I think there is need for the ministers to put in extra effort in their work, and to even honour commitments that they make on the Floor about when they would be able to furnish the House with updated information on any matter.
