Madam Speaker, In fulfillment of the Constitutional requirement under Article 101 (1) of the Constitution of the Republic of Uganda, I am here to deliver the State of the Nation Address, 2020. 2 While still fighting, precisely at Kanyaara camp in Ngoma, the combined meeting of the High Command and NRC, adopted the 10 points of NRM political programme. These 10 points were: POINT N0. 1 Restoration of Democracy POINT N0. 2 Restoration of Security POINT N0. 3 Consolidation of national unity and elimination of all forms of sectarianism POINT N0.4 Defending and consolidating national independence POINT N0. 5 Building an independent, integrated and self-sustaining national economy POINT N0.6 Restoration and improvement of social services and rehabilitation of war–ravaged areas POINT N0. 7 Elimination of corruption and the misuse of power 3 POINT N0. 8 Redressing errors that have resulted in the dislocation of some sections of the population POINT N0. 9 Co-operation with other African countries POINT N0. 10 Following an economic strategy of a mixed economy As far as the economy is concerned, of these 10 points, the crucial ones are nos: 5, 9 and 10.

Abstract Although Yoweri Museveni’s National Resistance Movement (NRM) has dominated Uganda’s political scene for over three decades, the capital Kampala refuses to submit to the NRM’s grip. As opposition activism in the city has become increasingly explosive, the ruling elite has developed a widening range of strategies to try and win urban support and constrain opposition. In this paper, we subject the NRM’s strategies over the decade 2010-2020 to close scrutiny. We explore elite strategies pursued both from the ‘top down’, through legal and administrative manoeuvres and a ramping up of violent coercion, and from the ‘bottom up’, through attempts to build support among urban youth and infiltrate organisations in the urban informal transport sector. Although this evolving suite of strategies and tactics has met with some success in specific places and times, opposition has constantly resurfaced.

    EUROPEAN PARLIAMENT Account of the mission to observe the presidential and parliamentary elections in Uganda 23 February 2006 Leader of the delegation: Mr Johan Van Hecke 16 March 2006 INTRODUCTION By letter dated 6 December 2005 the Ugandan Electoral Commission invited the European Union to observe the elections to be held in Uganda on 23 February 2006. At its meeting of 9 February 2006, the Conference of Presidents of the European Parliament authorised a delegation composed of seven members to observe these elections, to be appointed by the political groups in accordance with the continuous d'Hondt system. In the event four members were appointed (see below). A Memorandum of Understanding between the European Commission, on behalf of the European Union, and the Government of the Republic of Uganda on the observation of the 2006 elections was signed, after which a core team and long term observers (LTOs) went to Uganda under Mr Max van den Berg, MEP, Chief Observer. The European Parliament delegation to observe the elections consisted of: Mr Johan Van Hecke (ALDE) (appointed leader of the delegation on 15 February 2006) Mr José Manuel García-Margallo y Marfil (EPP-ED) Mr Filip Kaczmarek (EPP-ED) Mr Fernand Le Rachinel (NI) the delegation was accompanied by Mrs Armelle Douaud and Mr John Bryan Rose of the European Parliament secretariat, Directorate General for External Policies. ARRIVALS Mr Van Hecke and Mr Le Rachinel arrived in Entebbe on 20 February 2006 at 22.50 hrs on flight SN481. Mr Kaczmarek arrived in Entebbe on 21 February 2006 at 11.00 hrs on flight ET809.

    3 Accountability for Acts of Torture by Counter Terrorism Law Enforcement Officials in Uganda Emmanuel Okurut* ABSTRACT The paper discusses the challenge of countering terrorism by law enforcement agencies in Uganda while at the same time ensuring full recognition and protection of rights of suspects such as freedom from torture, inhuman and degrading treatment. The paper notes that agencies responsible for combatting terrorism in Uganda have been known to execute their duties and responsibilities sometimes in complete disdain of the prohibition under Uganda’s Constitution and other laws of all forms of torture and cruel, inhumane and degrading treatment of suspects or offenders. The paper suggests strategies for turning this around. They include incorporating in the legislative framework accountability measures for law enforcement agencies; countering terrorism only through units properly established under laws incorporating accountability measures; and improved training and education of law enforcement agencies on human rights likely to be violated in counter terrorism activities. 1. INTRODUCTION The problem of torture has been a serious challenge within Uganda’s police force and has persisted over the years regardless of a number of measures against the practice.1 The practice of torture has permeated the entire police force but has been more pronounced in the fight against terrorism by the Counter Terrorism Police Unit and its affiliated security agencies.2 The threat of crime such as terrorism in Uganda has had a number of implications on the safety and security of the country.     Gen David Sejusa www.hicginewsagency.com www.haveitcheap.com www.healdeplanet.org www.africa54.webs.com General David Sejusa (born 13 November 1954 (as David Tinyefuza) decorated with the DAMU Medal and the Luweero Triangle Medal is a Ugandan lawyer, military officer and politician. He was the coordinator of intelligence services and a senior presidential adviser to President of Uganda Yoweri Museveni. He was also a member of High Command UPDF, the UPDF defense council and a member of parliament representing the Uganda People's Defence Force. He had a falling out with Museveni and formed the Freedom and Unity Front in exile in the United Kingdom following being charged for plotting a coup where he has been allegedly planning anti-government activities by the Museveni government. Early and personal life Tinyefuza attended Nyakasura School. He holds the degree of Bachelor of Laws Honours (LLB) and Master of Laws (LLM) from Makerere University. He also attended the Law Development Centre for the Diploma in Legal Practice where he left after a clerkship for cadet training in Tanzania. He was also a student leader at Makerere University. He has obtained the senior command qualifications of PSC from the Uganda Senior Command and Staff College at Kimaka, Jinja, Uganda. He also holds a Certificate in Information Technology from an institution in Canada. He also attended the Police Cadet Course in Tanzania and Senior Command Strategic Course. He is married to Juliet Tinyefuza On 17 February 2012, David Tinyefuza officially changed his name to David Sejusa. He said that Sejusa is a family name that is also reflected on some of his academic documents but that he had abandoned it "around secondary school level" but that he would re-claim as "everybody back home" refers to him as such.

    Information as of 1 November 2014 has been used in preparation of this directory. PREFACE The Central Intelligence Agency publishes and updates the online directory of Chiefs of State and Cabinet Members of Foreign Governments weekly. The directory is intended to be used primarily as a reference aid and includes as many governments of the world as is considered practical, some of them not officially recognized by the United States. Regimes with which the United States has no diplomatic exchanges are indicated by the initials NDE. Governments are listed in alphabetical order according to the most commonly used version of each country's name. The spelling of the personal names in this directory follows transliteration systems generally agreed upon by US Government agencies, except in the cases in which officials have stated a preference for alternate spellings of their names. NOTE: Although the head of the central bank is listed for each country, in most cases he or she is not a Cabinet member.
