Governance & Policies Effective: October 1997 University Governance Committees Which Are Modified by the Faculty Senate COMMENCEMENT SPEAKER COMMITTEE Approved: updated, fall 2009 Faculty Senate Bylaws Committee Membership 1. The committee is composed of one representative from each of the following four academic units: Education, Humanities, Science/Math, and Social Sciences, and one member from the non-school faculty, all elected by Faculty Senate for overlapping two-year terms. No representative may serve more than two consecutive terms. 2. Two student representatives serve on the committee. One is the chairperson of the University Board Speakers Committee and one is selected by the Student Senate for a one-year term. 3. The vice president for university advancement, who shall also serve as convener of the committee, and the director of student activities shall be members of the committee. 4. The terms of office begin 1 October, and the committee shall meet at least one time per year, usually during the fall semester, but at other times at the call of the convener or a majority of the members of the committee. Functions 1. The committee shall generate a pool of potential commencement speakers for consideration by the University president. 2. The pool shall be broadly representative in terms of race, gender, and academic discipline, and may include other considerations in order to promote enhanced diversity. 3. The speakers for the spring and winter commencements shall be drawn from the pool generated each fall by the committee. In the event a speaker cannot be obtained from the pool, nothing in this policy shall prevent the University administration from obtaining a commencement speaker from other avenues. -

MOTIONS EXPLAINED Adjournment: Suspension of proceedings to another time or place. To adjourn means to suspend until a later stated time or place. Recess: Bodies are released to reassemble at a later time. The members may leave the meeting room, but are expected to remain nearby. A recess may be simply to allow a break (e.g. for lunch) or it may be related to the meeting (e.g. to allow time for vote‐counting). Register Complaint: To raise a question of privilege that permits a request related to the rights and privileges of the assembly or any of its members to be brought up. Any time a member feels their ability to serve is being affected by some condition. Make Body Follow Agenda: A call for the orders of the day is a motion to require the body to conform to its agenda or order of business. Lay Aside Temporarily: A motion to lay the question on the table (often simply "table") or the motion to postpone consideration is a proposal to suspend consideration of a pending motion. Close Debate: A motion to the previous question (also known as calling for the question, calling the question, close debate and other terms) is a motion to end debate, and the moving of amendments, on any debatable or amendable motion and bring that motion to an immediate vote. Limit or extend debate: The motion to limit or extend limits of debate is used to modify the rules of debate. Postpone to a certain time: In parliamentary procedure, a postponing to a certain time or postponing to a time certain is an act of the deliberative assembly, generally implemented as a motion. -

Sound complicated? Controlling? Boring? Intimidating? Why do we need to know all those rules for conducting a meeting? Why can’t we just run the meetings however we want to? Who cares if we follow parliamentary procedure? How many times have you attended a meeting that ran on and on and didn’t accomplish anything? The meeting jumps from one topic to another without deciding on anything. Group members disrupt the meeting with their own personal agendas. Arguments erupt. A few people make all the decisions and ignore everyone else’s opinions. Everyone leaves the meeting feeling frustrated. Sound familiar? Then a little parliamentary procedure may just be the thing to turn your unproductive, frustrating meetings into a thing of beauty — or at least make them more enjoyable and productive. What is Parliamentary Procedure? Parliamentary procedure is a set of well proven rules designed to move business along in a meeting while maintaining order and controlling the communications process. Its purpose is to help groups accomplish their tasks through an orderly, democratic process. Parliamentary procedure is not intended to inhibit a meeting with unnecessary rules or to prevent people from expressing their opinions. It is intended to facilitate the smooth func- tioning of the meeting and promote cooperation and harmony among members. -

Brennan, Commissioner r. 2003/6.16.2006 Page 2 A Guide to Parliamentary Procedure for NYC Community Boards Mayor's Community Assistance Unit INTRODUCTION "The holding of assemblies of the elders, fighting men, or people of a tribe, community, or city to make decisions or render opinion on important matters is doubtless a custom older than history," notes Robert's Rules of Order, Newly Revised. This led to the need for rules of procedures to organize those assemblies. Throughout history, the writers of parliamentary procedure recognized that a membership meeting should be a place where different people of a community gather to debate openly and resolve issues of common concerns, the importance of conducting meetings in a democratic manner, and the need to protect the rights of individuals, groups, and the entire assembly. Parliamentary procedure originally referred to the customs and rules used by the English Parliament to conduct its meetings and to dispose of its issues. Some of the unusual terms used today attest to that connection -- such terms as "Lay On The Table" or "I Call The Previous Question." In America, General Henry Martyn Robert (1837-1923), a U.S. Army engineering officer was active in civic and educational works and church organizations. After presiding over a meeting, he wrote "But with the plunge went the determination that I would never attend another meeting until I knew something of... parliamentary law." After many years of study and work, the first edition of Robert's manual was published on February 19, 1876 under the title, Robert's Rules of Order. -

Speakers of the House: Elections, 1913-2021 Updated January 25, 2021 Congressional Research Service https://crsreports.congress.gov RL30857 Speakers of the House: Elections, 1913-2021 Summary Each new House elects a Speaker by roll call vote when it first convenes. Customarily, the conference of each major party nominates a candidate whose name is placed in nomination. A Member normally votes for the candidate of his or her own party conference but may vote for any individual, whether nominated or not. To be elected, a candidate must receive an absolute majority of all the votes cast for individuals. This number may be less than a majority (now 218) of the full membership of the House because of vacancies, absentees, or Members answering “present.” This report provides data on elections of the Speaker in each Congress since 1913, when the House first reached its present size of 435 Members. During that period (63rd through 117th Congresses), a Speaker was elected six times with the votes of less than a majority of the full membership. If a Speaker dies or resigns during a Congress, the House immediately elects a new one. Five such elections occurred since 1913. In the earlier two cases, the House elected the new Speaker by resolution; in the more recent three, the body used the same procedure as at the outset of a Congress. If no candidate receives the requisite majority, the roll call is repeated until a Speaker is elected. Since 1913, this procedure has been necessary only in 1923, when nine ballots were required before a Speaker was elected. -

The South Carolina Legislature consists of two bodies—the Senate and the House of Rep - resentatives. There are 170 members—46 Sena - tors and 124 Representatives representing dis tricts based on population. When these two bodies are referred to collectively, the Senate and House are together called the General Assembly. To be eligible to be a Representative, a person must be at least 21 years old, and Senators must be at least 25 years old. Members of the House serve for two years; Senators serve for four years. The Speaker’s most prominent role is that of presiding officer of the House. In this capacity, the Speaker is empowered by House rules to administer proceedings on the House floor, including recognition of Members to speak on the floor or make motions and appointment of Members to conference committees. The Speaker also oversees much of the non- legislative business of the House, such as general control over the Hall of the House and the House side of the Capitol and service as chair of the House Office Building Commission. The Speaker’s role as “elect of the elect” in the House also places him or her in a highly visible position with the public. The Speaker also serves as not only titular leader of the House but also leader of the majority party conference. The Speaker is often responsible for airing and defending the majority party’s legislative agenda in the House. The Speaker’s third distinct role is that of an elected Member of the House. Although elected as an officer of the House, the Speaker continues to be a Member as well. As such the Speaker enjoys the same rights, responsibilities, and privileges of all Representatives. -

H. RES. 6 ADOPTING THE RULES FOR THE 116th CONGRESS SECTION-BY-SECTION ANALYSIS Title I. Rules of the One Hundred Sixteenth Congress Section 101. Adoption of the Rules of the One Hundred Fifteenth Congress. This section provides that the Rules of the 115th Congress are the Rules of the 116th Congress, except for the amendments contained in section 102 of the resolution and orders contained in the resolution. Section 102. Changes to the Standing Rules. Notification of Convening of the House. Subsection (a) clarifies that Delegates and the Resident Commissioner must be notified of action regarding the convening of the House pursuant to clause 12 of rule I. Voting by Delegates and the Resident Commissioner in the Committee of the Whole. Subsection (b) extends the same powers and privileges of Members to Delegates and the Resident Commissioner when in the Committee of the Whole. The subsection also provides that any recorded vote in the Committee of the Whole, decided within a margin where the Delegates and the Resident Commissioner may have had a decisive impact on the final outcome of the vote, will be re-conducted in the House. Allowing Delegates and the Resident Commissioner to Serve on Joint Committees. Subsection (c) provides that Delegates and the Resident Commissioner may serve on joint committees. Admittance to the Hall of the House. Subsection (d) adds Delegates-elect, the Resident Commissioner-elect, contestants in elections for Delegate or the Resident Commissioner, and Governors of the Territories to the list of people who are permitted in the Hall of the House.
