The following Draft Interview Report No. 5 is prepared under EPA Contract No. 68- W9-0003, (TES-6) Work Assignment No. CO 1155. EPA requested assistance to conduct interviews detailed in TRC Environmental Corporation (formerly Alliance Technologies) Revised Work Plan No. 1, dated March 4, 1992.

As part of the assignment, TRC was requested by EPA to conduct additional investigative work which included conducting several interviews of individuals who have knowledge of the operations and procedures at the Sprague Electric facilities located in Kingston, New York, and North Adams, Massachusetts. This report provides the results of those interviews.

Blake Investigative Agency (BIA) was tasked by TRC to conduct the interviews as specified by the EPA approved Work Plan (Task 5) dated October 14, 1991. At the request of EPA, TRC is submitting the BIA interview reports unedited. TRC acknowledges that some or all of the reports may contain some typographical errors, and therefore are being submitted as DRAFT reports. Corrections to these reports will be made prior to their inclusion into the Final Report for this site.

2.0 PROJECT APPROACH

TRC directed Blake Investigative Agency (BIA) to conduct interviews of former employees of Sprague Electric. This report presents the results of BIA's efforts conducted from August 24, 1992 through August 30, 1992.

3.0 RESULTS

Blake Investigative Agency conducted interviews of former employees of Sprague Electric, North Adams, Massachusetts from August 24, 1992 through August 30, 1992.

During this period, a total of eighteen (18) interviews were conducted, along with one (1) attempted interview. Table 1 provides the names and addresses of the individuals interviewed, and the dates on which the interviews occurred.

Capacitor Division and remained there until 1962, except -for 3 years in the Armed Services, 195O-53. Ceramic did not use oil, as an impregnant.

In 1962, he began work as a security guard and remains in this position today, with the company that purchased Sprague

Electric's N. Adams plant.

department.

In the rear yard of the Brown St. plant, the barrels were

stacked 2 high, in an area measuring approximately 3O' x 3O'.

Some of the barrels were turned over and leaking, while others

had rusted and were also leaking. The barrels were not labeled. Triad or degreaser was also stored in this area, along with waste pump oi1. He said that if a truck came to remove these barrels. a maintenance man would have loaded the barrels onto the truck and that the paperwork would have probably been issued through the Marshall St. offices. He worked at al1 4 of the Sprague plants, but primarily at the

Marshall St. plant. He was an advisor in the packing area,

involved in the shipment of the finished product.

From 1967 until 1992, he worked as a security guard at all 4

of the Sprague plants in N. Adams, MA. He would log in trucks as

they entered and exited the facilities and also made rounds

throughout the plants. He has never heard of Fletcher Paint.

He said that waste products were handled by the Salvage

Department and that James Oldham worked in the Purchasing

Adams, Ma. Chloronol was used only at the Brown St. plant and

barrels of waste chloronol were stored in the rear yard of the

plant. Mr. Peck recalled that trailer trucks removed barrels of waste chloronol, from the Brown St. plant, but did not know who owned the trucks. They were not owned by Sprague Electric. THe trucks were loaded by the late Bill Cooper and he said that the late Phil Tallerico, head of Shipping and Receiving, may have hired the trucks, which removed the barrels. He had no

information on what type of paperwork was involved in this operation and had nevar heard of Fletcher Paint. Details o-f a conference with Walter Maynard- 8/27/92

If the contents of the barrels would not flow from the barrel, the entire barrel was thrown into the hole. welder, at all of the Sprague plants in N. Adams. He also drove a

truck, which was involved in hauling barrels of waste chloronol

to a hole, which had been dug behind the Brown St. plant. The

contents of these barrels were emptied into the hole. Barrels of

waste chloronol was also dumped at the N. Adams landfill.

He said that a fuel oil company from Troy, NY purchased

waste chloronol, from Sprague Electric. A tanker truck would

vacuum the oil from barrels. He was also involved in loading

barrels of waste chloronol, onto trucks at the Brown St. plant.

He said that they were tractor trailer trucks, but could not

recall their names.

-~- He worked in the Salvage Department at Marshall St., from I960 until 1965 as a laborer and truck driver. The Salvage

Department was located in Building 16 (see diagram). One of his

duties was to pick up barrels of waste oil, chloronol, from the

Brown St. plant and deliver them to the Salvage Building at Marshall St. On a weekly basis, he would deliver 20 to 3O fifty- five gallon barrels of waste oil to the Scrap and Salvage

Building at Marshall St.. The barrels were stored in the building

and the late William Cooper handled the paperwork, for Scrap and

Salvage. Mr. Cooper passed the paperwork to his boss the late Andy Giargenti, who reported to the Maintenance Supervisor, the

late Everett Brown. There were only four people employed in the

He traveled throughout the country to various Sprague facilities, performing fire and safety inspections. In the 195O's and early 196O's, he was involved with the record keeping, concerning the storage of waste chemicals at the Marshall St. plant. These materials were stared in Buildings 16 and 21, under the supervision of Everett Brown and Al Borden. When barrels of waste liquids or scrap materials were stored at the Marshall St. plant, members of the Salvage Department would write down the amounts and types of materials stored.

Sometimes these figures were given to Mr. Pead, who in turn passed them along to Mr. Ortman, the Facility Engineer. Maintain- ence and Scrap Salvage were a division of Facility Engineering.

Mr. Pead did not keep copies of these records and said that he was not always involved in the loop, through which these records were passed. The only records which he kept concerned fires or spills, at the various plants. His department kept records, concerning the amount of waste material in storage. He was not involved with the sale of these materials. He believes that the Scrap Department would contact someone in the Purchasing Department, concerning the sale of waste materials. He said that the individual contacted in the

Purchasing Department was probably the late Henry Mallory. He said that the sale of waste material could also have gone through the Production Department at Brown St. or through the Maintenance

Superintendent.

He worked in the Molding Department at the Brown St. plant, from 1942 until 1957, when he transferred into Security, where he

remained until he retired in 1979.

As a security guard, he worked at all 4 of the Sprague

plants in N. Adams, Brown St., Beaver St., Union St., and Marshall St.. Each plant had a gatehouse, which was monitored by

a security guard. All trucks entering and exiting the plants would be entered in the security log. The security guard would also unlock the gate, in order to allow the trucks to enter the facility. He had no knowledge as to where the security logs were now located. His supervisors were John Flaherty and Henry

Goetsch. I have determined that Mr. Flaherty is deceased.

Mr. Maselli worked mainly of the 3rd shift, 11:00 P.M.-7:00

A.M., as a security guard. He has seen barrels of waste chloronol buried in the rear yard of the Brown St. plant with a payloader and said that this was done by the Salvage Department. He has never heard of Fletcher Paint. He mentioned the names of Brownie Soccia, Ernie Gregory, and
