ATTACHMENT A.1 – NON-TECHNICAL SUMMARY 1. Description of the Wastewater Treatment Works and Activities carried out therein The existing Kildangan 1 WWTW is situated in Kildangan, a small village approximately 5km south of Monasterevin in County Kildare. It can be accessed from Dublin via the M7 Motorway and the R413 Regional Road from Monasterevin to Athy. The Kildangan 1 WWTW is a Bord Na Mona Puraflo system which provides treatment to sewage by: 1. Septic tank on-site to provide primary treatment: a. Receive sewage and remove suspended solids from the waste water. b. Reduce the Biochemical Oxygen Demand (BOD) of the effluent through anaerobic digestion. 2. Pumping Station to pump sewage into the Puraflo unit following primary treatment in the septic tank. 3. Puraflo unit to provide secondary treatment: a. Remove suspended solids from the waste water through the use of a peat based fibrous filter material. b. Reduce the Biochemical Oxygen Demand (BOD) of the effluent through microbiological digestion. It was designed to have a capacity of 150 PE (Population Equivalent). Kildangan 1 WWTW receives domestic sewage only. The Kildangan 1 WWTW is fenced off to prevent unauthorised entry. 2. Sources of emissions 1. Sewage sludge 2. Final effluent discharged to stream 3. Odours 4. Noise associated with site activities (periodic desludging etc.) 3. Nature and quantities of foreseeable emissions from the waste water works into the receiving aqueous environment as well as identification of significant effects of the emissions on the environment The nature and quantities of foreseeable emissions from the waste water works are not expected to vary in nature i.e. domestic or volume for the foreseeable future. The proposed technology and other techniques for preventing or, where this is not possible, reducing emissions from the waste water works There are no current proposals to reduce emissions from the waste water works through the use of technology or other techniques. However, a developer (John Quigley – Permission taken up by Balcon Developments) was conditioned through planning to connect his development (Planning Ref. 00/2347) to the sewerage system within another private housing development (Adrem Homes Ltd. - Planning Ref. 04/364) where a foul pumping station was constructed to pump sewage to the Kildangan 2 WWTW. The cost of building this foul pumping station was to be shared between a number of developers in Kildangan. Also, as part of the above, there was an agreement that the Castlepark local authority housing development, which is solely served by the Kildangan 1 WWTW, would be connected into the foul system for this development (Planning Ref. 00/2347) to facilitate the decommissioning and removal of the Kildangan 1 WWTW. To date, this development has not been fully completed. The Developer is in receivership and the Development Control Section of Kildare County Council is pursuing the matter with a Receiver for the Developer to have all outstanding works completed. An application by the Receiver (09/439) to extend this planning permission was granted by Kildare County Council on the 5th June 2009. An Enforcement Notice was issued by Kildare County Council on the 28th August 2009 in relation to non- compliance with Condition 30 of the original planning permission (00/2347) which dealt with the sewerage element of the development. Refer to Attachment B.9 for further details. 5. Further measures planned to comply with the general principle of the basic obligations of the operator, i.e., that no significant pollution is caused See 4 above. 6. There are currently no measures/proposals in relation to monitoring emissions into the environment at Kildangan 1 WWTW. EPA Export 26-07-2013:18:04:46 Kildare County Council Application to EPA (Kildangan 1 WWTP) ATTACHMENT G.2 – COMPLIANCE WITH EC ENVIRONMENTAL OBJECTIVES (SURFACE WATERS) REGULATIONS 2009 Compliance with the European Communities Environmental Objectives (Surface Waters) Regulations 2009 The above Regulations, enacted in July 2009 set out the environmental quality standards for surface waters and they identify the criteria for at least “Good Status” that are required to be achieved by 2015. The Regulations also make specific reference to river basin management plans. The Kildangan 1 agglomeration is part of the South Eastern River Basin District, for which the “Draft River Basin Management Plan for the South Eastern River Basin District”, was published in December 2008 for subsequent formal adoption by each local authority. This document is publicly available for viewing and download at :- http://www.serbd.com Under the current Draft River Basin District River Basin Management Plan, a Strategic Environmental Assessment and Programmes of Measures have also been published. These are also publicly available for viewing and download at :- http://www.serbd.com It is intended that the River Basin Management Plan along with the associated programmes of measures will be formally adopted in December 2009. The new Regulations, issued in July 2009 also revoked the previous Local Government (Water Pollution) Act 1977 (Water Quality Standards for Phosphorous) Regulations, 1998 (S.I. No. 258 of 1998). Catchments”. The Regulations under which this document was prepared have been revoked in July 2009. A copy of the Implementation report is included with this application.
