This operation is designed to provide a solution to the imminent saturation of the existing plan and comply with related international rules which recommend suppression of the zero (0) for incoming international calls. 1 OVERALL STRUCTURE OF NEW NUMBERING PLAN Whereas the existing eight (8)-digit plan is structured AB PQMCDU, the new plan employs nine (9) digits structured AX BPQMCDU, with the addition of digit X between the A and B. Gabon’s new numbering plan will be a closed eight-digit plan, taking the format ABPQ MCDU. When the plan was adopted in 2005, only the mobile telephone operators effected the changeover of their equipment; Gabon Telecom requested and obtained from ARCEP (ex-Artel) further time for adapting its equipment; that has now been done. 1 GENERAL STRUCTURE OF NEW NUMBERING PLAN The general structure of the new numbering plan is based on eight (8) numbered digits ABPQMCDU. They can provide reassurance that the caller is who they say they are. Many businesses rely on telephone numbers to support their brand and marketing, particularly if they are catering to a local customer base. 1.2 The National Telephone Numbering Plan (“Numbering Plan”) is an essential document that sets out the telephone numbers available for allocation and any restrictions on how they may be adopted or used. 1.3 Many of these restrictions have previously been determined by the network architecture of the PSTN. The imminent migration to IP gives us the potential to unshackle ourselves from these restrictions, and launch new innovative products and services to deliver greater customer benefits that meet changing consumer needs. 1.4 We welcome this timely consultation by Ofcom, which offers an opportunity to review the whole Numbering Plan to ensure that it is still fit for purpose and remains futureproof. 1.5 Our response sets out BT’s views on how best to meet these objectives.
