Subsequent to marrying Cleo Sikkink in 1926, Cross had three children, Mary-Lynn, George William, and Braden. Receiving his B.S. degree in 1926 from South Dakota State College, Cross went on to acquire his M.S. in 1927 from the same college. After receiving his Ph. D. in 1929 from the University of Chicago, he obtained a Rockefeller Grant and became a research fellow at Chicago for 1929-30. Once an instructor on bacteriology between 1927 and 1928 at South Dakota State and later head of the botany department between 1930-1934 at the University of South Dakota, Cross became an assistant professor of botany at the University of Oklahoma in 1934. Subsequent to becoming Associate Professor of Botany in 1936, Cross served as professor and head of the department of botany between 1938 and 1942. Between 1942 and 1944 he was acting dean of the graduate school and acting director of the Research Institute. After serving as acting president of the university during the period January through August 1944, Cross became president, a position in which he served until June 30, 1968. He was succeeded by John Herbert Hollomon. In 1968 Cross became president emeritus and helped organize the American Exchange Bank & Trust Company in Norman. He served as a member of the board of Trustees of Cottey Junior College on Nevada, Missouri between 1971 and 1975. Administration Organization During President Cross’s Tenure: The Oklahoma State System of Higher Education was created with the amendment to the State Constitution, Article XIII-A, on March 11, 1941. The amendment also created the Oklahoma State Regents for Higher Education as the Board of nine members controlling the State System. The State Regents’ principal duties are: 1) to prescribe standards of higher education applicable to each institution, 2) to determine the functions and courses of study at each institution, 3) to grant degrees and other forms of academic recognition for completion of courses of study at institutions, 4) to recommend to the Governor and the State Legislature budget allocations for each institution, 5) to determine fees to be charged students at institutions, 6) to allocate various institutions in the State System funds appropriated in lump sum by the Legislature, and 7) to function generally as a coordinating agency for the unified State System. Conroy (Duncan) Exall English (Lawton) The government of the university is vested in the University Board of Regents, created by a legislative bill passed in 1919. The Board consists of seven members appointed by the Governor with the advice and consent of the state Senate. Each member is appointed to serve for seven years. The Board appoints the president, and on his recommendation appoints and fixes the salaries of all faculty members and other employees. He was aided by first two, then three, and finally four vice presidents and by the Controller. He was chairman of the General Faculty, and was an ex officio member of the University Senate and of the faculties of the several schools and colleges. Upon recommendation of the faculties and by authority vested in him by the Regents, he confers all degrees.
