Project Description:  Length: 2.7 miles  Termini (US Hwy / SR): from I-240 to NC 31/SR 314 (Biltmore Avenue)  MPO / RPO: French Broad River Metropolitan Planning Organization (FBRMPO)  NEPA / 404 Merger Candidate? Yes No Unknown  General Description of Project (STIP): Widen SR 3556 (Amboy Road/Meadow Road) to multi-lanes from I-240 to NC 81/SR 3214 (Biltmore Avenue), with a new bridge over the French Broad River, in Asheville.  General Project Need: Address operational and capacity deficiencies at the intersections along SR 3556 (Amboy Road/Meadow Road) within the project limits and improve bicycle and pedestrian accommodations along the project corridor  Proposed Typical Section: TBD - several typical sections are being considered including 2-lane median divided, 3 lanes, and 4-lane median divided sections. All typical sections will also include bicycle and pedestrian accommodations such as a sidewalk on one side of the road and a multi-use path on the other side, or sidewalks and bicycle lanes on both sides of the road.  Proposed Right of Way Width: May vary between 100-150 feet depending on the proposed typical section selected and the type of bicycle and pedestrian accommodations to be incorporated.

Transitions back to 2-lane undivided shoulder section to project eastern terminus at NC 81/SR 3214 (Biltmore Avenue).  Right of Way: varies  Posted Speed: 45 mph Amboy Road; 35 mph Meadow Road

Structure Inventory (bridges, RCBC, Walls, etc): Bridge No. 521 on Amboy Road over the French Broad River, year built 1951, 50.48 sufficiency rating, functionally obsolete Bridge No. 672 on Meadow Road over Southern Railroad, year built 1992, 88.84 sufficiency rating, not deficient. A single barrel 18.2’ x 5.5’ reinforced concrete box culvert (RCBC) conveys Moore Branch under Amboy Road at the intersection with State Street 30” corrugated metal pipe (CMP) approximately 300’ west of the intersection of Meadow Road and Short McDowell Street (closed system) 42” corrugated plastic pipe (CPP) with a headwall at the intersection of Meadow Road and Huntsman Place near the western terminus of the project (closed system)

 Other TIP Projects in the Area STIP Projects U-6046 and U-5832, combined, propose upgrades to Swannanoa River Road (NC 81) from Biltmore Road to Tunnel Road (US 70). Early planning indicates the typical section may include two lanes with curb and gutter, sidewalks and a cycle track, a separated or protected exclusive bicycle lane. ROW is scheduled to begin in 2020 for and construction is scheduled to begin in 2022 for STIP U-5832. ROW is scheduled to begin in 2023 and construction is scheduled to begin in 2025 for STIP U-6046. Because the western project terminus overlaps with the eastern project terminus for this project, continued coordination between the projects will need to continue. STIP Project U-5019 will construct an interconnected network of pedestrian, bicycle, roadway and streetscape improvements in southwest Asheville including RADTIP Improvements. The project includes Clingman Forest and Town Branch Greenways, the French Broad River West Greenway on the west bank of the French Broad River, Wilma Dikeman Riverway, Five Points Roundabout, Livingston Street Complete Street improvements, and Craven Street Bridge improvements. Construction has begun and will continue through 2022. The southern terminus for the improvements along Lyman Street intersects STIP U- 4739 at the Amboy Road intersection with Meadow Road. STIP Project I-2513, the proposed I-26 Connector project, would construct approximately 7 miles of freeway that would connect I-26 in southwest Asheville to U.S. 19/23/70 in northwest Asheville. Section A of the project includes modifications to the I-26 ramp terminals on Amboy Road. ROW is scheduled to begin in 2020 for Sections B and C of the project. Section A is not yet scheduled for ROW acquisition.

 Railroad Involvement: The NS class I freight railroad has a strong presence within the Meadow Road section of the project. A rail yard follows along the river bend near the confluence of the Swannanoa and French Broad Rivers. The project crosses the railroad in one location, where Meadow Road crosses over a six-track section of the yard on a three-lane bridge with sidewalks.
