Introduction Section 43 (c) of the Broadcasting Act 2009 (“the 2009 Act”) requires the BAI to develop rules that set out the specific steps that each television broadcaster must take to promote the understanding and enjoyment of television programmes by those who are blind or partially sighted, those who are deaf and hard of hearing and those who are hard of hearing and partially sighted. The Access Rules (“the Rules”) set down quantitative and qualitative requirements1 in respect of the provision of subtitling, Irish Sign Language and audio description which broadcasters are required to meet. The targets are set having regard to a range of principles and factors, for example, whether the broadcaster is a public service or a commercial television broadcaster. A copy of the current Rules is attached at Appendix 1. Section 45(3) of the 2009 Act requires the BAI to review the effect of the Rules every two years and to provide the Minister for Communications, Climate Action and Environment with a report on the outcomes of this review; a report which is then laid before both Houses of the Oireachtas. This evaluation sets out the context of adult literacy work in which NALA and the Distance Learning Service (DLS) operates. What this tells us is that there is compelling international and national evidence for the use and promotion of distance learning for adult learners. Nu utökar Teracom det geografiska området för sina mottagartester genom det nya avtalet med irländska RTÉ. Basen för testerna av de irländska mottagarna är densamma som för mottagare i de nordiska länderna, den så kallade ”NorDig Unified specification”. Utöver NorDig-specifikationen skall de irländska mottagarna även stödja MHEG-5, vilket är en teknisk plattform för interaktiv tv. Mottagarna som kommer att testas är avsedda för att kunna ta emot de fria tv-kanalerna i det irländska marknätet. De mottagare som går igenom testerna och blir godkända får rätten att bära märkningen ”Saorview ”.
