The BAI's current BSS was agreed in 2011. The new BSS will reflect the current Strategy Statement in force (2017-19) covering the BAI’s key objectives around plurality, diversity, support for indigenous content and promotion of content in the Irish language. ° Mediatique was commissioned to provide a detailed overview of current and future developments in the Irish broadcasting landscape, and to consider the likely trajectory over the next five years. Introduction Section 43 (c) of the Broadcasting Act 2009 (“the 2009 Act”) requires the BAI to develop rules that set out the specific steps that each television broadcaster must take to promote the understanding and enjoyment of television programmes by those who are blind or partially sighted, those who are deaf and hard of hearing and those who are hard of hearing and partially sighted. The Access Rules (“the Rules”) set down quantitative and qualitative requirements1 in respect of the provision of subtitling, Irish Sign Language and audio description which broadcasters are required to meet. The targets are set having regard to a range of principles and factors, for example, whether the broadcaster is a public service or a commercial television broadcaster. A copy of the current Rules is attached at Appendix 1. Section 45(3) of the 2009 Act requires the BAI to review the effect of the Rules every two years and to provide the Minister for Communications, Climate Action and Environment with a report on the outcomes of this review; a report which is then laid before both Houses of the Oireachtas. This report sets out the findings of the statutory review undertaken in 2017 by the BAI. The findings of the review are detailed under the following headings:- Section 2 – Methodology. This work has been pioneering and as result often challenging and at times contentious. It is why an evaluation of the work and its outcomes from the principal beneficiaries is so necessary. This evaluation sets out the context of adult literacy work in which NALA and the Distance Learning Service (DLS) operates. What this tells us is that there is compelling international and national evidence for the use and promotion of distance learning for adult learners. The report then outlines the impact of using the DLS according to a sample of its beneficiaries. In addition to their specific and detailed accounts of what it has meant to them in terms of their family, career and education progression, there is also the quality standard that accreditation offers for those who follow that path.

Genom att en mottagare har gått igenom Teracoms test är det säkerställt att exempelvis att ljud, bild och programinformationen fungerar korrekt. Nu utökar Teracom det geografiska området för sina mottagartester genom det nya avtalet med irländska RTÉ. Basen för testerna av de irländska mottagarna är densamma som för mottagare i de nordiska länderna, den så kallade ”NorDig Unified specification”. Utöver NorDig-specifikationen skall de irländska mottagarna även stödja MHEG-5, vilket är en teknisk plattform för interaktiv tv. Mottagarna som kommer att testas är avsedda för att kunna ta emot de fria tv-kanalerna i det irländska marknätet. De mottagare som går igenom testerna och blir godkända får rätten att bära märkningen ”Saorview ”.
