1.0 COMMUNITY SUMMARY – DOKIS FIRST NATION

The following summaries detail the Project-related interests and concerns raised by Dokis First Nation during engagement activities within the period from June 1, 2014 to December 31, 2015.

1.1 June 1, 2014 to August 31, 2014

Dokis First Nation is an Ojibway community located 120 km from both Sudbury and , , approximately 16 km southwest of on the .1 The First Nation has a registered population of 1,163 members and 2 reserve lands encompassing 12,262 ha. Energy East has been engaging with Dokis First Nation since June 2014 when the Major Projects Management Office (MPMO) of Natural Resources (NRCan) identified Dokis as a potentially affected community.

In July 2014, Energy East forwarded Project information to Dokis First Nation.

In August 2014, Energy East met with the community to present an overview of the Project.

Between April 19 and August 31, 2014, Dokis First Nation did not raise additional Project-related issues or concerns through its engagement activities with Energy East.

1.2 September 1, 2014 to December 31, 2014

Between September and December 2014, Energy East received limited feedback from Dokis First Nation.

1.3 January 1, 2015 to March 31, 2015

During this time period, Energy East actively attempted to engage with Dokis First Nation by providing Project information and notifications about National Energy Board (NEB) filings and regulatory processes.

1.4 April 1, 2015 to June 30, 2015

In April 2015, Energy East forwarded a letter to Dokis First Nation confirming both the decision by Energy East and TransCanada not to proceed with the Cacouna Energy East marine terminal, and Energy East’s intent to file an amendment to the Application with the NEB in the last quarter of 2015. The letter also outlined the importance of TK in the assessment of potential Project effects on the environment and communities. In the letter, Energy East encouraged the community to make

Project specific issues and concerns known to Energy East at the earliest opportunity, as well as to conduct TK studies and submit a TK report by the end of 2015.

During this time period, Energy East continued its attempts to engage with Dokis First Nation by providing notification of updated and supplemental Project information filed with the NEB in April 2015, and a press release describing an alteration to the Québec portion of the Project, and decision not to build a marine terminal and associated facilities at Cacouna, Québec.

1.5 July 1, 2015 to September 30, 2015

During this time period, Energy East provided the community with notification of updated and supplemental Project information filed with the NEB in June 2015, and an updated Project information package specific to Ontario.

In July 2015, in an attempt to initiate further engagement, Energy East delivered a TK work plan and budget to Dokis First Nation. Through further communication in August 2015, Energy East was advised that Chief and Council for Dokis First Nation had not yet instructed the Band Manager on how to respond to the Project information but that a community information session for the community could potentially be scheduled for the fall of 2015, pending approval from Chief and Council.

1.6 October 1, 2015 to December 31, 2015

Energy East has attempted to engage with Dokis First Nation on the Project since June 2014. During the Reporting Period, Energy East provided the community with Project information, including notification of supplemental information filed with the NEB in September and December 2015. Energy East also provided information packages specific to the conversion portion of the Project and emergency response and management.

In October 2015, Energy East sent an email to Dokis First Nation to provide a web link to videos related to the Project on the Energy East website.

In November 2015, Energy East emailed Dokis First Nation to extend an invitation to attend an upcoming Safety and Emergency Response Information Day in East Ferris, Ontario, to provide further information about the Project, and offer the opportunity to learn more about pipeline integrity and emergency response programs.

In December 2015, Energy East emailed Dokis First Nation to advise of availability to schedule a status update presentation on the Project in 2016.

While Energy East received no feedback from the community during this time period, Energy East will continue engagement activities with this community to identify address potential future Project-related concerns, and will continue to share information and determine next steps in engagement.
