THIS week's second congress of Namibia National Teachers' Union raised SOllle problematic issues, not least of which was the question of where leachers should turn to negotiate salary increases. There was a fair amount ~f disappointment at Wednesday morn­ ing's congress session after a speech from Education Minister Nahas Angula informed delegates that they should not turn to him. They were public servants, he said. Their salary negotiations fell under the aegis (control) of the Public Service Commission. While his Ministry could clllumel the teachers' views and sit in on negotiations, it could not be responsible for final decisions.
