REALLY critical edition of the I.ibfr de IVinloniii las A Domesday Hook is technically called] one which would bring the full resources of modern scholarship to hear upon all the points suggested by it, is still a desideratum, and, as Pro­ fessor Freeman says, it is an object which ought to be taken up as a national work. A considerable amount of Domesday litera­ ture has appeared since the royal order in 1767 for the publication of this amongst other records : but much remains to be done, for a great deal of that which has been given to the world on the subject is deficient in breadth of treatment and in accuracy of criticism. We in this part of the country are greatly indebted to Mr. Beamont for his Introduction and Notes to the photozinco- graphic facsimile of the Domesday Record of the two north­ western counties palatine. Mr. Beamont has been a member of this society almost ever since its foundation 40 years ago, and is one of whom the society is justly proud. It seems, indeed, rash for me to venture upon the subject which I have chosen, lest I should be supposed to be putting myself in competition with him, or setting myself up as a critic upon his Introduction ; but Dt 2 86 The Domesday Record of the I thought that perhaps we might be led over some new ground to-night, if we turned to the Domesday account of the land Inter Ripam et Afers/tani, and considered, firstly, the history of that territory, and then its hundreds, the townships mentioned, the landlords, and the churches.

PURPOSE OF REPORT 1.1 To bring to Members’ attention those alleged breaches of planning control where a decision needs to be made as to whether authorisation be given to issue formal Notices. 2. RECOMMENDATION 2.1 (a) That the Council’s Secretary and Solicitor be authorised to issue Notices of the types and under the Sections of the Town and Country Planning Act 1990 as set out below, requiring the steps to be taken within the time periods and for the reasons, all as set out below. (b) That the Council’s Secretary and Solicitor be authorised to take proceedings in the event of non-compliance with any of the Notices. 3. BACKGROUND 3.1 The following are the alleged breaches of planning control on which I consider authorisation to issue notices would be appropriate. As with all such cases, I shall, during implementation of the appropriate procedures, continue to negotiate to try and achieve removal of the breaches without the need for formal action. The cases are set out below, including an indication of the type of notice, the steps to be taken, the time period for compliance, and the reasons for the notices. 4.     FORWARDFFORWARDORWARD ISSUE No. 26 AUTUMN/WINTER 2000 The Newsletter of Wigan Heritage Service FREE From the Editor One downside of Past Forward - and judging by all your comments probably the only one! - is that it brings home to me, and indeed to all those involved in its production, just how quickly the year flies. I seem to have only just put one issue to bed, before it’s time to start preparation for the next one. To those of you who have asked me if it would be possible to have four issues per year instead of three - believe me, there just would not be enough days in the year ..... not to mention funding. The most newsworthy event during recent weeks has been the opening of the Year 2000 exhibition in the History Shop. As I write, the exhibition has now been open for a week, and has already attracted much praise and appreciation. Full details appear on pp 16,17; but I would like to take this opportunity to congratulate Philip and Dawn, and all Heritage Service staff who have been involved on making the exhibition such a success - despite having to work under the difficult circumstances brought about by staff vacancies. My thanks also to all those in the private sector who have contributed to the exhibition. The Mapping the Millennium Festival has continued its tour of the Borough, and has been well received.     REGULATION 28: REPORT TO PREVENT FUTURE DEATHS REGULATION 28 REPORT TO PREVENT FUTURE DEATHS THIS REPORT IS BEING SENT TO: East Lancashire Hospitals NHS Trust 1 CORONER I am Rachel Galloway, assistant coroner for the area of Blackburn, Hyndburn and Ribble Valley. 2 CORONER’S LEGAL POWERS I make this report under paragraph 7, Schedule 5, of the Coroners and Justice Act 2009 and regulations 28 and 29 of the Coroners (Investigations) Regulations 2013 3 INVESTIGATION and INQUEST On the 28th September 2016 an inquest was opened into the death of Patrick Clifford. Evidence was heard at inquest on the 22nd March 2017. The inquest was adjourned part heard on the 22nd March 2017 and completed on the 11th October 2017. A narrative conclusion was left: Mr Clifford fell backwards following a faint in the toilet on Ward B4 at the Royal Blackburn Hospital on the 19th March 2016. He suffered a fractured acetabulum as a result. This was treated conservatively. His condition deteriorated over time. He developed pneumonia due to immobility and heart failure and passed away on the 18th September 2016 at Springhill care home in Accrington. 4 CIRCUMSTANCES OF THE DEATH Mr Clifford suffered a fall in the toilet at Royal Blackburn Hospital where he was a patient on the 19th March 2016. No risk assessment had been carried out but I found that the fall would not have been prevented had a risk assessment taken place, as there was no requirement for Mr Clifford to be supervised in the toilet due to his level of his mobility.
