2 1. Executive summary

This report presents the results of a study which was conducted to determine the availability, required qualifications and content profile of a set of educational programmes in the area. This study specifically concentrated on educational programmes in Retail, Logistics and Supply chain domains at Undergraduate, BTEC, and Level-3 onwards.

The study shows that only 4 of 5 universities and 7 of 18 FE and HE colleges in the region offer courses in the target domains. The universities offer mainly undergraduate degrees in areas such as logistics, supply chain management, retail etc. However a number of private training providers (19 of 84 identified providers) in the region also offer educational courses in retail, logistics and supply chain areas at various levels. These include short courses and Level-3 programmes in areas of distribution, warehousing, retail etc.

The report also identifies some significant challenges and opportunities for improvement in delivering the programmes in the target subject areas. The challenges include non-availability of accurate course information for the target students and difficulties in contacting the correct people (e.g. private training providers). The study shows that the programmes delivery and knowledge dissemination in the target subjects can be improved by developing a framework which includes:

1) Uniform and single point access to the up-to-date course information in retail, logistics and supply chain subjects

2) List of training providers including the Universities, FE colleges, HE colleges and private institutions offering these courses

3) A qualification framework for the people with substantial work experience and without formal qualifications

4) An effective information access regarding funding and other details (e.g. contact details of programme leaders)

5) Developing new programmes in collaboration with various educational institutions in GM are within the Retail and Logistics/SCM domains where there is an imminent need from the industry.

3 2. Background: GMSA and activities

The Greater Manchester Strategic Alliance (“GMSA”) is a non-profit unincorporated association formed to promote and facilitate access to tertiary/higher education through the following specific objectives:

• Co-operation and Collaboration: GMSA assists HEIs, FEs and other related organisations to improve collaboration between them and to provide needed educational programmes to the target people.

• Lifelong Learning Network Establishment : GMSA divides its activities into eight different sectors based on the major industry sectors in the region. Retail and logistics is one of the major sectors identified. Within this framework, various Sector Development Groups (SDG) were formed with representatives from various organisations in the Greater Manchester region. These representatives develop clear pathways for learners and employers within the disciplines of their sector. .

The focus of this study is to determine the undergraduate (from level 3/BTEC to degree) level education provision in logistics and retail subject areas. Based on the study an effective framework can be developed to offer industry relevant educational/training programmes to the target people within the target subject areas i.e. retail and logistics.

3. GM region - Retail and supply chain industry

Greater Manchester is made up of the eight towns of Bolton, Bury, Oldham, Rochdale, Stockport, Tameside, Trafford and Wigan plus the 2 cities of Salford and Manchester. Around 2.5 million people live in the wider area, with 430,000 of these living in city of Manchester itself. According to GMSA report nearly 600,000 of the Greater Manchester population have no formal education and qualifications. A report from GMSA shows that retail is the largest area of the UK’s service sector, with over 3 million employees. Manchester City Centre and the Trafford Centre remain highly popular destinations for shoppers, making the region’s Retail and Logistics sector particularly strong. The Logistics Sector employs 45,000 people, largely concentrated around Trafford, Wigan and Rochdale. There are higher level skills needs in the target areas, especially for people in middle and senior management jobs.

4 Making Retail and Logistics a career choice is a key objective of the Sector Development Group (SDG). The need for higher level skills within the sector is growing with job opportunities such as sales representatives, transport and distribution managers and storage and warehouse managers. The adoption of Progression Agreements between educational institutions further increases the desirability of a career in Retail and Logistics.

Initially, a study was conducted to analyse the provision of LSC (logistics supply chain) programmes at level 3 and above in the Greater Manchester region. As the analysis did not accomplish the objectives established by the retail and logistics SDG, this current research study is developed. This report, which is based on the current study addresses the established objectives and provides some key issues and suggestions to improve the knowledge provision in retail, logistics and supply chain domains in GM area.

4. Research study objectives

The key objectives of this research study include the following:

• Research into the current educational courses offered at various levels (Level-2 onwards) by the institutions in the GM region within the Retail and Supply Chain Management (including Logistics) subjects.

• Verify and determine the qualifications required by the target students to join the identified courses.

• Develop a comprehensive list of all courses, levels, contacts, course locations, type of attendance required, duration of the course, course providers information etc.

• Divide the courses into two categories (A and B) to aid collaboration development with relevant course providers. Category – A includes most relevant courses which have logistics, supply chain or retail in their title. Category - B includes relevant courses which do not have the keywords in their title. However, there is a significant content and modules in these courses (B) which is relevant to the target subjects (e.g. Retail marketing etc.). The courses are classified into the categories based on specific information provided in the course descriptions.

5 • Develop organisational data (Excel/Access database - TBA) of the institutions providing the target courses and prepare a report with key findings. 5. Definitions and descriptions

The following subsections provide a set of working definitions for supply chain management and retail based on the discussion within the SDG and an in-depth analysis of academic material in the subject domains. Based on the agreed definitions, a number of keywords were introduced to assist in searching for the related courses in the subject area.

• Supply Chain Management (incorporating Logistics) definition and description:

"Supply Chain Management (SCM) includes the management of the entire supply chain from supplier of raw materials to the end consumer (including home delivery). It is a strategic concept as well as being about short term control; and includes relationship building with all parties in the supply chain" (Slack et al., 1998). Effective supply chains unite customers, suppliers, shippers, and more recently competitors, into a network for the most efficient use of time and resources. Christopher (1998) notes that the goal of supply chain management is to link the marketplace, the distribution network, the manufacturing process, and the procurement activity in such a way that customers are serviced at higher levels but at lower total cost”.

• Retail

Retailing is the business of selling products and/or services directly to consumers which includes interfacing with vendors, consumers and other players that impact retailing (e.g. Shipment providers). In general, a retailer buys goods or product in large quantities from manufacturers or importers, either directly or through a wholesaler, and then sells smaller quantities to the end-user. Retailers are at the end of the supply chain and their establishments are often called shops or stores.

6. GM region educational institutions

a. HE/FE colleges and Universities

In the Greater Manchester area there are five Universities and eighteen colleges (appendix1).Of these institutions, four Universities and seven colleges are offering courses in logistics, retail or related subject areas. A detailed description of these institutions is provided in Appendinx-1.

As it is shown in diagram 1, only 28% of the GM FE/FC colleges offer courses in logistics and retail and the other 72% do not offer any courses in these areas.

b. Private training providers

There are more than eighty four training providers (appendix 2) identified in the Greater Manchester area. However, only eighteen of them offer level 3 or higher level courses in retail and logistics subject domains. The study also shows that only 3 of these training providers offer level 4 courses in the target subjects and remainder offer level 3 or lower level courses. As depicted in Diagram 2, only 17% of the private training providers offer courses in logistics or retail.

7. Qualifications offered

There are eight different levels of undergraduate qualifications currently being offered by Universities, FE colleges and private training providers. Most of the Private training providers offer advanced apprenticeships which are equivalent to level 3 NVQ. There are a few training providers that offer level 4, 5 and 6 qualifications. The following list presents various undergraduate qualifications offered by different institutions in the GM area: 1. BTEC national diploma /certificate /Award 2. 8. Course delivery:

A majority of the identified courses are available on both a Part-time and Full-time basis. These include foundation year programmes, sandwich courses, and distance learning programmes. The course duration depends on the qualification and the mode of study. Table 3 is the list of available course levels, mode of study, duration and the number of courses identified in the GM region at various qualification levels. Diagram 3 illustrates the composition of the available course levels in logistics and retail subject areas. As shown in the diagram, the degree courses constitute 37% and NVQ level-3 courses constitute 32% of the overall programmes offered. These two forms of courses are the major education offerings in the logistics and retail areas. Very few courses are offered which provide HNC, level 5 and level 6 qualifications. Diagram 4 shows the number of courses available at each level. Sixty degree courses , fifty two NVQ level 3, thirteen foundation degree, eleven HND, nine BTEC, eight NVQ level 4 ,three level 5 qualification, four level 6 qualification and one HNC.

9. Course categories:

The results of this study shows that about 166 undergraduate courses (from level 3 onward) are offered in GM area in logistics and retail subject areas. These courses have been divided into two categories; A and B based on their relevancy. Category A is for the courses that have logistics supply chain or retail in their title. About 71 courses fall into this category. In diagram 5 the percentage of each category has been shown.

Category- B constitutes the courses that are relevant to logistics or retail subjects but do not have the direct course titles. The aim was to choose the most relevant courses to the subject areas. To achieve this, the study has analysed the information by course descriptions, contents, and suggested job opportunities etc. The agreed keywords have been used to analyse the relevancy of modules in various courses to retail and logistics subject areas. 95 courses (fifty seven percent) fall into of category B. Diagram 6 shows the number of courses (logistics supply chain, retail) in each category. There are: − 21 logistics and supply chain courses in category A − 32 logistics and supply chain courses in category B − 50 retail courses in category A − 63 retail courses in category B The results indicate that the available courses in the retail area are double those in logistics and supply chain courses.

10. Types of the available courses

There are various types of courses in logistics and retail subjects that are being offered by different institutions in GM. The courses have either the logistic or retail term directly in their title or the course content shows high relevancy to the subject area in terms of modules and description. The following is the list of available courses:

As depicted in diagram-8, of the 48 kinds of available courses (Table 4) in retail and logistics, thirty courses (63%) relate to retail and eighteen courses (37%) relate to logistics.

11. Entry requirements:

Different course levels require different entry requirements. The analysis also shows that the requirements also vary based on which institutions are offering the programme. The details of entry requirements are provided in appendix 3. The following subsections present an overview of entry requirements at various course levels:

• Degree courses: these courses are mainly offered by the Universities. Some FE/HE colleges also offer them in partnership with the universities. In general, the entry requirement for a degree level programme in the target subjects is an A level, GCSEs or BTEC national diploma. However, candidates with work experience and no formal qualifications will be interviewed by the programme leaders and may be accepted to the course. A major drawback in this area is that there is no uniform framework to evaluate the candidate’s experience. Each institution has its own criteria to determine equivalence of work experience to the required qualification in order to join a given course. For instance, the University of Bolton offer foundation year programmes for candidates with no formal qualification but with work experience in the subject areas, while MMU offers foundation year programmes for candidates with either work experience or with formal qualifications such as GCSE but with lower tariff points than a degree course.

16 Foundation degree: Foundation degree programmes prepare students to study their required degree course. These are two year degree courses if studied in a Full-time mode. After completing a foundation degree, the student can study one more year and achieve a bachelor’s degree. Entry requirements for a foundation degree are generally less than a degree course. However, students still require GCSEs or BTEC national diploma. Candidates with work experience need to be interviewed in order to assess the equivalence of their skills/knowledge to a formal qualification. For instance, the University of Bolton offers a Foundation degree in Logistics, MMU offers a Foundation Degree in Retail courses and City College Manchester offers Foundation degree in logistics management.

• HND (Higher National Diploma) HNC (Higher National Certificate): entry requirements for HND and HNC are similar to the requirements of a Foundation degree described above.

• BTEC National Diploma/National Award/National Certificate: The BTEC qualification is generally offered by FE/HE colleges. Entry requirements for BTEC qualification vary in different colleges; usually the students require 4-5 GCSEs. BTEC is a route to degree for candidates without A level qualifications.

• Level 3 NVQ /Advanced Apprenticeship: All of the private training providers and some of the FE/HE colleges in this study offer this type of course. The entry requirements for this course are that the candidates should be in a relevant job role and NVQ level 2. Some candidates with work experience may enter the course without having NVQ level 2.

• Level 4: In the GM area, only Hopwood Hall College and Stockport College offer level 4 qualification from the FE/HE sector. In the private sector, Panacea offers programmes at this level. The entry requirements for level 4 are different in these three institutions. For candidates over 21 years of age, being in a management role is an essential requirement to join programmes at this level. For candidates under 21, the entry requirements are NVQ level 3 or two A levels and three GCSEs level C or above.

17 • Level 5: Hopwood Hall College and Stockport College from FE/HE sector and Logistics Learning Alliance Limited from the private sector offer this level of qualifications in the logistics and retail subject areas. The entry requirements for level 5 are either a level 4 professional diploma or a foundation diploma.

• Level 6 : Hopwood Hall College and Stockport College from FE/HE sector and Logistics Learning Alliance Limited from the private training providers offer this course. The entry requirements for this course are a level 5 professional diploma.

12. Recommendations

• A limited number of logistics courses are available in GM universities. University of Bolton is the only university that offers the Logistics and Supply Chain Management course (with the same title).

• Only a few institutions (mainly some private training providers) are offering courses with core retail/ retail operations management content. These are in the form of apprenticeship courses mainly offered by the private training providers. There is a need for collaborative efforts from GMSA and HE/FE institutions in the region to develop industry relevant courses for retail sector (e.g. BSc/NVQ in Retail management)

• Designing a portal with a search engine that can provide accurate and up to date information about the available courses in logistics, supply chain and retail. Information about the available courses, their entry requirements, course duration etc is not fully available even on the institutions’ websites. For example, there are some websites that provide course search within the UK universities based on the region, course type and other factors (e.g. British Council). During this research it has been observed that on several occasions that a course was shown on the respective institution website as an available course but there was no further information for the candidates such as entry requirements, modules, etc.

• There is a need for a close collaboration with the private training providers. Most of the private training providers do not have information about their offered courses on their websites.

18 • Provide general information to the target people about the joint or link courses in logistics and supply chain domains. There are some joint or link courses in logistics, supply chain, and retail but no information is available on the respective institutions’ websites. For example, logistics and supply chain management and law is a joint course offered by the University of Bolton but there is no information about such courses on their website.

• Describe different routes that can lead the student to a supply chain, logistics, or retail qualification. For example how a candidate with several years of experience in the field can obtain an MSc or BSc qualification in logistics, supply chain or retail.
