The meeting was called to order at 5:00 pm.

II. PUBLIC HEARING

II.1 Open Space Conservation Plan for Groton, Connecticut

Chairman Larry Dunn opened the public hearing for the Open Space Conservation Plan for Groton, CT, at 5:02 p.m. Larry Dunn and Tom Olson gave an overview of Plan, the history of its development, and the work that the Conservation Commission has done. Larry Dunn then asked if there were any members of the public that would like to comment. The following provided comments to the Commission during public hearing.

- Jim Furlong stated he appreciated the Conservation Commission’s work on the Plan. Furlong then provided comments regarding the proposed open space ordinance. - Sidney Van Zandt stated that she was very grateful for the Plan and the Commission’s work that went into it. Van Zandt provided written comments that she would like to be included in the record. - Eugenia Villagra, a member of Groton Conservation Advocates, thanked the Commission for their work on the Plan. Villagra also stated that the plan should further emphasize a balance of carbon sequestration with trees lost and trees planted. She added that the Commission should consider recommending that more than one tree be

planted for each large mature tree that is removed. - John Waller thanked the Commission for the work on the Plan. He stated that he would like a copy of the Plan. - Zell Stever, a member of the Groton Resiliency and Sustainability Task Force and Groton Conservation Advocates, thanked the Commission for their work on the Plan. Stever stated that he submitted written comments from the Task Force that he would like included into the record. Stever also added that the thought the Plan would be more effective if it was no more than 20 pages long. Stever also stated that he objects to the open space definition in the plan. - Peter Roper thanked the Commission and supports the Plan. Roper stated that he thinks public outreach on the Plan is important and he hopes that the Plan helps spread awareness of open space in the future.

A motion was made by Michele Fitzpatrick and seconded by Brae Rafferty to close the public hearing. Motion passed unanimously and the public hearing was closed at 5:53 p.m.

The Commission then addressed and discussed a few of the comments. The Commission determined that they would like some time to consider the comments and that this item would be continued to their next regularly scheduled meeting on December 7, 2020.

Page 9 of 9 Connecticut General Statues Sec. 16-50b. Declaration of policy. It is found and declared that conservation of undeveloped lands and preservation of open spaces, together with orderly control and development of remaining natural resources is the settled public policy of Connecticut and bears a substantial relationship to the public health and safety and common welfare, in order to provide for establishment and maintenance of necessary public recreational and conservation areas, and that undeveloped lands owned by public service companies constitute a significant portion of all remaining undeveloped lands in Connecticut, and particularly in thickly-settled areas of Connecticut, and that the state and municipalities, wherein substantial undeveloped tracts owned by public service companies are located, have been unable to provide for acquisition of such lands for public recreational and conservation purposes, and that the public policy of Connecticut to preserve open spaces requires for its effectiveness a procedure for the state and municipalities to determine whether acquisition of such tracts as may be or become available would be in furtherance and continuation of local, regional and state programs, and that public service companies by reason of their statutory privilege of land acquisition by condemnation and statutory protection of acquisition of their land by condemnation are a proper subject for a special statutory procedure for the disposition of undeveloped lands owned by such companies, and that it is further found and declared that sections 16-50b to 16-50e, inclusive, do not interfere with the operation and conduct of said public service companies.

Sec. 16-50c. Notification of intent to dispose of unimproved real property. Approval or disapproval by authority. Hearing. (a) Whenever any public service company, as defined in section 16-1, except a water company, owning any contiguous area of unimproved real property containing three acres or more, intends to sell, lease or otherwise dispose of such land, or a portion thereof, except to the state, the or a municipality, such company shall first notify in writing, by certified mail, return receipt requested, the Public Utilities Regulatory Authority, the Commissioner of Public Health, the Commissioner of Energy and Environmental Protection and the chief executive officer or officers of the municipality in which such land is situated, of such intention to sell, lease or otherwise dispose of such land, and no agreement to sell, lease or otherwise dispose of such land may be entered into by such public service company except as provided in this section. Hi Larry,

Thank you, Conservation Commission, GCA and others for supporting a ban on nip bottle sales. I am attaching pictures from GOSA's 2019 April clean-up parties. We did not organize a clean-up in 2020, due to Covid precautions.

The first two pictures are of the same bin with nips from approximately 1 mile along Route 1, beginning from the water tower at the top of Fort Hill down to Bel-Aire Drive.

The third picture is of nip bottles picked up along about 1/4 mile on the south side of Gold Star Highway next to Candlewood Hill Wildlife Management Area.

Already we see almost no plastic bags, thanks to your efforts.

Another annoyance:

Some plastic coffee cups break down into multiple strips, which are clear, very difficult to see and difficult to pick up as shards. If I remember correctly, the brand was Dunkin Donuts. Some research into this phenomenon may help, given the ubiquity of the brand. I fear that these cups may not completely decompose, leaving micro plastics behind. I also understand that plastic made from vegetative matter, such as corn starch, could have a chemical composition similar to that of other plastics.

Dear Honorable Members of the Finance, Review and Bonding Committee:

My name is Kathleen Stauffer and I live in Mystic. I am Chief Executive officer of The Arc Eastern Connecticut, and I support HB No. 7294 AN ACT CONCERNING BOTTLE REDEMPTION IN THE STATE. I respectfully urge the Committee to PASS this legislation out of your committee.

1. WHERE WILL THE TRASH GO?! The Arc Eastern Connecticut’s Woodstock redemption center processes more than 1,000,000 bottles and cans per year. The center provides minimum wage jobs for people with Intellectual and Developmental Disabilities (IDD) and on-the-job training for placement into community employment leading to independence and a much-reduced need for state supports. For each bottle or can received, The Arc ECT loses nearly 2cents. The Arc ECT redemption center will lose nearly $50,000 this year. If forced to close its doors, jobs for people with IDD will be lost. Where will all the trash go? The current redemption structure has remained the same since 1978! HB 7294 remedies Connecticut’s outdated redemption fees and encourages a cleaner Connecticut. Currently, we cannot compete with Maine and Vermont. 2. WHO WE ARE. The Arc ECT is a 67-year-old, grassroots agency in Eastern Connecticut founded by families looking for NON-INSTITUTIONAL opportunities for loved ones. 3. WHO WE SERVE. The Arc ECT serves 900+ people with IDD in Eastern Connecticut with a constituent network of more than 2,500 voters. Services range from residential to in-home supports to employment services. The Arc’s Community Life & Advocacy program, funded by public events and United Way of SECT, provides critical respite to 200+ adults and families, support groups for survivors of domestic violence and sexual abuse, Special Olympics and rides to the polls so people with IDD can vote. 4. JOBS. The Arc ECT employs more than 440 adults contributing more than $9,000,000 in wages to EASTERN CT’s economy. Nearly 30% of employees are minorities and 72.7% are women. 5. ECONOMIC IMPACT. The Arc ECT spends $1.5 million each year on gasoline, fuel oil, groceries, office supplies, hardware, furniture and health insurance alone and is a leader in advocating for economic recovery in Connecticut.

Please support this bill and support jobs and independence for people with IDD in Connecticut! Thank you for your time and efforts on behalf of Connecticut.

I sat in on the below Forestry Net-zero webinar. It was very well done, and gave me the idea that we need to look at what large privately held parcels are in town, that are not in the PA490 program? These are the last hope forest for preservation, and really supporting the goals of carbon sequestration as well as habitat enhancement. One other interesting comment was to watch how you define forest cover vs tree cover, as tree cover does not get you all the benefits of forest cover. Also, it was pointed out that planting trees after a forest is taken for development, is not the same as replanting a forest, unless it truly is a forest somewhere else (i.e., happened at the middle school).

I’ll be asking the Parcel Team if they are interested looking into this at our meeting on 12/18 at 1000.

GC3 Meetings this Week

The Governor’s Council on Climate Change (GC3) Mitigation and Adaptation & Resilience Subcommittees are meeting this week to review Working Group reports and determine which recommendations will be included in the January 2021 Phase I GC3 Report. The January report will focus on recommendations that will begin to be implemented in the next 1-2 years.

The full Governor’s Council on Climate Change will convene on December 18 to review the progress of the Subcommittees.

All meetings will take place on Zoom and there will be opportunity for public comment. Registration is required .

The top overarching priority recommendation from GC3 Forests Subgroup Final Report is adoption of a “No Net Loss of Forests” policy for Connecticut. With approximately 60% of Connecticut under tree canopy cover from the rural to urban landscape gradient, keeping forest as forests is a critical cross sector strategy that will enable Connecticut to succeed in implementing numerous climate change adaptation, resilience, and mitigation action items within the soon to be finalized GC3 Report. This webinar aims to introduce Connecticut to no net forest loss as a natural climate change solution, gleaning lessons learned from nearby eastern states, and to start the conversation on how a “No Net Loss of Forests” policy might work in Connecticut.
