The first section outlines the overall specification 5 requirement. The second section details the chassis requirements. The third section details the body 6 requirements. The Air Stair Vehicles are to be delivered complete with all specified equipment and 7 accessories necessary for safe and efficient operation, and ready for immediate job site operation for the 8 City and County of San Francisco. The Air Stairs units specified are to be used for Airport Operations. 9 10 DEFINITION OF TERMS: 11 City and County of San Francisco and the San Francisco International Airport, a City Department, 12 hereinafter shall be referred to as the “City” or “CCSF.” 13 14 MANUFACTURING, MATERIAL AND DESIGN PRACTICES: 15 It is intended that the manufacturer, in the selection of components, are to use material and design practices 16 that are the best available in the industry for the type of operating conditions to which the unit(s) will be 17 subjected. Engine, suspension, wheels, tires and other component parts shall be selected to address the 18 performance requirements of this specification. All parts, equipment and accessories shall conform in 19 strength, quality of material and workmanship to recognized industry standards. 20 21 HEAVY DUTY TERMINOLOGY DEFINED: 22 The term “heavy duty” as used in these specifications shall mean that the item to which the term is applied 23 shall exceed the usual quantity, quality or capacity supplied with standard production unit(s) and it shall 24 be able to withstand unusual strain, exposure, temperature, wear and use. 25 26 ALTERNATES: 27 When the specific name of a manufacturer, brand or make, with or without model number, is used in 28 describing any item in this specification, bids for similar articles will be considered unless otherwise 29 stated. Bidders may also propose items of equivalent features, or manufacturer’s updated part or part 30 number. Purchasing shall be the sole judge as to whether such alternate articles are acceptable. Unless 31 bidder states to the contrary, articles offered will be assumed to be the specific article named in this 32 specification. If not offering the specific article named, bidder must enclose with its bid full information, 33 specifications and descriptive data on alternate items offered. Purchasing reserves the right to permit 34 deviations from the specifications if any article offered is substantially in accord with Purchasing’s 35 specifications and is deemed by Purchasing to be of as good quality and as fully satisfactory for its 36 intended use. Bidder is responsible for identifying any deviations from Purchasing’s specifications. 37 Bidders should not assume an alternate offered is an approved equal. The City will evaluate the alternate 38 and inform the bidder if the alternate is acceptable. Therefore, bidders shall clearly and completely outline all areas needing such 43 modifications. 44 45 GENERALITIES: 46 To allow for manufacturer’s specific designs, and ensure a level of competitiveness, we have left certain 47 areas of our specifications general by design. In such cases, the items being referred to may be general, 48 but adherence to the requested end product and/or result must be met. This is especially important in areas 49 where critical dimensions, capacities, grades of steel, etc. are specified. In the cases where the word 50 “SHALL” is used, no substitutions are to be allowed. 51 52 PRE-BID CONFERENCE: 53 There will not be a Pre-Bid Conference, so it is requested that bidder’s questions concerning this bid be 54 submitted by email at least five (5) days before the bid due date to: 55 56 Maria Sio, Senior Purchaser 57 Email: [email protected] 58 59 Any change or addition to the requirements contained in this Bid as a result of any questions will be 60 executed by written Bid Addendum. 61 62 MANUFACTURER'S SPECIFICATION: 63 Complete manufacturer’s specification, published literature and photos or illustrations of unit proposed, 64 should be furnished with bid. Only new models in current production and in service that are catalogued 65 by the manufacturer and for which printed literature and specifications are available will be accepted. 66 Bidders should prepare and submit their own proposals addressing each section, item or component of 67 these specifications if they differ from these specifications. These shall indicate full compliance without 68 exception, or explain in detail any exceptions or deviations. Bidders should not simply submit a copy of 69 these specifications if they differ from these specifications, nor should they submit copies of manufacturer 70 or third party quotations as a response to the City’s bid solicitation. An MSDS ( Safety Data Sheet) shall 71 be supplied for all fluids used. 72 73 74 MANUFACTURER'S STANDARD EQUIPMENT: 75 All equipment and components listed as standard by the manufacturer for model quoted shall be furnished 76 whether or not such items are detailed herein, e.g., special wrenches, tool kits, etc. Optional equipment 77 as necessary to meet the following requirements of this specification shall also be supplied. Should the 78 requirements as specified not comply, the manufacturer is required to re-figure and revise the 2 of 20 CITY AND COUNTY OF SAN FRANCISCO Sourcing Event: 0000000591 Requisition 0000026994 Budget Number: 5ACPFC7E Vehicle # 72500924, 72500925 Approved by: ATTACHMENT C EQUIPMENT SPECIFICATIONS FOR Truck with Air Stairs Last revision: 1/11/18 79 specifications to meet all laws, rules and regulations where it applies to items such as the ratings of axles, 80 tires, rims, brakes, batteries, cooling capacity, etc. and the City and County of San Francisco are to be 81 notified thereof. 82 83 APPLICABLE DOCUMENTS AND CERTIFICATIONS: 84 Specifications on the following pages are written with the intent to comply with all applicable documents 85 and certifications, but the final responsibility to comply shall rest with the vendor and not the City and 86 County of San Francisco. The successful bidder shall adhere to the standards set forth by the following 87 agencies: 88 89 • Federal Motor Vehicle Safety Standard, Department of Transportation. 90 • State of California Motor Vehicle Code. 91 • State of California General Industrial Safety Orders. 92 • State of California Health and Safety Code, Motor Vehicle Pollution Control. 93 • California Occupational Safety and Health Act (OSHA) and the EPA 94 • Society of Automotive Engineering Standards. 95 • American Society of Mechanical Engineers (ASME). 96 • American National Safety Institute (ANSI). 97 • Vehicle must be compliant with California Administrative Code (C.A.C.) Title 13. 98 99 DEMONSTRATIONS: 100 The City reserves the option to request, and the bidder shall agree to provide, an “on the job” 101 demonstration and evaluation for the City’s Fleet Management personnel before acceptance of contract in 102 the event the City is not familiar with the performance of the unit offered. If requested by the City, a 103 demonstrator unit shall be made available prior to award and provided at no additional cost to the City. 104 Time required for such evaluation shall be as determined by the City. 105 106 OPERATIONAL NOISE STANDARD: 107 Noise level shall be in conformance with standards established by Local, State, and Federal agencies. City 108 personnel, for noise requirements, may test each unit delivered before the unit is accepted. 109 110 HOSE AND WIRE ROUTING, HARDWARE REQUIREMENTS: 111 All hoses and wiring shall have adequate protective covers wherever there is a possibility of contact with 112 any other components. Separators shall be used where applicable. No tape or adhesive fasteners are to 113 be accepted. All hoses, wiring and pipes shall be routed to be clear of all heat sources and shall be 114 protected from any present or potential source of snags, abrasions or sharp edges. All hydraulic lines and 115 hose shall be specifically manufactured for hydraulic use. If any wiring for any lamps are routed through 116 any tool compartment or canopy, these wires shall be enclosed in steel. All fasteners (nut, bolts, rivets & 117 etc.) shall be grade 5 or better with a rust inhibiting coating. All welding shall be performed in accordance with the 120 applicable requirements of the latest codes, rules or specifications of the American Welding Society, 121 (AWS), and the requirements of these specifications and special provisions, shall be subject to the test and 122 examinations therein specified. 123 124 SWITCHES, LABELS: 125 All toggle and push button switches shall be marine type with additional rubber boots. All controls, 126 warning gauges and valves shall be marked as to function with stamped or engraved stainless steel or 127 aluminum labels. These labels shall be attached by aluminum and/or stainless steel rivets.
